6. Bangla Yuva Kendra
In order to facilitate the implementation of the
programmes taken up by the Department of Youth
Services& Sports, keeping in view the overall
development of the student-youth section of our
society and to create a healthy socio-cultural
ambience, a three-tier organization styled as ‘Bangla
Yuva Kendra’has been formed. The ‘Volunteers’ of this
organization are acting at the Block/Municipal Level
and the ‘Coordinators’ are rendering their services at
the District Level for the development of the student-
youth throughout the year maintaining perfect co-
ordination with the Department of Youth Services&
Sports.
7. Student-Youth Festival
In our state, this festival is organized in three
tiers. The first tier is
Block/Municipality/Municipal
Corporation/Notified Area/Borough Level. The
second one is District Level and the third is State
Level. The successful candidates of the
Block/Municipal/ Municipal Corporation/
Notified Area /Borough level competitions get
the opportunity to participate in the District level
competitions. Again, the successful competitors
of the District level competitions are sent to
compete at the State level competitions.
8. Youth Computer Training Centre
The Youth Computer Training Centers run by
the Department of Youth Services & Sports in
collaboration with different private
organizations play an important role in
providing low cost computer training to the
student-youth across the state enabling them
to prepare themselves fit for employment.
About 1,000 (One Thousand) Youth Computer
Training Centres are now running across the
state.
9. Vocational Training Centre and Self-Employment Scheme
The Department of Youth Services & Sports,
with an aim to prepare the youth fit for the
job market, has introduced various Youth
Vocational Training Centres. The 22 disciplines
of Vocational Training are approved by the
Department of Youth Services& Sports.
Training in a few selective disciplines out of
these 22 approved disciplines are provided by
the different Youth Vocational Training Centres
of our state
10. Youth Hostels
There were a good number of mostly dilapidated
Youth Hostels in and outside the state of West Bengal
under the Department of Youth Services& Sports.
Decision was taken for entire renovation, expansion
(where possible) and beautification of these Youth
Hostels in the financial year 2012-2013. Accordingly,
the renovation work of these Youth Hostels has been
completed smoothly and a few new Youth Hostels have
also been constructed.

11. Mountaineering and Adventure Sports
West Bengal Mountaineering and Adventure Sports
Foundation was set up dissolving
i) West Bengal Mountaineering and Adventure
Foundation and
ii) West Bengal State Academy of Adventure Sports
functioning under the Youth Services Department,
Government of West Bengal in the year 2006.
It is registered under the Society Registration Act. The
Registered Office of the society is Standard Buildings,
32/1, B.B.B. Bag (South), Kolkata-700001. Field Office :
Radhanath Sikdar Tenzing Norgay Bhavan, Vivekananda
Yuba Bharati Krirangan, Saltlake, Kolkata.
12. Extending Financial Assistance to Clubs/Organizations for the Development
of Sports & Sports Infrastructure under the ‘KHELASHREE’scheme
A financial assistance of Rs. 1 (Rupees One)
lakh only was extended to 8,289 number of
old clubs and organizations of our state for the
purpose of development of sports and sports
infrastructure .
13. Development of Play Ground
A maximum amount of Rs.10 ( Rupees Ten) Lakh
given for developing a ground measuring the
same size of the international standard i.e. 115
mts. of length and 78 mts. of bredth (in case of
football) for playing of Football, Cricket,
Basketball, Hockey, Volleyball etc. But to get the
necessary approval for availing the assistance, the
applicant organization will have to submit the &
documents mandatorily with their application
and all the documents should be sent through
the concerned District Magistrate only.
14. Assistance for Setting up of Multigym
A one-time financial assistance to the tune of
a maximum of Rs.3 (Three) Lakh only is given
to schools, colleges, universities and other
organizations on the basis of their
requirement for setting up of multigym and
purchase of accessories thereof.
15. Assistance for Setting Up of Mini Indoor
Games/Recreation Complex
The project cost for setting up of Mini-Indoor
Games/Recreation Complex has been fixed to
the tune of maximum of Rs.20 (Twenty) lakh
only. Primarily 50% of the total sanctioned
amount is given and the rest 50% is given only
after submission of the utilization certificate.
The programme is being implemented
through the concerned District Magistrates
only.
16. West Bengal State Student-Youth
Science Fair
‘West Bengal State Student-Youth Science Fair’ is a
three-tier competitive programme meant for the
students of Secondary and Higher Secondary Schools,
Colleges and Universities of our state which is
organized at the District and State Level by the
Department of Youth Services & Sports in association
with the Department of School Education, Higher
Education, Science & Technology & Bio-Technology,
Government of West Bengal, West Bengal State Council
of Science & Technology, Jagadis Bose National Science
Talent Search (JBNSTS)and the Birla Industrial &
Technological Museum (BITM), Kolkata.
17. Pension to Ex-Olympians
Presently 4 (Four) such sports personalities are
getting the pension facilities as other recipients
are no more with us. The present government
has enhanced the monthly pension from Rs.
2,000/- (two thousand) to Rs. 5,000/- (five
thousand) during F.Y. 2012-13. Again F.Y. 2013-14
the amount of pension raised from Rs. 5,000 (five
thousand) per month to Rs. 10,000 (ten
thousand) per month. Since the last three years
the amount of pension was again raised from Rs.
10,000 (ten thousand) to Rs. 12,000(twelve
thousand).
18. Bengal Football Academy, Khardah, North 24 Parganas
Bengal Football Academy, the only of its kind
in the entire country, had been inaugurated by
the Hon’ble Chief Minister of West Bengal on
28.09.2013 at Khardah Vivekananda Stadium,
Khardah, North 24 Parganas. The Academy has
already got affiliation of the All India Football
Federation and has participated in the Under-
18 Youth League.
19. Archery Academy at Jhargram
The Jhargram Archery Academy, which was set
up with the inspiration of the Hon’ble Chief
Minister with an aim to achieve overall
development of Jangalmahal, is being run
successfully.
20. Bengal Tennis Academy, Salt Lake,
Kolkata
The Department of Youth Services & Sports, in
association with Bengal Tennis Association,
has started a Tennis Academy at the
Vivekananda Yuva Bharati Krirangan, Salt Lake.
21. Bengal Table Tennis Academy
Bengal Table Tennis Academy has been
inaugurated in this financial year on 25th
September at Vivekananda Yuba Bharati
Stadium
22. Creation of Sports Infrastructure for the Development
of Sports
The government has taken initiatives for
creation of sports infrastructure like Stadium,
Playground and Sports Academy etc. at the
Sub-division Level and District Level to enable
more and more youth participate in the
Games and Sports for accelerating their
physical and mental development right from
the grass-root level
23. Bestowing Honours to the Greatest in the Field of Sports
Khel Samman Award cash prize of Rs. 50,000/- each to
prominent sportsmen.
Banglar Gourav Award to renowned Sports
personalities of yesteryears of various sports disciplines
with a cash prize of Rs. 1,00,000/- each.
Krira Guru Award to renowned coaches of various
sports disciplines with a cash prize of Rs. 1,00,000/-
each and
Life Time Achievement Award with a cash prize of Rs.
5,00,000/- only.
25. West Bengal State Council of Sports
The West Bengal State Council of Sports acts as
the main executing and advisory body of the
Department of Youth Services &Sports in taking
forward its mandate of all round development
and promotion of Sports activities in the State.
The Council promotes overall development sports
in district, Sub Division and Block level through
the District Sports Councils and Sub Divisional
Sports Councils. It also provides financial
assistance to different sports associations and
sports persons for infrastructure development,
sports promotion and talent hunt.
26. Financial Assistance to Coaching Camps
The coaching camp authorities are being given
an amount of Rs. 1.00 lakh (Rupees one lakh)
per training camp across the state so that they
can organize coaching camps with an aim to
provide much better training subject to
fulfillment of the conditions
27. Pension to Needy Eminent Sports Persons
The Department provide monthly pension @
Rs.3,000/- only per month to needy eminent
sports persons of yester years. Presently 8
nos. of eminent needy sports persons are
getting this pension.
