2. • Palarong Pambansa is the Philippines’ premier national sporting
event which showcases a multi-level scholastic competition involving
elementary and secondary student-athletes from the 17 regions
across the country.
• It provides in-school sports opportunities to improve the physical,
intellectual, and social well-being of the basic education learners.
• Institutionalized through Republic Act 10588, otherwise known as
Palarong Pambansa Act of 2013

4. Republic Act 10588, “PALARONG PAMBANSA ACT OF 2013”
SEC. 7. Secretary General. – A Secretary General shall be appointed by the Board
from among the members of the Board representing the DepEd.The Secretary
General shall recommend to the Board the composition of the Secretariat and all the
activities undertaken by the latter requiring the utilization of funds. The Secretariat,
which shall come from the existing personnel of the DepED, the PSC and the
DILG, shall manage the conduct of the Palarong Pambansa and other activities
leading to the Palarong Pambansa.

Hosting and
conduct of the
competition
The hosting and conduct of the
Palarong Pambansa is a festival
type manner where all sports
events are competed in one
common venue.
Lower Meets – the hosting of the
lower meets is determined through
selection of the LGU based on its
capability to host the sporting
event.
National Palaro – guided by the
Luzon-Visayas- Luzon-Mindanao
cycle, the hosting of the Palarong
Pambansa is determined through
bidding by interested LGUs in
which the winning bidder will be
decided by the Palarong Pambansa
Board (RA 10588).
The competition can be conducted
through a staggered or clustered
basis.
Lower Meets – divisions and regions
are encouraged to identify several
LGUs to host the different sports
events to minimize mass or large
gatherings of people.
National Palaro – The determination
of the Palarong Pambansa host shall
follow the rotation cycle as provided
by the law (Luzon-Visayas- Luzon-
Mindanao) and to be decided by the
Palarong Pambansa Board.

For team sports, winner take-all policy
shall be applied. The winning team
(school) in the lower meet has the
privilege to compete in the next higher
competition level to represent the

For Athletics, Swimming and Archery,
only those athletes who meet or surpass
the qualifying standards shall proceed to
the next level.
And for the remaining individual sports,
winners shall advance to the next level.

Requirement
The budgetary requirement
covers financial assistance
to the divisions and regions
for the conduct of the
competition, travelling
expenses, uniform, food and
other miscellaneous
expenses. It also includes
expenses for the conduct of
the National Palarong
Pambansa.
The budgetary requirement
includes the conduct of the
Palaro and financial
assistance on similar items
provided.
With the reduced number of
participants and the
identification of focus sports, a
significant reduction in the
budget can be expected.
13. The Palarong Pambansa
commences at the school level
through its Sports Club and
conduct of school sports activities
such as intramurals, clinics, fora,
etc.
14. • Schools Division Office (SDO)
through its Schools Division
Athletic Association shall have the
discretion to determine the
competition format to be adopted
and to develop the policies and
guidelines that will govern the
conduct of their competition
• SDOs are encouraged to identify
and select focus sports where they
are good at and can confidently
compete.
15. The Regional Athletic Associations
shall:
1. manage the conduct of their
respective Regional Meets.
16. • Only team sports Basketball,
Baseball, Softball, Football, Futsal,
Sepaktakraw, and Volleyball shall
be played. Eight (8) regional
teams shall advance to the
National Palarong Pambansa.
• Winner-take-all policy where
teams are discouraged to select
from other competing teams.
• Winners of other individual sports
shall advance directly to the
national Palaro while Athletics,
Swimming and Archery shall have
qualifying standards/ time to
meet or surpass before advancing
to the next level.
17. 1. Regional delegations will be
significantly reduced through
the:
• Pre-national qualifying meets
for team sports
• Established qualifying
standards (time, distance, or
targets) for measurable sports
such as Athletics, Swimming,
and Archery
