CHINA ONE CHILD POLICY
Created in 1979 by Chinese leader Deng Xiaoping to
temporarily limit communist China’s population growth, and was
first designed as a “temporary measure”.
China’s One Child Policy most strictly applies to Han Chinese
living in urban areas of the country.
One major exception to the policy allows two singleton children
(only offspring of their parents) to marry and have two children.
If a first child is born with birth defects or major health problems,
the couple is usually permitted to have a second child.
In 2012 China’s current population is about 1.343 billion people,
if the One Child Policy continues China is expected to achieve
zero population growth by 2025.
CHINA ONE CHILD POLICY
Families who follow the One Child Policy have rewards such as:
higher wages, better schooling, and employment. For families
who violate the policy have sanctions: fines, employment
termination, and difficulty in governmental assistance.

Families who are permitted to have a second child usually have
to wait from three to four years after the birth of the first child
before conceiving their second child.

Minister of the State Commission of Population and Family
Planning Zhang Weiqing confirmed in early 2006 that the policy
is consistent with the nation’s plan for population growth and
would continue indefinitely.

There is controversy around Family Planning officials taking
women in for forced abortions potentially leading to their death.
ONE CHILD POLICY PRICING

          The fine for having extra children is known as
          the “social maintenance fee”. It is estimated
          that the government has collected over $314
          billion since 1980.

          A husband and wife in Shanghai will each pay
          110,000 yuan ($17,300), three times the city’s
          average annual post-tax income, for a second
          child. The fine increases with income. The rich
          can shell out millions.
INDIA’S CHILD POLICY
During the 1980’s, a goal of two children per couple by 2000 was
declared but was much too ambitious to be achieved.

Similar to China India is attempting to pass what they call “The
Women’s Code Bill”, if passed this would create a two-child
policy in the state of Kerala.

If families are caught with over-quota child the father could face
three months of imprisonment, or a fine of 10,000 rupees (about
$200 which is a large sum for lower-class Indians).

In India families prefer to have boys because they know that
once she marries, a large dowry will be required and she will
become of service to the husband’s family.
