Robert F. Conley, Esq.,
Chairman
Former President of Lockheed Corporation International. Mr. Conley
established the Lockheed Overseas Network in 120 nations and exported
more goods and services than anyone in US history.
Prior to joining Lockheed, Mr. Conley established the General Dynamics
Overseas Network. He was in involved with Morgan Laws in VTOL
composite aircraft and encryption designed for the Pentagon, NATO,
and Asian Nations approved by U.S. Departments of State and
Commerce. He serves as Chairman of Cementos.

Director General
Mr. Ortiz is a businessman well established in both Mexico

George R.Gouda, Ph.D.,
Vice Chairman
Director of Technology. Dr. Gouda retired as
Principal Engineer from IFC/World Bank
Washington, D.C.
Previously he worked for Fuller Company. He has
been involved in over 155 cement plants during his 44 years
in the cement business. He is considered the “leading
authority”, on cement technology. Dr. Gouda stated that
Cementos was the best cement project he has ever seen.

David L. Vickers,
Vice Chairman
Mr. Vickers holds a B.S. degree in engineering and an
MS in business. As president of Fenton Aggregates in
San Diego, he made Fenton the largest redi-mix
company in the County. He became President of
Calaveras Cement (now Lehigh Southwest) with cement
plants in Redding and Tehachapi, CA. He took
Calaveras from a $50 million loss to a $15 million
profit during his first year at the helm. He
became Chairman of the National Redi-Mix
Association.

Mr. Hooper was the former owner of Old Town
Financial in La Jolla, California. The company

David Salzborn, P.E.
Project Engineer
Mr. Salzborn oversaw the construction of the cement plant
in Vancouver B.C. and a cement plant in Thailand.
He worked for David Vickers as manager of Calaveras
Cement in Tehachapi, California.
Mr. Salzborn will inspect the Shenyang Heavy Machine
Group cement plants in China and will serve as
Project Engineer for Cementos plant in Baja California.

Richard L. Reyburn, P.E
Chief Mining Engineer and Quarry Manager
Richard L. Reyburn, P.E., former Executive Director of the Department
of Minerals, State of Nevada. Mr. Reyburn will interface with Cruz
Azul, he will oversee all quarry operations and personnel. His assistant
will be hired from another cement company by Krupp Engineering in
Mexico, D.F. Mr. Reyburn is a licensed geologist in three states and is
the owner of RAM Project Management Associates.
Geophysical operations usually precedes mining engineering at the
quarry by at least 6 months.

Patrick Alan Conley
Chief Liaison Officer
Former Assistant to the President of Royal Jordanian
Airlines. Patrick Conley will interface with Mexican
officials, the project developer, turnkey contractor and other
companies involved with Cementos.
Patrick attended universities in France, Germany and Spain.
He is a director of Shadowsoft™ Corporation, an
encryption company. He is fluent in English, Spanish,
French and
German.

manufacturer has gone head to head
with Cemex in Mexico, and won, with
cleaner, more efficient operating plants.

functions of the cement plant operations,
including: Running the quarry, the plant and
silo storage discharging to ships or barges.
The concept was recommended by Price
Waterhouse Coopers. Plant operations will

Environmental Permit
The environmental permit will be done by
Cirdubadir Tecnico-Division Pataologia Y
Biotecnicnologia Ambiental from Guadalajara,
Mexico.
Some 20 plants in Mexico in the past 20 years.
Have been environmental permitted in 60 to 90 days
from application to issued permit.

Permitting Officer
Permitting is an on-going item. Permits are required for
all personnel, all imported vehicles, and each major phase
of the project.
Lic. Enrique Gastelum, is the former General Manager of
Desorollo de Baja California. All permits issued in Baja
California Norte are issued from this office, except the
environmental permit. Enrique has agreed to work for
Cementos as it’s Permitting Officer. In most cases,
Enrique will obtain permits on the same day they are
applied for, including work permits for expatriates.

Key Quarry Personnel Continued
Geological Survey
In addition to the 80 million metric tons of limestone in place at the
proposed plant site, there is an additional 100 to 200 million tons,
available, on the property that will be surveyed.
Richard L. Reyburn, P.E., of RAM Project Management Associates
will oversee the blocking out and testing of all of the mineral reserves at
Rancho Oculto.
Bore samples will be sent to KSHMG in Shenyang, China for moisture
and hardness testing to design the custom made primary stage crushers
for Cementos.

Water Survey
RBF, the oldest engineering company in southern California will oversee
the water survey.
RBF has been involved in most of the water engineering and
conservation projects in the southwest for the past 56 years.
The company implemented numerous concepts for water conservation on
the Los Angeles, Santa Ana and other rivers in Southern California.
Separately, a Reverse Osmosis concept offered by TTEC is being
considered by Cementos for purification of Pacific Ocean water for use
at the plant and for employee housing.

US$165 million.

Prior to meeting SHMG, Cementos had planned to use Polysius Krupp
of Germany as the turnkey contractor.
The 6,000 ton per day plant costing $300 million was to be financed by
Deutsche Bank, Madrid.
In January 2007 Terry Plummer of SHMG, Canada visited Cementos
Directors and made an offer to turnkey a 10,000 mt/d Portland
Cement plant for Cementos for US$165 million.
