PENGUE-RUYU, TUGUEGARAO CTIY
CONSTITUTION AND BY-LAWS
PREAMBLE
WE, the officers and members of the Senior Citizens of Pengue-Ruyu,
Tuguegarao City, imploring the aid of Almighty God, in order to uplift the general
welfare and secure the rights and privileges of the SENIOR CITIZENS under the law, to
support and participate in the formulation of programs, projects and activities for the
elderly and most of all to become productive and useful GOD-abiding citizens in the
barangay, do ordain and promulgate this Constitution and By-laws.
ARTICLE I
NAME AND DOMICILE
Section 1.
The organization shall be known as the BARANGAY SENIOR CITIZEN’S
ASSOCIATION of Pengue-Ruyu, Tuguegarao City.
Section 2.
The domicile of the organization is at Barangay Hall, Pengue-Ruyu, Tuguegarao
City.
ARTICLE II
OBJECTIVES
Section 1. General –
To promote the general welfare and well-being of all Senior Citizens of Barangay
Pengue-Ruyu, Tuguegarao City, who are 60 years and above regardless of sex, religion
and political affiliation.
Section 2. Specific –
a. To organize a strong and effective association that will help and
coordinate with City Social Welfare and Development Office, Office for
Senior Citizens Affairs (OSCA), Barangay Council, other Government
Agencies and Non-Government Organizations, in the promotion of the
general welfare of the elderly;
b. To provide a unified and dynamic organization that will support social
development programs and activities that will benefit the elderly and other
citizens as well;
2. c. To initiate programs and social activities that will involve the elderly
citizens of our Barangay, to the end that the remaining years of their
lives may become more productive, useful, meaningful and be filled with
joy and happiness.
ARTICLE III
MEMBERSHIP
Section 1.
The following may become member of the Barangay Senior Citizens Association.
a. Must be 60 years old and a resident of at least six (6) months in the Barangay;
b. Must apply for membership and upon approval of his/her Application must pay
the following before he/she be issued an ID:
1. Membership fee of fifty pesos (P50.00)
2. Annual fee of one hundred pesos (P100.00);
3. Annual Mutual Aid fee of one hundred fifty pesos (P150.00)
c. For the second year and every succeeding years thereafter, a member shall only
pay the following:
1. Annual fee of fifty pesos (P50.00); and
2. Annual Mutual Aid of one hundred fifty pesos (150.00).
Section 2. Loss of Membership
1. Death of an individual members/transfer of residence;
2. Willful non-payment of yearly dues; and
3. Such other causes as would render impossible for the individual to comply with
his/her obligations.
Section 3. Benefits
1. In case of hospitalization of any member for any illness or injury, a Mutual aid
will be given to defray part of the patient hospitalization bills. The amount will be
twenty percent (20%) of the total amount of the medical bill not exceeding five
thousand pesos (P5,000.00). It will be twice a year confinement but different
sicknesses.
2. In case of death of any member of the BSCA Pengue-Ruyu, Tuguegarao City, the
“abuloy” or death aid shall be covered by the Senior Citizen Aid Fund (SCAF)
promulgated by the Federation of Senior Citizens Association of Tuguegarao City
dated 21 March 2015 (hereto attached).
3. Moreover, a death aid of five hundred pesos (P500.00) will be given to any
member who died during his first year as a member.
a. If he/she died on his/her second year as a member, seven hundred and
fifty pesos (P750.00) will be given to the heirs.
b. If the member died after three (3) years as a member, the heirs will be
given one thousand pesos (P1,000.00).
c. If after three (3) years an additional of two hundred pesos (P200.00) will
be added up to ten (10) years.
ARTICLE IV
RIGHTS, PRIVILEGES AND OBLIGATIONS OF MEMBERS
Section 1. Members of Good Standing –
A member of good standing shall mean those who have fully paid their
membership fee, dues and special assessments imposed by the association.
3. Section 2. Rights and Privileges –
Members in good standing have the following rights and privileges;
1. All registered members are entitled to the medical and death aid and other
monetary benefits if so warrants,
2. All the individual members has the right to vote on matters related to the affairs
of the association,
3. To be eligible to any elective or appointive position in the organization,
4. A member can participate in all activities of the association,
5. May inspect the records of books of the association.
Section 3. Obligations – Each member shall have the following obligations:
1. To obey and comply with the Constitution and By-laws and rules and regulations
of the association.
2. To support the propagate the principles, objectives and programs of the
association, and
3. To pay the lawful dues/fees/assessments.
ARTICLE V
OFFICERS
Section 1. The officers shall be composed of the following:

Section 2. Terms of Office
The elected officers of the association shall hold office for a period of three (3)
years unless sooner terminated by death, disability, removal or resignation or
disqualification and until their successors have been elected and qualified.
Any officer who shall incur three (3) consecutive absences from any regular or
special meetings called by the BSCA President without valid or justifiable cause after
due notice by the Secretary shall be considered automatically terminated. An unjustified
cumulative absences for five (5) times in a year shall likewise be an automatic
termination.
Section 3. Resignation/Vacancies
In the event of resignation or inability of the President to discharge his/her full
powers and duties for more than three (3) months, his/her powers and duties shall
automatically be transferred to the Vice President. In case of other positions, the
President thru concurrence of the Officers will appoint and fill-up the vacant position
and serve only the unexpired position of the term and shall discharge the powers and
duties of the position.
4. ARTICLE VI
ELECTION OF OFFICERS
Section 1
The Election of Officers is held every three (3) years on the month of January.
Section 2.
All members are qualified for any position in the BSCA.
Section 3.
Only the full-fledged member can vote during the election called for.
ARTICLE VII
METHOD OF ELECTION
Section 1.
Officers starting from the President down shall be nominated and immediately
elected by secret ballot or raising their hands (viva voce).
ARTICLE VIII
POWERS AND FUNCTIONS OF THE OFFICERS

a. Executive and implement plans, rules and regulations, directive from higher
authorities.
b. Preside over meetings of the BSCA;
c. Render quarterly, annual reports during regular, annual and assembly meeting;
