displaced peoples unit.
The protocol of the displaced peoples unit is first to go to Governors house in
Braamfontein for assessments and assistance in ID documents shelter and skills
development,
The next step after the assessment is for the social workers employed by the City to
place the displaced person into the shelter in 3 Kotze Street that has 350 beds
Moreover, to assist the displaced person run by the city of Johannesburg and to use
the registered service providers in the regions to provide the city with the services that
are needed to help the displaced person
The success story is if I do it myself. My priority is to get as many people off the street
as possible, and it is proving very difficult as I receive no support from any of the
departments
Can you advise me of the way forward with the displaced peoples unit and their service
deliveries the city has so diligently put in place?
I am now of the understanding that the displaced unit moved the responsibility of
assessment to each region. I have been to our region B

On the 24th July I attended a meeting held at the Turfontein race course held by the
Gauteng Department of social development, MEC stakeholder consultation, the MMC
acting HOD presentation the NPO budget by Mr. T Msimanga and the way forward With
July Maphosa. It was most informative and very positive for the future planning in
reduced abuse of substances amongst many other goals for 20I5
The most important section in this integrated substance abuse prevention treatment
was the establishment of a halfway house per region. With this decisive step towards
the relocation of displaced people in Johannesburg, we may have a chance in assisting
the displaced person back into unified living conditions.
2. All these process are in the planning stages, and it may take a long time to implement
them hopefully in time to save our youth. I believe we have an epidemic on the streets,
and our youths are in serious trouble. Heroin is not a drug that can be isolated or cured
with outpatient workshops. It is as bad as the plague it is a slow killer. it is the youths
that are addicted to this drug. It is a known statics that it takes almost two years of
comprehensive impatience medical treatment to treat this addiction
You will see my Census on the displaced persons we have interviewed in my region
and note that 90% are all suffering from addictions
The displaced persons that I have interviewed have all more or less the same set of
circumstances
Recycling due to the fact they are not able to get a job as they do not have ID or they
have no education
If you visit babazela that is under the Newtown Bridge you will see the terrible heroin
addictions that are plaguing our youths the prostitution of young girls the HIV very ill
people women and children living on the recycle dumps there
Being in the child shelter system with no exit program
Children have to leave the shelter at the age l8 whether finished school or not {Grant
stopped}
Dropped out of school due to no school fees or sponsor
Never been registered at birth no birth certificate no clinic card
No parents or family
No ID documents
Run away from home through abuse, child labour, and begging
Through all the above the child finds himself or herself on the street becoming
vulnerable to all the elements of child trafficking, prostitution, crime, and drugs
The solution is to get the halfway house passed with the utmost urgency to engage with
all policing departments, pharmaceutical companies, Department of health, Seta
approved skills development training, Co- operatives and social services. I have
identified the property in Melville that would be most suitable for the Hallway house for
the displaced person lets work together and assist the ANC to claim back the region
and its youth
3. The above reasons on the displaced is how we have got to the position of Papa
Rantsane a 20 year old boy from the shelter in Welkom known as "children against
crime" run by social development as a type of foster home placement situation through
"Sanlam" I am afraid that is all I have
The child was one out of the 70 youths living at the Auckland park tennis club abandon
building, which has a private owner that is deceased, and tennis clubhouse has been
left to give shelter to the displaced people in my region
The situation is inhumane, and the crime rate is horrific I am very familiar with all the
displaced youths that are calling this haven their home as I feed and take care of them
as much as I can every day
"20-year-old"? PAPA was murdered on this property one month ago; he was stabbed
right through the heart for a blanket by another displaced person living at an abandoned
building. Papa's body removed by the Brixton police a murder docket was opened and
taken to the Hillbrow mortuary.
I approached Oscar at the Social development TDC region B offices 26 Perth road and

assistance on helping me to locate the next of Kin This was unsuccessful. The Boy
PAPA had four friends in the same age bracket that are also displaced living in this
abandon building they all come from the same shelter they told me they knew of his
location in Welkom I sent one of the boys named Belfontein to Welkom he did not return
I then visited the ANC offices and spoke to Linda and Patrick I took Thuso with me and
we decided to send Thuso to Welkom Thuso went and came back empty I would like to
bury this young soul for the sake of his comrades and friendships during his growing
years, and the fact that he is one of the vulnerable children I have spoken about earlier
I know there is the protocol to follow, and I am at a loss to know what to do? I need your
help to bury this young soul with dignity and to lay his souls to rest. The comrades that
were his friend are very restless, and they are looking to me for help I cannot just do this
on my own as I have no authority to take on this task I am appealing to you to provide
me with a solution.
At present, we have a young boy also from that abandoned property in jail for the
alleged rape his name is Linda he also has no one to represent him and no family to
call. This is the second Murder we have had of a displaced youth in this property I am
afraid the first one in December was buried as a pauper as there was no record of him
either
In Rosebank, I have three children on the corner of Keys and 7th on Heroin. In Linden in
Northcliff, I could go on and on I need your help
