Legal behaviors can be related to individuals who thrive to conform and adjust their attitudes within the guidelines of the rules of laws in a defined society, set by a hierarchical governing body. For these individuals, their legal behaviors would be synonym of adopting proper ways of life that are respectful to others, as well as abiding to the societal rules and regulations established within the boundaries of a specific community. For example, a citizen who wishes to obtain a driver license to operate a motor vehicle must obey traffic laws. As another example, a medical student aspiring to become a medical doctor must by the U.S. law, pass a medical board exam as required the American Medical Association board. Individuals’ ethical behaviors on the other hand, are concerned with acting in ways that are proper and morally right as opposed to wrong. These behaviors should be in accordance with a set of accepted principles that are guided either by our natural human values, virtues or by some types of institutional or professional bodies. For example according to my profession as respiratory therapist, during all my daily assessments, even though my primary concern is to treat my patients’ breathing impairments and other lung related diseases, I should never ignore their other illnesses that could tremendously jeopardize their lives if these are overlooked. Also, I should always be mindful that my patients’ health care needs come before my personal self-interests. However, if I do not live by these principles, I may unfortunately be behaving unethically with my patients, but not illegally. Despite this practical difference, adopting these two behavioral concepts by responsible citizens is essential for a smooth society. ...

There is a subtle difference between legal and ethical behaviors.
Legal behaviors can be related to individuals who thrive to
conform and adjust their attitudes within the guidelines of the
rules of laws in a defined society, set by a hierarchical
governing body. For these individuals, their legal behaviors
would be synonym of adopting proper ways of life that are
respectful to others, as well as abiding to the societal rules and
regulations established within the boundaries of a specific
community. For example, a citizen who wishes to obtain a

As another example, a medical student aspiring to become a
medical doctor must by the U.S. law, pass a medical board exam
as required the American Medical Association board.
Individuals’ ethical behaviors on the other hand, are concerned

Health care financing presents broader moral dilemmas in the allocation of scarce resources. The conflict exists between the inherent values, duties, and obligations in caring for patients and the availability of resources to treat them. The depth or content of a code of ethics is dependent on the type of contact that the health care professional has with a patient. Ethical Theories A number of ethical frameworks or theories are used to make decisions in health care and, in general, to set boundaries for expected behavior. The theories are used to determine what is fair or unfair. The following are several ethical frameworks: Normative ethics: The ethical theory that describes how things ought to be. Teleological theory: Also known as consequentialist theory, which believes that the best action in any situation is the one that promotes the greatest happiness for the largest number of people. In health care financing, this would fall under the rubric of cost containment by calculating the net benefits verses the consequences. Utilitarianism: This is Mill’s definition of morality, which is the practical ethics of judgment: What is the greatest good that will benefit the greatest number of people? Medicare falls under this rubric. Deontological theory: What one should or must do based on the obligations and duties of one’s life. This theory focuses on means, whereas teleological theory focuses on ends. Virtue ethics: This is the ethics of care as a part of virtue ethics; virtue ethics is a form of normative ethics, which emphasizes the character of the interaction between the health care provider and the patient. This is the opposite of the emphasis on rules or consequences in other moral theories. The patient's living will specified that the patient did not want ventilator support or other artificial life support in the event of a permanent unconscious condition or terminal condition. The patient's husband is her legal next of kin and the person with surrogate decision-making authority. When the living will was discussed with him, he insisted that the patient had not intended for the document to be used in a situation like the present one. Further discussion with him revealed that he understood that the patient would not be able to recover any meaningful brain function but he argued that the living will did not apply because her condition was not imminently terminal. He further indicated that he did not consider his wife to be in a permanent unconscious condition. The immediate family members (the couple’s adult children) disagreed with their father’s refusal to withdraw life support. The treatment team allowed a week to pass to allow the husband more time to be supported in his grief and to appreciate the gravity of his wife’s situation. Nevertheless, at the end of this time, the husband was unwilling to authorize withdrawal of life support measures consistent with the patient's wishes as expressed in her living will. Chapter Two Principles of Health Care Ethics 1 2 Principles of Ethics Extends your foundation of ethics. Gives you ways to apply ethics to practical situations. The four most often used in health care are nonmaleficience, beneficence, autonomy, and justice. 3 3 Nonmaleficience Sometimes this is translated as “first do no harm”. Ethical theories define harm in different ways. Consequentialist says harm is that which prevents good. Natural law says harm is something that limits our potential. 4 4 Nonmaleficence Deontologists say harm is something that prevents you from doing your moral duty. Virtue ethicists say harm is something that leads you away from practicing high moral character. Ethical egoists say that harm is something that goes against your self interest. 5 5 Harm in the Clinical Setting Harm is something that negatively affects patients. Clinically, we think of physical harm but other harm is possible. Harm is also caused by negligence. Harm can be caused by violating autonomy. 6 6 Beneficience Beneficience comes from the Latin “bene” and means to benefit. Requires a decision to engage in beneficent acts or to be altruistic. It is a fundamental principle of health care practice. What theories support beneficence? 7 7 Health care and Beneficience The standard of altruism is higher for health care professionals. Altruism is expected. Beneficence sometimes is extended to paternalism when the health care professional makes decisions for the good of the patient. What is this called? 8 8 Autonomy Autonomy means that you can rule yourself. It implies a respect for others. In health care, we have a duty to treat, but not to judge. What are the conditions necessary for autonomy in health care? 9 9 Specific Competence Is defined as the ability to do some things but not others. One can be competent in a limited way. In issues where a person is not competent, the concept of substitute judgment can be used. This also involves the idea of a reasonable person’s decision. 10 10 Specific Competence Coercion can also affect a person’s ability to exercise autonomy. Issues of competence and autonomy also are part of informed consent and other health care issues which are discussed in later chapters. 11 11 Justice The term can be used to mean fairness. Aristotle thought we should treat similar cases in a similar way unless there was some relevant or material difference. We need to examine types of justice: procedural and distributive. 12 12 Procedural Justice This is sometimes called due process. It means that you get your turn; you are treated like everyone else. Procedural injustice can occur with employee situations. Due process is also involved with policy making in procedural justice. 13 13 Distributive Justice This form of justice involves balancing benefits and burdens. We also look at the different kinds of perspectives on ethical issues introduced by relativism, ethical egoism, and emotivism. For this paper, you will pick an ethical issue to discuss, but one that is not a specific topic addressed in our text (thus, gun control or product liability would not be possible choices). Some examples are given below, but it is recommended that you choose to write on a topic you have already encountered or you have thought about previously. The same can be said for oversimplified false dichotomies between 'conservatives' and 'liberals' and particularly 'capitalism' and 'communism'. The latter pair of binary opposites are 19th century ideas while the former are legacies of the 20th century. We are well beyond the political and economic circumstances that informed such artificially limited conceptualizations of the human condition in many, many ways. And yet, these same tired inaccurate philosophical cages are still supposed to encompass the almost infinite variety and subtleties of contemporary global and local political economies? This is essentially the problem Einstein was concerned with when he noted the conceptual poverty of such willed ignorance. Our technological capacity has outstripped our cultural mechanisms of maintaining social control (consider greed: how much is enough?) and exacerbated our ability to impose physically violent solutions to complex and entirely negotiable problems. Our challenge now is to reassert the primacy of compassion and respect for differenc.

In its mildest form, it appears as faint white lines or streaks visible only to trained examiners under controlled exam- ination conditions. In its pronounced form, fluorosis manifests as white mottling of the teeth in which noticeable white lines or streaks often have coalesced into larger opaque areas.2,3 Brown staining or pitting of the enamel also may be present.2,3 In its most severe form, actual break- down of the enamel may occur.2,3 In recent years, there has been an increase in the prevalence of children seen with enamel fluo- A B S T R A C T Background. Few studies have evaluated the impact of specific fluoride sources on the prevalence of enamel fluorosis in the population. The author conducted research to determine attributable risk percent estimates for mild-to-moderate enamel fluorosis in two populations of middle-school–aged children. Methods. The author recruited two groups of children 10 to 14 years of age. One group of 429 had grown up in nonfluoridated communities; the other group of 234 had grown up in optimally fluoridated communities. Trained examiners measured enamel fluorosis using the Fluorosis Risk Index and measured early childhood fluoride exposure using a questionnaire completed by the parent. The author then calculated attributable risk percent estimates, or the proportion of cases of mild-to-moderate enamel fluorosis associated with exposure to specific early fluoride sources, based on logistic regression models. Results. In the nonfluoridated study sample, sixty-five percent of the enamel fluorosis cases were attributed to fluoride supplementation under the pre- 1994 protocol. An additional 34 percent were explained by the children having brushed more than once per day during the first two years of life. In the optimally fluoridated study sample, 68 percent of the enamel fluorosis cases were explained by the children using more than a pea-sized amount of toothpaste during the first year of life, 13 percent by having been inappropriately given a fluoride supple.

The course which was converted is a lower-level human relations class, which has been offered in both the traditional classroom-based setting and as an asynchronous online course. Reconciling the Complexity of Human Development With the Reality of Legal Policy Reply to Fischer, Stein, and Heikkinen (2009) Laurence Steinberg Temple University Elizabeth Cauffman University of California, Irvine Jennifer Woolard Georgetown University Sandra Graham University of California, Los Angeles Marie Banich University of Colorado The authors respond to both the general and specific concerns raised in Fischer, Stein, and Heikkinen’s (2009) commentary on their article (Steinberg, Cauffman, Wool- ard, Graham, & Banich, 2009), in which they drew on studies of adolescent development to justify the American Psychological Association’s positions in two Supreme Court cases involving the construction of legal age boundaries. In response to Fischer et al.’s general concern that the construction of bright-line age boundaries is inconsis- tent with the fact that development is multifaceted, variable across individuals, and contextually conditioned, the authors argue that the only logical alternative suggested by that perspective is impractical and unhelpful in a legal context. In response to Fischer et al.’s specific concerns that their conclusion about the differential timetables of cognitive and psychosocial maturity is merely an artifact of the variables, measures, and methods they used, the authors argue that, unlike the alternatives suggested by Fi- scher et al., their choices are aligned with the specific capacities under consideration in the two cases. The authors reaffirm their position that there is considerable empirical evidence that adolescents demonstrate adult levels of cognitive capability several years before they evince adult levels of psychosocial maturity. Cannon and Tom Bevan March 6, 2019 Solid pluralities of Americans think their country is heading in the wrong direction, have lost faith in its prominent public institutions, and believe both major political parties are an impediment to realizing the American Dream. Nonetheless, that dream persists – threatened, yes, but not nearly dead. These are the findings in the latest poll from RealClear Opinion Research, focusing on how Americans view their future possibilities and how much economic guidance and oversight should be provided by government. The answers provide a road map for the 2020 election season. Nearly four times as many respondents say the American Dream is “alive and well” for them personally (27 percent) as those who say it’s “dead” (7 percent). The overwhelming majority express a more nuanced outlook. Two-thirds of those surveyed believe the American Dream is under moderate to severe duress: 37 percent say it is “alive and under threat” while another 28 percent say it is “under serious threat, but there is still hope.” “In this poll, most people are telling us that the American Dream isn’t working as they believe it should be,” said John Della Volpe, polling director of RealClear Opinion Research. “The overwhelming number of people are not seeing the fruits of working hard, whether it’s through a professional (finances) or a personal (happiness) lens.” The panel of 2,224 registered voters was probed for its views on other foundational aspects of 21st century American civic life, including their views of capitalism and socialism, and how they see the future unfolding for the younger generation of Americans. Asked, for example, whether the American Dream is alive for those under 18 years of age, the attitudes were decidedly pessimistic -- especially among Baby Boomers and the so-called Silent Generation (Americans born between the mid-1920 and mid-1940s), those who have been in control of our public and private institutions for decades. While 23 percent of Baby Boomers and Silent Generation voters say the American Dream is alive for them (already the lowest percentage among all age groups) only 15 percent say they believe it will be there for the next generation. Measuring attitudes about the American Dream means different things to different people. For this survey, RealClear Opinion Research defined it for the poll respondents by using Merriam-Webster’s dictionary, which describes the American Dream as “a happy way of living that can be achieved by anyone in the U.S. especially by working hard and becoming successful.” As one would expect, perceptions of the health of this idea differ by party, age, education and class. Among the most striking findings in the survey were the variances by ethnicity. In BC’s nearly-decade-old “new” curriculum, the curricular competencies describe the processes that students are expected to develop in areas of learning such as mathematics. They reflect the “Do” in the “Know-Do-Understand” model. Under the “Communicating” header falls the curricular competency “Explain and justify mathematical ideas and decisions.” Note that it contains two processes: “Explain mathematical ideas” and “Justify mathematical decisions.” I have broken it down into its separate parts in order to understand--or reveal--its meaning. The first part is commonplace in classrooms. By now, BC math teachers—and students—understand that “Explain mathematical ideas” means more than “Show your work.” Teachers consistently ask “What did you do?” and “How do you know?” This process is about retelling, not just of steps but of thinking. The second part happens less frequently. Think back to the last time that you observed a student make—a necessary precursor to justify—a mathematical decision. “Justify” is about defending. Like “explain,” it involves reasoning; unlike “explain,” it also involves opinion and debate. In order to reinterpret the curricular competency “Explain and justify mathematical ideas and decisions,” I will continue to take apart its constituent part “Justify mathematical decisions” and carefully examine the term “mathematical decisions.” What, exactly, is a “mathematical decision”? Below, I will categorize answers to this question. These categories, and the provided examples, may help to suggest new opportunities for students to justify.

1. Question- Is there a difference between legal and ethical behaviors? Explain and provide appropriate examples. Limit answer to250 words Also, respond to this post: Limit to 150 words There is a subtle difference between legal and ethical behaviors. Legal behaviors can be related to individuals who thrive to conform and adjust their attitudes within the guidelines of the rules of laws in a defined society, set by a hierarchical governing body. For these individuals, their legal behaviors would be synonym of adopting proper ways of life that are respectful to others, as well as abiding to the societal rules and regulations established within the boundaries of a specific community. For example, a citizen who wishes to obtain a driver license to operate a motor vehicle must obey traffic laws. As another example, a medical student aspiring to become a medical doctor must by the U.S. law, pass a medical board exam as required the American Medical Association board. Individuals’ ethical behaviors on the other hand, are concerned with acting in ways that are proper and morally right as opposed to wrong. These behaviors should be in accordance with a set of accepted principles that are guided either by our natural human values, virtues or by some types of institutional or professional bodies. For example according to my profession as respiratory therapist, during all my daily assessments, even though my primary concern is to treat my patients’ breathing impairments and other lung related diseases, I should never ignore their other illnesses that could tremendously jeopardize their lives if these are overlooked. Also, I should always be mindful that my patients’ health care needs come before my personal self- interests. However, if I do not live by these principles, I may unfortunately be behaving unethically with my patients, but not illegally. Despite this practical difference, adopting these two
