"A Renewed Spirit of Discovery" was the title of President Bush's speech for his vision of new
Space Exploration. Since the debate was given on January 14, 2004, it has produced viable concerns
from those who support and oppose the initiative. Arguments for and against it have appeared in all
types of media, and more importantly in the minds of Americans. This Literature Review will
discuss many of these beliefs in order to achieve a well–rounded, objective analysis of the issue. But
before any opinions are put forth, it is always important to talk about the relative facts.
Why put forth a new vision?
Over past 30 years, it is hard to say that we have "explored" space. It is more appropriate to say we
have conquered manned flight in Earth's lower orbit. Truly, the Apollo Missions to the moon, which
ended in the mid 70's, was also the end to Manned Space. We have continued to build satellites and
space stations to orbit the earth, and robots and satellites to explore Mars and Deep Space. By
proposing to put humans on the Moon and Mars, the President has not changed our manned space
exploration policy; he has created one.

Benefits of Space Exploration
The mysterious vastness beyond Earth has allured many scientists to explore and contribute much of
their effort to the understanding of space. Although humans have been looking up at space for
thousands of years, the physical exploration of this frontier has been only going on for the past few
decades. Our current understanding of space is unparalleled to any time before in our history, but we
still only know a small fraction of what there is to learn. Governments around the world spend about
$40 billion dollars a year (Rockefeller, 2010) hoping to undertake tasks such as "human exploration
of the solar system" to discovering the origins of life itself (Tatarewicz, 2009, p. 531). Recently, the
private sector has also shown interest in space exploration in order to engage in profitable activities
such as harnessing minerals from asteroids. Although it is easy to debate about the benefits and
negatives of space exploration in its entirety, it is simpler focus on one aspect of it – the direct effect
it has to those down on Earth. Rather than trying to decide whether or not going to other planets is
worth it, this paper will argue about the value of the terrestrial benefits of space exploration. It is an

In the 2017 fiscal year (Oct. 2016–Sept. 2017), the budget for NASA was 19 billion US dollars [1].

Only 10% of the budget is going to go to space technology because even though there is still a need
to continue developing technologies for space, it does not need the same funds as other sections, and
without any large space missions in the near future it is not as pressing as other categories like
science, exploration, and space operations.

NASA used the LCROSS module to take the 2.8 ton upper stage of an old Centaur rocket out of
Earth's orbit. LCROSS then accelerated the Centaur portion towards a dark crater. The best

still believe that all things are possible. When God gives you a charge to do a work the last thing you
should do is delay. I believe with all of my heart, that no matter what your state of mind, stature or
character, God will see that everyone has a chance to obtain the dreams that have been placed inside
