1. Over the past two decades, 2 TRILLION dollars has been transferred to over 4 billion people at the BOP in
the form of grants and aid with communities in most dire need of help often having multiple multilateral ,
NGOs and not for profits as part of their permanent ecosystem. These institutions provide a life line, helping
people to just barely survive each day. Wouldn’t it be great if these institutions were also a source of
meaningful and gainful employment for masses and masses of microworkers at the BOP? Interestingly a
common thread amongst the range of grant and aid agencies is that they are increasingly under pressure
and tremendous scrutiny to minimize administrative costs, maintain fiscal balance, improve accountability,
show impact and ensure that they reach the poorest of the poor.
visionCHANGE* is part of the solution. It is a not for profit providing a range of high frequency project
evaluation and engagement services for multiple grant making institutions operating at the BOP via the use
of micro workers and simple mobile technology.

Our solutions are meant to compliment and enhance the traditional assessment and engagement process of grant making
organisations, not to replace it. We also expect some efficiencies by using mobile technology and micro workers versus
face to face enumerations and its associated costs
3. How it works
• The company identifies communities. It is particularly looking for communities that have multiple agencies working
together. This is used as a proxy for communities most in need of help and also ensures that revenue earned
from multiple players in one community covers a large percentage of visionChange*’s costs.
• It then engages big aid agencies, grant making bodies etc operating in those communities. These agencies
provide access to the BOP communities and also provide sample surveys / survey objectives. Here
visionChange* develops/ refines the instrument/ list of questions and gets approval.
• visionChange* then utilises its crowdsourcing platform to automatically split the approved detailed surveys into
tiny microtasks ( eg a survey may be equivalent to 5 sms messages) and distributes them over the internet
• There are 2 potential markets for the visionChange* assessment services
– BOP 1- Market with high mobile penetration and registration and internet access urban
populations===surveys can be pushed directly to the phone of the micro workers
– BOP 2-Market with lower phone penetration in rural communities and registration and internet access.
Pushing the surveys directly to phones will result in selection bias as mobile phone registries in the
majority of countries are non‐existent, very incomplete, and/or likely to be unavailable, making them for the
time being useless as sampling frames. Here a middle man will be set up on the ground ( that will be
trained ) to administer the surveys and update responses via sms text.

texts or pictures which are converted into tweets, updates or reports

– A low cost approach will be utilised for recurrent expenditure
5. Benefits
– Micro work surveys have been applied to academic research, but not to evaluation or even
creative tasks like taking pictures, writing poems or short updates etc for tweets for donor
engagement.
– Fills a critical gap- Of the services provided, one has been an endemic problem for grant
making institutions i.e. post implementation evaluation. visionChange*’s approach can
provide meaningful data there.
– Increase in effectiveness of grant and aid agencies - More immediate updates fostering a
higher level of responsiveness to community needs and better decision making
– Increase in efficiency by reducing the number of BOP face to face surveys by grant and aid
agencies and the costs associated with those ( travel, hotel, cars etc). It is not that
visionChange* will replace the formal evaluation process but it will compliment and help to
streamline it
– Wide range of services result in regular work for microworkers in villages where there are
multiple grant/ aid agencies, giving them opportunities for a living and not just a one off
wage which is generally the critique of many mobile micro work models.
– Phones are at the centre of the efficiencies so it is expected that Nokia will be a key player
….. helping Nokia to achieve its social responsibility objectives
– Very feasible, especially if the focus is on BOP market 1 initially and then as the systems
mature, visionChange* expands services to include BOP market 2 (see slide 3 for the
difference between BOP market 1 and 2)
