POGO is a consortium of major oceanographic institutes that promotes sustained global ocean observations. It has 33 members from 19 countries who work on 3 pillars: promoting observations through partnerships, influencing policy by engaging in groups like GEO, and building capacity via training programs. Over 700 scientists from 72 countries have benefited from POGO's capacity building efforts. POGO collaborates closely with partners to further its goal of an integrated global ocean observing system.

C0.4: POGO Overview - Sophie Seeyave
1. An Introduction to POGO
Towards global sustained ocean
observations
Dr Sophie Seeyave
POGO Executive Director
2. What is POGO?
• POGO is a consortium of major oceanographic institutes around the
world, represented by their Directors;
• A forum in which Directors can meet with their peers, and with senior
officials of partner organisations, to discuss issues of mutual concern
and plan appropriate action;
• Supported by annual dues subscribed by Members, and by grants
from charitable foundations.
GOAL: Promote the completion of a sustained, integrated, global system of
ocean observations for the benefit of society.
4. The Need for POGO
The Partnership exists to:
• Promote observations
• Improve scientific knowledge
• Interpret scientific results to policy makers
• Enhance public awareness of oceanic issues
• Provide training and technology transfer.

8. Public outreach
POGO promotes the importance of ocean observations to the general
public through targeted outreach and educational activities.

10. • POGO is a Participating Organisation in GEO, an intergovernmental group
which operates at ministerial level.
• Specific actions have included preparing videos and exhibits for
Ministerial Summits (2007, 2010, 2013).
• POGO led the creation of Blue Planet Task within GEO, and participated in
the Galway Meeting (2013), which produced the Galway Statement on
Atlantic Ocean Cooperation.
• Strong partnership between Blue Planet and EC.
12. Capacity Building Programme
Background
• Lack of trained personnel is
considered to be a major obstacle
to development of a global ocean
observing system.
• Imbalance in coverage of ocean obs
between N. and S. hemispheres
needs to be addressed.
13. Training portfolio
Providing opportunities for scientists from developing countries to
receive training in the world’s leading oceanographic institutions
• POGO-SCOR Visiting Fellowship
• POGO Visiting Fellowship for training on-board AMT cruises
• NF-POGO Centre of Excellence at the Alfred Wegener Institute (AWI) in Germany
Providing training courses in developing countries
• NF-POGO Centre of Excellence Regional Training
• POGO Visiting Professorship
Supporting existing initiatives in developing countries
• Austral Summer Institute at the University of Concepcion in Chile
• Postgraduate bursary for African students for Masters in Applied Marine Science
at the University of Cape Town in South Africa
15. POGO-SCOR Visiting Fellowships
• Supports young scientists from developing countries to visit oceanographic laboratories for
training for a period of 1 to 3 months.
• Over 150 fellowships awarded since 2001.
• Targeted fellowships for research cruise training.

18. Summary
• POGO is a truly international grouping of the world’s leading
oceanographic organisations represented at the highest level.
• POGO comprises most of the global capacity for in situ ocean
observing infrastructure, facilities and data.
• POGO is furthering its goal of enhancing ocean observations by
supporting selected ocean observing initiatives, through policy linkages,
outreach and capacity building.
• POGO works closely with partners (SCOR, Nippon Foundation,
IOC/IODE/GOOS, GEO, Sloan Foundation and all Blue Planet
contributors).
