Only by knowing the people, their history, values, problems, and concerns will you be able to gain an understanding of the role you can play in their lives. In preparation for the final project in this course where you will write a grant proposal with an accompanying presentation, you will need to develop a clear understanding of the community you seek to serve with your project. In this assignment, you will construct a specific service project that meets the needs of the particular community it engages. Use a variety of sources to establish a preliminary picture of the community in order to gauge the concerns of actual members within the community itself. Do the following: Compile research from both scholarly as well as local sources such as newspaper articles, interviews, town-meeting notes, etc., to develop a “big picture” of the community. Conduct research, including interviews, questionnaires, and surveys, in the field to supplement this information if such information will help in further developing your understanding of the community. Here are some topics to help guide your research: History: When was the community started? Why was it started? What has been the main economic base for the community? Has it changed since its founding? If so, how has this affected the community? What about the history of minority groups in the area? People: Who are the important people (elected officials, church leaders, community leaders, etc.)? Who works with these individuals to support their efforts (community organizations, churches, non-profit organizations, local governments, etc.)? Groups: What are the various groups within the community (geographic, social, racial, ethnic, etc.)? Who represents the interests of each? Are there any particular organizations that serve particular groups? How do these groups interact with one another? Are there groups that tend to work together or at cross-purposes? If so, identify how and why such relationships develop. Are there any particular groups that undertake work of a similar nature as your proposed project? Problems: What problems do you see? Natural disasters, such as hurricanes, floods, and earthquakes, can wreak havoc on communities and often have disproportionate effects on marginalized populations. For example, during Hurricane Katrina, many people in low-income neighborhoods, like the Ninth Ward, were forced to “ride out” the storm because they did not have access to reliable transportation in order to evacuate. Furthermore, residents in this neighborhood and many others either lost their homes and or sustained significant property damage, due to a neglected levee system that failed. After disasters like Hurricane Katrina, human services organizations are integral to helping communities recover by providing basic needs (e.g., food, shelter) to community members and helping them secure much needed government aid. However, there is often a greater need for resources than there are available resources, which is just one of many ethical dilemmas that may arise. In this Discussion, you will assume the role of a supervisor in a human services organization in your community after a disaster has occurred. You will identify ethical and cultural issues that may arise, consider how you would address those issues, and explore how you would mobilize human services employees to help the community recover. To Prepare Consider how certain populations may be disproportionately affected by natural disasters and how advanced human services practitioners can respond to help these populations. Review the Learning Resources on cultural considerations for human services delivery. Think about how to provide culturally sensitive services to diverse populations adversely affected by natural disasters. Review the Ethical Standards for Human Services Professionals . Step One in the Community Analysis: Understanding Communities—Their History and Current Conditions Purpose: This chapter describes the first step of the community analysis, which includes developing an understanding of a community’s history, socioeconomic and political characteristics, assets, and resources. At this stage, a consensus organizer gathers information about the community, including a community’s history, information on current conditions and how the community has changed over time (i.e., demographic, economic, and social characteristics), and prior relationships with neighboring communities.
