As computer and internet technologies have advanced and become more easily accessible across the world, we are seeing an explosion of social activists, government agencies and terrorists using these technologies to further their efforts. Government and non-government entities use the internet to spread propaganda and information, recruit support and demonize opponents. The efforts of some radical groups, like ISIS, to shut down US infrastructure and thwart military activity can clearly be labeled as cyberterrorism. However, some groups, such as the loosely associated international network of self-proclaimed “hacktivists” identified as Anonymous, are blurring the lines between what constitutes terrorism and what is simply social activism. As technology continues to advance and further our capabilities, we are continuously presented with new and intriguing moral questions. After reading the module notes and all of the supplemental materials, respond to the following: Briefly define cyberterrorism. Define hacktivism. Illustrate examples of each in current events within the last decade. What is the fundamental difference between these two? How has technology helped to advance these groups? How do you think our government’s response to such groups has changed our attitudes towards our own freedoms? What are the pathways for spreading disinformation on social media platforms? This article addresses this question by collecting, categorising, and situating an extensive body of research on how application programming interfaces (APIs) provided by social media platforms facilitate the spread of disinformation. We first examine the landscape of official social media APIs, then perform quantitative research on the open-source code repositories GitHub and GitLab to understand the usage patterns of these APIs. By inspecting the code repositories, we classify developers' usage of the APIs as official and unofficial, and further develop a four-stage framework characterising pathways for spreading disinformation on social media platforms. We further highlight how the stages in the framework were activated during the 2016 US Presidential Elections, before providing policy recommendations for issues relating to access to APIs, algorithmic content, advertisements, and suggest rapid response to coordinate campaigns, development of collaborative, and participatory approaches as well as government stewardship in the regulation of social media platforms.

This article explores current literature to identify the main uses of Twitter in emergency management over the past ten years in Australia and overseas. It finds several uses across the ‘disaster cycle’ including as a medium for identifying hazard risk, community engagement for disaster mitigation and preparedness, early warning communication, crowdsourcing to provide real-time information, emotional support, identifying needs and vulnerabilities of affected communities, and allocating resources during recovery. This paper concludes by examining some relatively untapped uses of Twitter in building disaster resilience including for social capital formation, capacity building, disaster virtual communities-of-practice, and social change.
