OF RELIGIOUS FERVOUR STEMMING FROM JAGANNATHA CULTURE.
A PROMINENT CENTRE OF PILGRIMAGE THAT IS SIMULTANEOUSLY ENDOWED WITH THE
NATURAL BLESSINGS OF AZURE SEAS AND LUSH FORESTS IN THE VICINITY, PURI HOSTS
MILLIONS OF PILGRIMS AND TOURISTS AROUND THE YEAR.
HISTORY OF PURI
• PURI, AS A SETTLEMENT, IS MORE THAN A THOUSAND YEARS OLD. IT IS NOT CERTAIN
WHEN THE SETTLEMENTS CAME INTO BEING.
THROUGH PHYSICAL EVIDENCES TOWARDS THE PRESENCE OF CIVILIZATION IN THE
REGION 1ST CENTURY B.C.E ONWARDS CAN BE FOUND AT THE HONEYCOMBED CLIFFS OF
UDAYGIRI AND KHANDAGIRI, WHERE MANY ROCK CUT CAVES AND EDICTS HAVE BEEN
DISCOVERED.
THE ORIGIN OF PURI DATES BACK TO A PERIOD WHEN THE REGION WAS INHABITED BY
DHIBAR (FISHERMEN) AND SHABAR (HUNTER GATHERERS) – PRE-DRAVIDIAN, PRE-ARYAN
TRIBES BELONGING TO THE AUSTRO-ASIATIC FAMILY.
THE ANCIENT PORT OF PURI WAS A PROMINENT PARTICIPANT IN THE MARITIME TRADING
ACTIVITY THAT OCCURRED IN THE EASTERN COAST OF INDIA FROM THE 3RD CENTURY B.
C.E. TO THE 3RD CENTURY C.E.
LATER, OWING TO ITS RELIGIOUS ASSOCIATION WITH SANKARACHARYA, PURI BECAME
ONE OF THE CENTRES FOR THE PRACTICE OF REFORMED HINDUISM IN THE 8TH CENTURY
C.E. DURING THE 7TH AND 8TH CENTURIES

IT WAS AFTER THE 9TH CENTURY THAT PURI BEGAN TO GAIN PROMINENCE AS A PILGRIMAGE AND POPULACES STARTED TO MIGRATE AND SETTLE IN
THE HOLY CITY, AFTER IT WAS DECLARED ONE OF THE FOUR DHAAMS BY SHANKARACHARYA.
AS THE SHRINE OF JAGANNATHA TEMPLE WAS THEN KNOWN AS PURUSHOTTAMA JAGANNATHA, THE SETTLEMENT AROUND IT CAME TO BE KNOWN
AS PURUSHOTTAMA KSHETRA OR PURUSHOTTAMA PURI
TRADE RELATIONS CONTINUED TO FLOURISH DURING THIS PERIOD ESTABLISHING ORISSA’S TRADE RELATIONS WITH CHINA, ENGLAND, EUROPE
AND MEDITERRANEAN COUNTRIES.
PROVED BY THE EXCAVATIONS AT MANIKPATNA THAT REVEAL A FANTASTIC ARRAY OF PRODUCTS RANGING FROM :

IN JUNE 1804, THE BRITISH CONQUERORS DIVIDED THE PROVINCE INTO 2 DIVISIONS, THE NORTHERN AND THE SOUTHERN, WITH THE
RIVER MAHANADI ESTABLISHING THEIR INTERMEDIATE BOUNDARY.
PURI, IN THE SOUTHERN DIVISION, WAS MADE THE CAPITAL OF ODISHA AND ALSO THE HEAD OF THE ADMINISTRATIVE REVENUE AFFAIRS
IN THE REGION UNTIL 1816. IN 1828, THE PROVINCE WAS DIVIDED INTO 3 DISTRICTS – BALASORE, CUTTACK AND JAGANNATHA (LATER
RENAMED PURI).
AFTER THE INDEPENDENCE OF INDIA, THE FEUDATORY STATES OF NAYAGARH, DASPALLA, KHANDAPARA, AND RANAPUR WERE
INTEGRATED WITH ODISHA ON 1 JANUARY, 1948.
A SEPARATE SUB-DIVISION COMPRISING THESE EX-STATES WAS ADDED TO PURI DISTRICT WITH THEIR HEADQUARTERS AT NAYAGARH.
BUT BY THE YEAR 1995, THE LARGER PURI DISTRICT WAS SEPARATED INTO 3 SMALLER DISTRICTS – NAYAGARH, KHORDHA AND PURI,
INCLUDING PURI SADAR SUBDIVISION ONLY.

VARIOUS OCCASIONS.
THE CITY HOSTS MORE THAN 24 FESTIVALS EACH
YEAR WITH THE RATHA YATRA BEING THE GRANDEST,
AND BEST ATTENDED OF THEM ALL.
 Though the very existence of Puri is
attributed to the Jagannatha Temple,
it is not certain when the temple was
first established and the settlements
came into being.
 In legends, it is connected to the epic
Mahabharata. When funeral fires
failed to consume Krishna’s dead
body, then directed by the heavens,
Arjuna placed the body on sea.
 Floating in the form of a log, the
body travelled for thousands of years
from Dwarka on the Western Coast to
the Eastern shores of the country,
where it was found by Indradyumna,
King of Malava1.
 While the temple has been
demolished and rebuilt several times
since then, it is from that same log
that the deities of Puri are claimed to
have been created.
 Thus, the early history of Puri is
shrouded in mystery, based primarily
on hypotheses and widely disputed.
PLAN CONCEPT
Puri is often referred to as Sankhakshetra. This nomenclature comes
from the myth that the city was planned in the shape of a conch shell,
16 kilometres in expanse, with more than 3 kilometres submerged in
the sea.
The temple of Lord Jagannatha was placed at the centre of this conch
shell, atop the hillock of Nilagiri.
Eight sahis or precincts radiated from it, each with a presiding Shiva
Temple(Kapalmochana, Kama, Khetrapal, Yameshwara,
Markandeshwar, Biswesra, Nilakantha and Bateshwara,)
The temple of Loknath is said to sit at the apical end of the conch
shell, Indradyumna Tank at the tail end with the axis being created by
the Bada Danda, connecting the temples of Jagannatha and Shree
Gundicha
Puri city has approximately 112 temples among which Shri Jagannatha
Temple is the most significant
occupying the central position in the history and
cultural traditions of Puri.
The several shrines in the town form the sacred geography of Puri i.e.
the sankhakshetra area.
All other temples are located around the
main temple which are Shiva temples, Sakti temples,
Nrisimha temples and Hanuman temple.
PLAN
The cultural heritage of Puri both tangible and intangible is
directly or indirectly associated with Shri Jagannatha Temple.
Puri has evolved over a period of time and with its evolution the
morphology of the city has developed from the central nucleus
i.e. Shri Jagannatha Temple in outward direction.
As stated by scholars, the city has been formed based on the
sacred geography of the place in the form of a conch shell, where
Shri Jagannatha Temple complex occupies the central position
with other temples of Shiva and Shakti believed to be guarding it.
In the map of 1840 of Puri, concentration of residential areas is
around the temple. These neighbourhood were known as sahis.
There were eight sahis in Puri as shown in the map .
These historic sahis are characterized by a distinctive spatial
pattern, open spaces, water harvesting and storage elements,
heritage buildings connected with streetscapes and street
network with chowks.
These streets were of two types: narrow residential lanes and
mixed use streets with wider streets.
There are six principal streets radiating outward
from road around the temple complex. The principal
streets are:
a. Bada Danda which connects Shri Jagannatha
temple (SJNT) to Gundicha temple,
b. b. Road connecting Singhdwar of temple to
Kutchery road.
c. c. Road connecting SJNT to the sea through the
Swargdwar.
d. d. Road connecting SJNT to Loknatha temple.
e. Road connecting SJNT to Markandeshwar Sahi
f. Road connecting SJNT to Choudaga Sahi
PHYSICAL INFRASTRUCTURE
The topography of the Puri town is such that the
temple is at the highest point with the drains
towards the sea coast and towards Atharnala on
the other side.
As far as the coverage of water supply is
concerned within the 30 wards of Puri
municipality, 20 wards have been given the
provision of piped water supply.
There are open drains within the Puri town, with
solid waste being dumped into these drains, thus
clogging the drains.
The major problem in the drainage sector is that
storm water drainage and sewerage system are
combined and have very low coverage over the
region, resulting in frequent water logging during
the rainy seasons.
As far as solid waste management is concerned
there are no systems of door to door collection
within the urban centers. The residential zones
lack proper coverage both in terms of the
provision of bins and solid waste collection.
There are no scientific land fill sites available in the
region; the current waste dump sites are located
on environmentally sensitive areas, thus posing an
overall threat to the health of the society.
DEMOGRAPHICAL DATA
From the data received, densities were derived and mapped to
show a condition typical to Indian cities –highly populated
heritage
cores with decreasing population density as one moves
As in most cases, this has given rise to congested cores – around
Shree Jagannath Temple .
Thus these areas can be assumed to be in urgent need of heritage
sensitive infrastructuctural interventions, whereas the newly
developing fringe areas, shown as areas of lower density are more
in need of basic infrastructure to enable a planned growth.
The distribution of population, when perceived in comparison to the
existing land use, it is seen that the high density zones remain in the
older parts of the city – around the temples, around Chakratirtha
and along Bada Danda and Swargdwar Road.
The zone dedicated to commercial use along the Marine Drive
Road and the institutional zone (Ward 14, 19, 24, 25) also show
medium to low density.
Low density also exists at the Western end of the city where the city
is currently growing along the Bramhagiri Road.
Ideally, the sweet water zones that cover the majority of wards 6, 7
and 31 should all show low density, but while Ward 31 --
Chakratirtha Sweet Water Zone is not populated, the Sweet Water
Zone of Baliapanda shows cause for comcern as it is populated.
TRANSFORMATIONOF
PURI
Majority of urban land in Puri town belongs to residential use
accounting for 29% of the total land in
the urban centre.
Second highest share of land is vacant (17% of the total land)
which is primarily constituted of water
fields at the periphery of the city.
Being a religious town more than 10% of land is allocated for
religious use in the town. Most of them
are placed in the central areas of the town around the Jagannath
temple.
Different public and semi public utilities cover 11% of the urban
land which is higher than average
Transportation use is confined within 7% of the land in the
urban centre which is far lower than
average standards.
Because of demand of commercial facilities due to higher
tourist arrival rates commercial use has
grabbed 6% of the urban use which is higher than average
standards.
Recreational and open space is found in the 4% of the urban
land which is lesser than the demand
found in the neighbourhoods of the town
Overall the standards of land distribution in the town are found
to be average and needs planned
intervention for equitable distribution of land commodity.
Existing Land use of Puri Sadar / Puri Master
Plan area
The area around Puri town has been declared as the Puri
Master plan area known as Puri Sadar.
Major growth has been witnessed in this block over the
recent years.
It is expected that this area would show a faster rate of
growth owing to the limited land area within Puri
town/municipality area.
The area covered by Puri sadar is 47.82 sq km with 16
mouzas.
The major land uses within the block are Coastal
plantations and the forest area under Balukand
sanctuary.
The following section gives the detail picture of the land
use distribution in the region.
HOUSING
The existing Residential Land Use comprises
of:
Planned / plotted houses
Multi Storied Housing
Project housing / housing schemes /
quarters
Irregular layout / varying plot size houses
Clustered settlement / engulfed villages in
urban area
Slums / Squatters
Scattered Houses
The major informal settlements/ slum pockets
are located in Puri town and Konark . As per
the Government of Odisha there are 44
notified slum pockets in the region
Major permanent pucca housing type is seen in
the Puri town area, whereas in the other parts of
the region comprises of kuccha and semi-pucca
structures
The multi-storied
houses constitute a
very less number
compared to the other
categories of
residences and are
found scattered along
the Grand Road within
the irregular layout
category and the
planned/plotted
houses (only 2.06% of
houses among all the
types of residences in
the urban area).
Majority of the
residential
development falls
under the categories of
clustered settlement
and irregular layout.

of Puri are normally laid
adjoining to each other
having roadside front yards
or porches. Residential
development in most parts
of the city does not exceed
three floors above ground
level. Majority of the
houses in Puri and
surrounding areas are
constructed by
conventional construction
practices and are of brick
masonry and concrete.

has narrow frontals and
generally is quite deep
having a small light shaft or
courtyard in the centre.
Major Housing Providers :
The major providers in the regions are categorized into three
namely:
1. individual self built housing
2. Supply through private developers and
3. public housing supply.
Individual Supply Majority share of houses in the
region is self built individual mode of supply.
The town of Puri is having a negligible share of
private housing development which has come up
very recently. The houses constructed in this
mode are mostly using locally available materials
like mud, bricks, sand, bamboo etc.
The town areas is having majority of pucca houses
constructed through self mode and self financing
INDIVIDUAL SELF BUILT HOUSING
Very recently due to larger demand large numbers
of private reality developers are building housing in
Puri town. The major one being Arya construction
Pvt. Ltd. Neelachal Build-tech & Resorts (P) Ltd is
another large building house in the town where as
Maruti Estate India working as development
professional in the town. In the upcoming years as
more demand will rise more players are expected to
enter the real estate market in the town for housing
& infrastructure development.
SUPPLY THROUGH PRIVATE DEVELOPERS
3. Institutional Supply The Odisha State Housing
Board the only public housing institution of the
state came in to existence in the year 1968 by an Act
of State Legislature, with prime objective of
providing affordable shelters both in urban and rural
areas, to cater to the acute shortage of housing in
the State especially for economically weaker section
of the society. But the Board has not ventured yet in
Puri town one of the prime pilgrimage centre of the
regional and the state. Only one small commercial
plotted development has been carried out by them
in Baliapada. The public housing scenario is
therefore very poor in the study region and needs to
be given priority
PUBLIC HOUSING SUPPLY.
The housing trends in the region especially in the urban centers can be understood according to different time span
and developments occurred during the time.
Previous to 1980s the housing developments were basically traditional individual oriented supply of ground structures
in the core city areas.
Whereas between the years of 1980-2000 major developments took place in the form pucca structure of G and G+1
structures in the town.
But still the mode was self supply oriented.
In the last decade due to grown demand private developers build housing schemes took place and the housing pattern
also shifted to multistoried project housing, apartment etc.
The rural areas has not been that much affected though through these time period except peripheries of the urban
centers
RESIDENTIAL DEVELOPMENT
The development is concentrated in the Puri urban area.
The growth is radial outwards from the Jagannath Temple.
There are small hamlets showing low density residential development along NH -230 and other major roads.
The map shows the detailed extent of
residential development :
Within the Puri town, large cluster of residential
development is near Swargadwara area, south of
Jagannath Temple. Other large hamlet of the
same kind is towards north near Atharnala
Bridge. The residential development along the
Swargadwara area and around the Jagannath
Temple, primarily comprise of irregular
layout/varying plot sizes (24.65% of the total
residences in Puri Urban area). Towards the
Gundicha temple and towards the Atharnala
Bridge the residential development is comprised
of Quarters/Project housing/Housing scheme
which sums up to 26.36% of the total residential
area in the urban areas of Puri. Thus it is evident
that the households initially developed during
the growth of Puri were around the Jagannath
temple, comprised of houses with irregular
layouts and varying plot sizes. The area has
considerably less area under slums. Most of the
houses of the fishermen community by the sea
shore are found to be “kutcha” and in
dilapidated condition (constituting to 16.43%)
with some of the slums are also concentrated on
both the sides of the railway station. Apart from
the above mentioned categories of residential
development, planned/plotted houses have a
major share (24.04%); they are located along the
Grand road and towards the Atharnala Bridge.

The existing Commercial Land Use comprises of
Market complex/Commercial Centre
Street/Roadside shops/vending zones
Hotel/Lodge
Dharmasala/Rest house/Holiday resorts
Cinema hall/Theatre halls
Auto works/Garage/Service centre
Kalyan mandap/Community centre/Auditorium
Petrol pump
Daily/weekly hat/market
Informal stalls in Beach and Grand road
The commercial development is concentrated in the Puri urban area. The
commercial activities have witnessed a linear pattern of growth, along the sea
shore and along the Grand road.
Out of the total urban area in Puri the commercial development accounts to
5.4%.
The commercial activities mainly comprise of hotels/lodges,
Dharmasalas/holiday resort, street vendors etc, attracting tourists.
Hotels/lodges constitute a larger percentage among the various commercial
activities, constituting 48.89% of the commercial area, followed by
Dharmasala/Rest house/Holiday resorts leading to 28% .
The other commercial activity which occupies a prominent area is by the
Street/Roadside shops/vending zones which amounts to 11.35%
PURI AGRICULTURE
ZONE
Accounts to around 32.82% of
the total area.
The area under cultivation can
be broadly divided into the
following categories:
Agricultural Plantation
Crop Land
Horticulture Plantation
Orchard/Grooves
PURI HERITAGE ZONE
Puri being a pilgrimage destination, the share of religious
spaces is found to be higher accounting to 53.03% of the
area under Public, Semi Public, and Religious Utilities. This
area comprises of Temples, Mosques, Gurudwara,
Ashram/Matha and Church as given in the table. It can be
found that the concentration of religious spaces is more
towards the western side of the city, and towards the
Swargadwara area
MAJOR ROADWAYS
It can be seen that NH-203 which is the major connector
between Puri and BBSR near Atharnala Bridge shows
maximum volume followed by Marine drive which is a
major tourist circuit and Railway station road.
From the analysis it can be inferred that the highest traffic
counts have been observed in the areas of the Jagannath
temple, on the grand road.
Ironically this is one of the widest roads in the
area(width varying from 39 metres to 41 metres). The
issues of the grand road are that there is severe on road
parking and high levels of encroachments which reduce
the effective width of the roads.

MOBILITY
NH-203 which is the major connector between Puri and Bhubaneswar has the maximum traffic volume as tourists
come through this route entering Puri. Also tourists travelling towards Brahmagiri take the same route. Hence major
intervention required for increasing the carrying capacity of the road from Atharnala Bridge to aligned stretch in the
town.
Marine drive road and Railway station road are the other two stretches which show major pressure of vehicles in it.
Therefore adequate planning methods should be applied for improving mobility in the areas.
Within important junctions Hospital square on Grand road seems to be the major cause worry as far as traffic situation
is concerned in Puri town. Major proposal should be identified for improving mobility and traffic situation in the whole
stretch of grand road and interlinked junctions.
SWOT ANALYSIS
Strength
Planned streets and neighborhoods around Shree Jagannath Temple.
Wide ROW in the Grand Road, providing adequate space for all modes of transport and commercial activities.

Rich mix of stores, stalls, restaurants, hotels etc.

Lack of signage, both informative and directional
Traffic management with no dedicated parking, drop off/ pick up zones for rickshaws, buses etc.
Storm water drain not well integrated with street edge, top concrete slab is poor state of repair and not of adequate
capacity

Master plan level management for Loknath Temple and insufficient infrastructure (parking, toilet, drinking water, shelter).

THROUGH PHYSICAL EVIDENCES TOWARDS THE PRESENCE OF CIVILIZATION IN THE REGION 1ST CENTURY B.C.E ONWARDS CAN BE FOUND AT THE HONEYCOMBED CLIFFS OF UDAYGIRI AND KHANDAGIRI, WHERE MANY ROCK CUT CAVES AND EDICTS HAVE BEEN DISCOVERED. THE ORIGIN OF PURI DATES BACK TO A PERIOD WHEN THE REGION WAS INHABITED BY DHIBAR (FISHERMEN) AND SHABAR (HUNTER GATHERERS) – PRE-DRAVIDIAN, PRE-ARYAN TRIBES BELONGING TO THE AUSTRO-ASIATIC FAMILY. THE ANCIENT PORT OF PURI WAS A PROMINENT PARTICIPANT IN THE MARITIME TRADING ACTIVITY THAT OCCURRED IN THE EASTERN COAST OF INDIA FROM THE 3RD CENTURY B. C.E. TO THE 3RD CENTURY C.E. LATER, OWING TO ITS RELIGIOUS ASSOCIATION WITH SANKARACHARYA, PURI BECAME ONE OF THE CENTRES FOR THE PRACTICE OF REFORMED HINDUISM IN THE 8TH CENTURY C.E. DURING THE 7TH AND 8TH CENTURIES

AS THE SHRINE OF JAGANNATHA TEMPLE WAS THEN KNOWN AS PURUSHOTTAMA JAGANNATHA, THE SETTLEMENT AROUND IT CAME TO BE KNOWN AS PURUSHOTTAMA KSHETRA OR PURUSHOTTAMA PURI TRADE RELATIONS CONTINUED TO FLOURISH DURING THIS PERIOD ESTABLISHING ORISSA’S TRADE RELATIONS WITH CHINA, ENGLAND, EUROPE AND MEDITERRANEAN COUNTRIES. PROVED BY THE EXCAVATIONS AT MANIKPATNA THAT REVEAL A FANTASTIC ARRAY OF PRODUCTS RANGING FROM : FABRIC, EAST INDIA COMPANY COINS ROULETTE WARE, BRITISH MEDALS KNOBBLE WARE, MUGHAL AND CHINESE COINS EGG WHITE GLAZED AND GLAZED CHOCOLATE, HARPOONS ARABIC WARE, SPEARHEADS KEOLINE WARE, FISHHOOKS CHINESE CELADON, GAME PIECES CHINESE PORCELAIN, CEYLONESE COINS BLACK GREY AND RED WARE, SHAH ALAM COINS IRON BEADS, TERRACOTTA FIGURINES

RECENTHISTORY( 15TH CENTURYANDAFTER) IN JUNE 1804, THE BRITISH CONQUERORS DIVIDED THE PROVINCE INTO 2 DIVISIONS, THE NORTHERN AND THE SOUTHERN, WITH THE RIVER MAHANADI ESTABLISHING THEIR INTERMEDIATE BOUNDARY. PURI, IN THE SOUTHERN DIVISION, WAS MADE THE CAPITAL OF ODISHA AND ALSO THE HEAD OF THE ADMINISTRATIVE REVENUE AFFAIRS IN THE REGION UNTIL 1816. IN 1828, THE PROVINCE WAS DIVIDED INTO 3 DISTRICTS – BALASORE, CUTTACK AND JAGANNATHA (LATER RENAMED PURI). AFTER THE INDEPENDENCE OF INDIA, THE FEUDATORY STATES OF NAYAGARH, DASPALLA, KHANDAPARA, AND RANAPUR WERE INTEGRATED WITH ODISHA ON 1 JANUARY, 1948. A SEPARATE SUB-DIVISION COMPRISING THESE EX-STATES WAS ADDED TO PURI DISTRICT WITH THEIR HEADQUARTERS AT NAYAGARH. BUT BY THE YEAR 1995, THE LARGER PURI DISTRICT WAS SEPARATED INTO 3 SMALLER DISTRICTS – NAYAGARH, KHORDHA AND PURI, INCLUDING PURI SADAR SUBDIVISION ONLY.

PURI, AS WELL AS ITS SURROUNDINGS, REFLECT THE CULTURAL HERITAGE THROUGH A MULTITUDE OF VIBRANT ART FORMS. THESE ENCOMPASS : STONE SCULPTURES INFLUENCED PRIMARILY BY THE TEMPLE CARVINGS ODISSI – THE OLDEST OF INDIAN CLASSICAL DANCE FORMS PATACHITRAM – A TRADITION OF HAND PAINTING FABRICS WITH ORGANIC COLOR PATTA – THE PAINTING OF GODS ON PALM LEAF MANUSCRIPTS, WOOD CARVINGS, WEAVING OF SILK FABRICS IN SAMBALPURI, BOMKAI AND IKKAT STYLES. METALWORK IN BRASS AND BRONZE, SILVER FILIGREE WORK, LACQUER CRAFTS PARALLEL TO BEING AMONG THE BEST-KNOWN PILGRIMAGES OF INDIA, IT IS ALSO THE FOREMOST PROPONENT OF JAGANNATHA CULTURE IN THE WORLD, ATTRACTING MILLIONS OF DEVOTEES, ONLOOKERS AND TOURISTS – BOTH DOMESTIC AND INTERNATIONAL – THROUGHOUT THE YEAR, ON VARIOUS OCCASIONS. THE CITY HOSTS MORE THAN 24 FESTIVALS EACH YEAR WITH THE RATHA YATRA BEING THE GRANDEST, AND BEST ATTENDED OF THEM ALL.
  • 12.  Though the very existence of Puri is attributed to the Jagannatha Temple, it is not certain when the temple was first established and the settlements came into being.  In legends, it is connected to the epic Mahabharata. When funeral fires failed to consume Krishna’s dead body, then directed by the heavens, Arjuna placed the body on sea.  Floating in the form of a log, the body travelled for thousands of years from Dwarka on the Western Coast to the Eastern shores of the country, where it was found by Indradyumna, King of Malava1.  While the temple has been demolished and rebuilt several times since then, it is from that same log that the deities of Puri are claimed to have been created.  Thus, the early history of Puri is shrouded in mystery, based primarily on hypotheses and widely disputed.
  • 14. Puri is often referred to as Sankhakshetra. This nomenclature comes from the myth that the city was planned in the shape of a conch shell, 16 kilometres in expanse, with more than 3 kilometres submerged in the sea. The temple of Lord Jagannatha was placed at the centre of this conch shell, atop the hillock of Nilagiri. Eight sahis or precincts radiated from it, each with a presiding Shiva Temple(Kapalmochana, Kama, Khetrapal, Yameshwara, Markandeshwar, Biswesra, Nilakantha and Bateshwara,) The temple of Loknath is said to sit at the apical end of the conch shell, Indradyumna Tank at the tail end with the axis being created by the Bada Danda, connecting the temples of Jagannatha and Shree Gundicha Puri city has approximately 112 temples among which Shri Jagannatha Temple is the most significant occupying the central position in the history and cultural traditions of Puri. The several shrines in the town form the sacred geography of Puri i.e. the sankhakshetra area. All other temples are located around the main temple which are Shiva temples, Sakti temples, Nrisimha temples and Hanuman temple.

  • 16. The cultural heritage of Puri both tangible and intangible is directly or indirectly associated with Shri Jagannatha Temple. Puri has evolved over a period of time and with its evolution the morphology of the city has developed from the central nucleus i.e. Shri Jagannatha Temple in outward direction. As stated by scholars, the city has been formed based on the sacred geography of the place in the form of a conch shell, where Shri Jagannatha Temple complex occupies the central position with other temples of Shiva and Shakti believed to be guarding it. In the map of 1840 of Puri, concentration of residential areas is around the temple. These neighbourhood were known as sahis. There were eight sahis in Puri as shown in the map . These historic sahis are characterized by a distinctive spatial pattern, open spaces, water harvesting and storage elements, heritage buildings connected with streetscapes and street network with chowks. These streets were of two types: narrow residential lanes and mixed use streets with wider streets.
  • 17. There are six principal streets radiating outward from road around the temple complex. The principal streets are: a. Bada Danda which connects Shri Jagannatha temple (SJNT) to Gundicha temple, b. b. Road connecting Singhdwar of temple to Kutchery road. c. c. Road connecting SJNT to the sea through the Swargdwar. d. d. Road connecting SJNT to Loknatha temple. e. Road connecting SJNT to Markandeshwar Sahi f. Road connecting SJNT to Choudaga Sahi
  • 19. The topography of the Puri town is such that the temple is at the highest point with the drains towards the sea coast and towards Atharnala on the other side. As far as the coverage of water supply is concerned within the 30 wards of Puri municipality, 20 wards have been given the provision of piped water supply. There are open drains within the Puri town, with solid waste being dumped into these drains, thus clogging the drains. The major problem in the drainage sector is that storm water drainage and sewerage system are combined and have very low coverage over the region, resulting in frequent water logging during the rainy seasons. As far as solid waste management is concerned there are no systems of door to door collection within the urban centers. The residential zones lack proper coverage both in terms of the provision of bins and solid waste collection. There are no scientific land fill sites available in the region; the current waste dump sites are located on environmentally sensitive areas, thus posing an overall threat to the health of the society.

From the data received, densities were derived and mapped to show a condition typical to Indian cities –highly populated heritage cores with decreasing population density as one moves As in most cases, this has given rise to congested cores – around Shree Jagannath Temple . Thus these areas can be assumed to be in urgent need of heritage sensitive infrastructuctural interventions, whereas the newly developing fringe areas, shown as areas of lower density are more in need of basic infrastructure to enable a planned growth. The distribution of population, when perceived in comparison to the existing land use, it is seen that the high density zones remain in the older parts of the city – around the temples, around Chakratirtha and along Bada Danda and Swargdwar Road. The zone dedicated to commercial use along the Marine Drive Road and the institutional zone (Ward 14, 19, 24, 25) also show medium to low density. Low density also exists at the Western end of the city where the city is currently growing along the Bramhagiri Road. Ideally, the sweet water zones that cover the majority of wards 6, 7 and 31 should all show low density, but while Ward 31 -- Chakratirtha Sweet Water Zone is not populated, the Sweet Water Zone of Baliapanda shows cause for comcern as it is populated.
  • 24. Majority of urban land in Puri town belongs to residential use accounting for 29% of the total land in the urban centre. Second highest share of land is vacant (17% of the total land) which is primarily constituted of water fields at the periphery of the city. Being a religious town more than 10% of land is allocated for religious use in the town. Most of them are placed in the central areas of the town around the Jagannath temple. Different public and semi public utilities cover 11% of the urban land which is higher than average Transportation use is confined within 7% of the land in the urban centre which is far lower than average standards. Because of demand of commercial facilities due to higher tourist arrival rates commercial use has grabbed 6% of the urban use which is higher than average standards. Recreational and open space is found in the 4% of the urban land which is lesser than the demand found in the neighbourhoods of the town Overall the standards of land distribution in the town are found to be average and needs planned intervention for equitable distribution of land commodity.
  • 25. Existing Land use of Puri Sadar / Puri Master Plan area The area around Puri town has been declared as the Puri Master plan area known as Puri Sadar. Major growth has been witnessed in this block over the recent years. It is expected that this area would show a faster rate of growth owing to the limited land area within Puri town/municipality area. The area covered by Puri sadar is 47.82 sq km with 16 mouzas. The major land uses within the block are Coastal plantations and the forest area under Balukand sanctuary. The following section gives the detail picture of the land use distribution in the region.

The existing Residential Land Use comprises of: Planned / plotted houses Multi Storied Housing Project housing / housing schemes / quarters Irregular layout / varying plot size houses Clustered settlement / engulfed villages in urban area Slums / Squatters Scattered Houses The major informal settlements/ slum pockets are located in Puri town and Konark . As per the Government of Odisha there are 44 notified slum pockets in the region Major permanent pucca housing type is seen in the Puri town area, whereas in the other parts of the region comprises of kuccha and semi-pucca structures

The multi-storied houses constitute a very less number compared to the other categories of residences and are found scattered along the Grand Road within the irregular layout category and the planned/plotted houses (only 2.06% of houses among all the types of residences in the urban area). Majority of the residential development falls under the categories of clustered settlement and irregular layout. Photographs illustrate the typical residential cluster in the Puri Urban area. Houses of Puri are normally laid adjoining to each other having roadside front yards or porches. Residential development in most parts of the city does not exceed three floors above ground level. Majority of the houses in Puri and surrounding areas are constructed by conventional construction practices and are of brick masonry and concrete. Typical house form of Puri has narrow frontals and generally is quite deep having a small light shaft or courtyard in the centre.
  • 29. Major Housing Providers : The major providers in the regions are categorized into three namely: 1. individual self built housing 2. Supply through private developers and 3. public housing supply.
  • 30. Individual Supply Majority share of houses in the region is self built individual mode of supply. The town of Puri is having a negligible share of private housing development which has come up very recently. The houses constructed in this mode are mostly using locally available materials like mud, bricks, sand, bamboo etc. The town areas is having majority of pucca houses constructed through self mode and self financing INDIVIDUAL SELF BUILT HOUSING
  • 31. Very recently due to larger demand large numbers of private reality developers are building housing in Puri town. The major one being Arya construction Pvt. Ltd. Neelachal Build-tech & Resorts (P) Ltd is another large building house in the town where as Maruti Estate India working as development professional in the town. In the upcoming years as more demand will rise more players are expected to enter the real estate market in the town for housing & infrastructure development. SUPPLY THROUGH PRIVATE DEVELOPERS
  • 32. 3. Institutional Supply The Odisha State Housing Board the only public housing institution of the state came in to existence in the year 1968 by an Act of State Legislature, with prime objective of providing affordable shelters both in urban and rural areas, to cater to the acute shortage of housing in the State especially for economically weaker section of the society. But the Board has not ventured yet in Puri town one of the prime pilgrimage centre of the regional and the state. Only one small commercial plotted development has been carried out by them in Baliapada. The public housing scenario is therefore very poor in the study region and needs to be given priority PUBLIC HOUSING SUPPLY.
  • 33. The housing trends in the region especially in the urban centers can be understood according to different time span and developments occurred during the time. Previous to 1980s the housing developments were basically traditional individual oriented supply of ground structures in the core city areas. Whereas between the years of 1980-2000 major developments took place in the form pucca structure of G and G+1 structures in the town.
  • 34. But still the mode was self supply oriented. In the last decade due to grown demand private developers build housing schemes took place and the housing pattern also shifted to multistoried project housing, apartment etc. The rural areas has not been that much affected though through these time period except peripheries of the urban centers
  • 36. The development is concentrated in the Puri urban area. The growth is radial outwards from the Jagannath Temple. There are small hamlets showing low density residential development along NH -230 and other major roads.
  • 37. The map shows the detailed extent of residential development : Within the Puri town, large cluster of residential development is near Swargadwara area, south of Jagannath Temple. Other large hamlet of the same kind is towards north near Atharnala Bridge. The residential development along the Swargadwara area and around the Jagannath Temple, primarily comprise of irregular layout/varying plot sizes (24.65% of the total residences in Puri Urban area). Towards the Gundicha temple and towards the Atharnala Bridge the residential development is comprised of Quarters/Project housing/Housing scheme which sums up to 26.36% of the total residential area in the urban areas of Puri. Thus it is evident that the households initially developed during the growth of Puri were around the Jagannath temple, comprised of houses with irregular layouts and varying plot sizes. The area has considerably less area under slums. Most of the houses of the fishermen community by the sea shore are found to be “kutcha” and in dilapidated condition (constituting to 16.43%) with some of the slums are also concentrated on both the sides of the railway station. Apart from the above mentioned categories of residential development, planned/plotted houses have a major share (24.04%); they are located along the Grand road and towards the Atharnala Bridge.

  • 40. The commercial development is concentrated in the Puri urban area. The commercial activities have witnessed a linear pattern of growth, along the sea shore and along the Grand road. Out of the total urban area in Puri the commercial development accounts to 5.4%. The commercial activities mainly comprise of hotels/lodges, Dharmasalas/holiday resort, street vendors etc, attracting tourists. Hotels/lodges constitute a larger percentage among the various commercial activities, constituting 48.89% of the commercial area, followed by Dharmasala/Rest house/Holiday resorts leading to 28% . The other commercial activity which occupies a prominent area is by the Street/Roadside shops/vending zones which amounts to 11.35%
  • 41. PURI AGRICULTURE ZONE Accounts to around 32.82% of the total area. The area under cultivation can be broadly divided into the following categories: Agricultural Plantation Crop Land Horticulture Plantation Orchard/Grooves

PURI HERITAGE ZONE Puri being a pilgrimage destination, the share of religious spaces is found to be higher accounting to 53.03% of the area under Public, Semi Public, and Religious Utilities. This area comprises of Temples, Mosques, Gurudwara, Ashram/Matha and Church as given in the table. It can be found that the concentration of religious spaces is more towards the western side of the city, and towards the Swargadwara area
  • 44. It can be seen that NH-203 which is the major connector between Puri and BBSR near Atharnala Bridge shows maximum volume followed by Marine drive which is a major tourist circuit and Railway station road. From the analysis it can be inferred that the highest traffic counts have been observed in the areas of the Jagannath temple, on the grand road. Ironically this is one of the widest roads in the area(width varying from 39 metres to 41 metres). The issues of the grand road are that there is severe on road parking and high levels of encroachments which reduce the effective width of the roads.
  • 46. MODES OF TRANSPORT TO REACH JAGANNATH TEMPLE AND GUNDICHA TEMPLE
  • 47. EXISTING MOBILITY NH-203 which is the major connector between Puri and Bhubaneswar has the maximum traffic volume as tourists come through this route entering Puri. Also tourists travelling towards Brahmagiri take the same route. Hence major intervention required for increasing the carrying capacity of the road from Atharnala Bridge to aligned stretch in the town. Marine drive road and Railway station road are the other two stretches which show major pressure of vehicles in it. Therefore adequate planning methods should be applied for improving mobility in the areas. Within important junctions Hospital square on Grand road seems to be the major cause worry as far as traffic situation is concerned in Puri town. Major proposal should be identified for improving mobility and traffic situation in the whole stretch of grand road and interlinked junctions.
