ABOUT THE DIRECTORY 
INTRODUCTION 
National Science & Technology Management Information System (NSTMIS) Division of the Department of Science & Technology (DST) has been compiling information annually on extramural (also called sponsored) R&D projects since 1990-91 in order to exchange information on Research and Development (R&D) projects with different interest groups. This compiled information is published as an annual Directory of Extramural Research and Development projects approved for funding by various agencies during the year. 
The task of collecting, compiling, analyzing and publishing the directory for the year 2009-10 was sponsored by the Department of Science & Technology to the Manpower Management Centre (MMC), New Delhi. The present directory, twentieth in the series, gives details of 4828 sponsored R&D projects approved during the year 2009-10 by 19 Central Government Ministries/Departments/Agencies.

LIMITATIONS 
MMC collects data from a number of Divisions in the Ministries/Departments/Agencies who handle the Extramural R&D projects. As the listing of projects is based on the inputs received from the responding agencies, it is presumed that the information furnished by them was complete. The project cost refers to the initial approved cost of the project for the initial approved duration of the project. It is quite possible that some of the projects mentioned in this directory may not be R&D Projects in the strict sense of the term. Despite these limitations, it is sincerely hoped that this directory will serve as a useful source of information for scientists, technologists, funding agencies, implementing institutions, planners and policy makers.

ORGANISATION OF THE DIRECTORY 
The projects are listed in the directory by major subject area-wise. Under each major subject area, the projects are arranged by funding agency-wise and also scheme-wise within funding agency. Under each scheme, the projects are arranged alphabetically as per the title of the project. For each project, the information included is record number, title of the project, name of the funding agency/scheme, name and address of the investigator/institute, approved cost of the project and the duration of the project. The third column of the directory gives the name of funding agency and scheme. For example, this is given as “DAE-BRNS”. Here “DAE” is the name of the funding agency i.e. Department of Atomic Energy and “BRNS” is the acronym used for the name of the scheme under which the project was approved. For explanation of abbreviations/acronym for the agencies and schemes, the readers are advised to see Table 1 & 2 under the section “BRIEF ANALYSIS”. For a quick reference, Index pages on Principal Investigator and Institute etc., are provided in the directory at the end. The addresses of the funding agencies are given at Annexure-1. Annexure-2 gives institute-wise extramural R&D support committed during the year 200910. A brief analysis on the pattern of funding during the year 2009-10 is given in the following paragraphs. 
BRIEF ANALYSIS 
As shown in Table 1, 4828 new extramural R&D projects costing Rs. 1358.04 crores were approved by 19 responding agencies during the year 2009-10. Scheme-wise support to these extramural R&D projects by responding agencies is given in Table 2.

The projects are classified in eight major subject areas as under:

The classification of R&D projects has been done based on the subject area indicated by the agencies and also based on the title of the projects. Some of the projects may be multi-disciplinary in nature but have been classified into one of the subject areas mentioned above, depending on their major thrust. Figure 1 shows number of extramural R&D projects approved in each subject area during the year 2009-10. It shows that maximum number of projects were approved in the area of Biological Sciences. Out of the 1285 projects approved in the area of ‘Biological Sciences”, the maximum number of projects i.e. 566 were approved by the University Grants Commission (UGC) followed by 376 projects by the Department of Science & Technology and 195 projects by the Department of Biotechnology (DBT). However, funding-wise the respective order of these three agencies is different i.e. Rs. 91.77 crores sanctioned by the Department of Biotechnology (DBT) followed at Rs. 86.10 crores by the Department of Science & Technology and Rs. 29.79 crores by the University Grants Commission (UGC). The remaining 148 projects were approved by other agencies namely AICTE (3), AYUSH (2), CSIR (79), DAE (13), DRDO (6), DSIR (1), MOCIT (3) and MOEF (41). 
With regard to ‘Engineering & Technology’, as seen in the following Figure, the total projects approved were 975. Keeping in view the highest funding approved, 58 projects were approved by Ministry of Communications & Information Technology (MOCIT) at a total cost of Rs. 177.64 crores followed by 356 projects approved by the Department of Science & Technology at a cost of Rs. 137.16 crores. 30 projects were sanctioned at a cost of Rs. 82.51 crores by the Ministry of New & Renewable Energy (MNRE) followed by 61 projects approved by the Department of Atomic Energy (DAE) for Rs. 31.58 crores. The remaining 470 projects were approved by agencies namely, AICTE (104), CSIR (35), DOC (4), DRDO (112), DSIR (60), ISRO (16), MOEF (7), MOP (13), MOWR (9), PCRA (8) and UGC (102).

Figure 2 shows subject area-wise pattern of funding during the year 2009-10. Engineering & Technology area received maximum financial support of 36.36 per cent followed by Medical Sciences at 23.64 per cent. Biological Sciences area received financial support of 17.31 per cent followed by Chemical Sciences at 7.74 per cent. Projects in the area of Physical Sciences and Earth Sciences received financial support of 5.39 per cent and 4.90 per cent respectively. Agricultural Sciences area got financial support of 4.00 per cent and the least financial support of 0.66 per cent was received by Mathematics.

The gender-wise distribution of Principal Investigators (PIs) who took up 4828 Extramural R&D Projects is shown in Table 5. It is interesting to mention that women participation as Principal Investigators of Extramural Projects is showing increasing trend during the last decade. In 2000-01, 13% of the PIs were female which increased to 19% in year 2005-06. During the year 2008-09 their participation was 24% and now in year 2009-10 it has further gone up to 28%. It is interesting to note that from 2000-01 to 2009-10, women participation in Extramural Research has increased and they are more actively getting involved in conducting research as Principal Investigators under the sponsored research programmes of various central S&T funding agencies.

Figure 3 hereunder shows the percentage distribution of number of projects and its approved cost by types of institutions during the year 2009-10. The maximum number i.e. 58% of the projects were sanctioned to Universities/Colleges with financial support of 32%. Institute of National Importance received 16% of the projects with financial support of 30%. 13% of the total projects were given to National Laboratories and 11% to Others category with financial support of 20% and 16% respectively. 2% of the projects were given to Deemed Universities 
category with financial support of 2%. The total financial support to academic sector (A, B & C categories) was 64%.

Figure 3 
Figure 4 shows the pattern of funding by various Central Government Extramural R&D sponsoring agencies. It may be seen that the Department of Science & Technology (DST) accounted for the maximum support of Rs. 447.80 crores (32.97%). The next in order comes the support from the Department of Biotechnology i.e. Rs. 213.96 crores (15.76%) followed by the Ministry of Communications & Information Technology (MOCIT) at Rs. 179.02 crores (13.18%). The funding done by Indian Council of Medical Research (ICMR) is Rs. 151.59 crores (11.16%) followed by Ministry of New & Renewable Energy (MNRE) at Rs. 82.51 crores (6.08%). University Grants Commission funded to the extent of Rs.69.23 crores (5.10%) followed by Department of Atomic Energy (DAE) at Rs. 49.76 crores (3.66%). The funding done by Council of Scientific & Industrial Research was Rs. 47.33 crores (3.49%) followed by Defence Research and Development Organisation (DRDO) at Rs. 42.56 crores (3.13%). The lowest funding is of Rs.1.21 crores (0.09%) by the Petroleum Conservation Research Association (PCRA).

As per Figure 5, the analysis indicate that the majority of approved projects i.e. 1125 costed Rs. 25 lakhs & above. There were1030 projects between the cost range of Rs. 5 to 10 lakhs followed by 741 projects in the cost range of Rs. 15 to 20 lakhs. 698 projects were in the cost range of Rs. 10 to 15 lakhs and 677 projects were in the cost range of Rs. 1 to 5 lakhs. There were 314 projects between the cost range of Rs. 20 to 25 lakhs followed by 243 projects costing less than Rs. 1 lakh.

Out of this, maximum number of projects i.e. 689 were funded by two agencies namely 400 by the Department of Science & Technology (DST) followed by 289 by the Department of Biotechnology (DBT). 189 projects were sanctioned by the Indian Council of Medical Research (ICMR), followed by 59 projects sanctioned by the Defence Research & Development Organisation (DRDO). 54 projects each were funded by the Ministry of Communications & Information Technology (MOCIT) and the Department of Atomic Energy (DAE). As may be seen from Figure 5, the total number of projects costing Rs. 25 lakhs and above are 1125. Their further distribution along with total approved cost is shown in Table 6 & Figure 7. The highest number of projects i.e. 773 are in the cost range of Rs. 25-50 lakhs, followed by 171 in the cost range of Rs. 50-75 lakhs. 77 projects are in the cost range of >= Rs. 2 crores followed by 57 projects between cost range of Rs. 75-100 lakhs.

Figure 8 indicates that there were 124 projects costing Rs. 1 crore & above which were funded by 10 agencies during 2009-10. Majority of these projects i.e. 34(27.42%) were funded by the Department of Science & Technology (DST). 26 projects (29.97%) were funded by Ministry of Communications & Information Technology (MOCIT) followed by 18 (14.52%) by the Department of Biotechnology (DBT). 17 (13.71%) projects were funded by the Ministry of New & Renewable Energy (MNRE) followed by 13 (10.48%) projects by the Indian Council of Medical Research (ICMR). The remaining 16 projects were funded by other five agencies.

ABOUT THE DIRECTORY INTRODUCTION National Science & Technology Management Information System (NSTMIS) Division of the Department of Science & Technology (DST) has been compiling information annually on extramural (also called sponsored) R&D projects since 1990-91 in order to exchange information on Research and Development (R&D) projects with different interest groups. This compiled information is published as an annual Directory of Extramural Research and Development projects approved for funding by various agencies during the year. The task of collecting, compiling, analyzing and publishing the directory for the year 2009-10 was sponsored by the Department of Science & Technology to the Manpower Management Centre (MMC), New Delhi. The present directory, twentieth in the series, gives details of 4828 sponsored R&D projects approved during the year 2009-10 by 19 Central Government Ministries/Departments/Agencies. The following Ministries/Departments/Agencies of the Central Government have furnished the list of projects approved by them: > All India Council for Technical Education (AICTE) > Council of Scientific and Industrial Research (CSIR) > Defence Research and Development Organisation (DRDO) > Department of Atomic Energy (DAE) > Department of Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) > Department of Bio-Technology (DBT) > Department of Coal (DOC) > Department of Science and Technology (DST) > Department of Scientific and Industrial Research (DSIR) > Indian Council of Medical Research (ICMR) > Indian Space Research Organisation (ISRO) > Ministry of Communications & Information Technology (MOCIT) > Ministry of Environment and Forests (MOEF) > Ministry of Earth Sciences (MOES) > Ministry of Power (MOP) > Ministry of New & Renewable Energy (MNRE) > Ministry of Water Resources (MOWR) > Petroleum Conservation Research Association (PCRA) > University Grants Commission (UGC) Ministry of Social Justice & Empowerment (MOSJE) and Steel Authority of India (SAIL) reported ‘Nil’ information. Indian Space Research Organisation (ISRO) reported ‘Nil’ information for their SSP Scheme. Indian Council of Agrilcultural Research (ICAR) has withdrawn its funding scheme since 2005-06. The addresses of all these agencies are given in Annexure-1. LIMITATIONS MMC collects data from a number of Divisions in the Ministries/Departments/Agencies who handle the Extramural R&D projects. As the listing of projects is based on the inputs received from the responding agencies, it is presumed that the information furnished by them was complete. The project cost refers to the initial approved cost of the project for the initial approved duration of the project. It is quite possible that some of the projects mentioned in this directory may not be R&D Projects in the strict sense of the term. Despite these limitations, it is sincerely hoped that this directory will serve as a useful source of information for scientists, technologists, funding agencies, implementing institutions, planners and policy makers.   • 7. ORGANISATION OF THE DIRECTORY The projects are listed in the directory by major subject area-wise. Under each major subject area, the projects are arranged by funding agency-wise and also scheme-wise within funding agency. Under each scheme, the projects are arranged alphabetically as per the title of the project. For each project, the information included is record number, title of the project, name of the funding agency/scheme, name and address of the investigator/institute, approved cost of the project and the duration of the project. The third column of the directory gives the name of funding agency and scheme. For example, this is given as “DAE-BRNS”. Here “DAE” is the name of the funding agency i.e. Department of Atomic Energy and “BRNS” is the acronym used for the name of the scheme under which the project was approved. For explanation of abbreviations/acronym for the agencies and schemes, the readers are advised to see Table 1 & 2 under the section “BRIEF ANALYSIS”. For a quick reference, Index pages on Principal Investigator and Institute etc., are provided in the directory at the end. The addresses of the funding agencies are given at Annexure-1. Annexure-2 gives institute-wise extramural R&D support committed during the year 200910. A brief analysis on the pattern of funding during the year 2009-10 is given in the following paragraphs. BRIEF ANALYSIS As shown in Table 1, 4828 new extramural R&D projects costing Rs. 1358.04 crores were approved by 19 responding agencies during the year 2009-10.   • 10. The classification of R&D projects has been done based on the subject area indicated by the agencies and also based on the title of the projects. Some of the projects may be multi-disciplinary in nature but have been classified into one of the subject areas mentioned above, depending on their major thrust. Figure 1 shows number of extramural R&D projects approved in each subject area during the year 2009-10. It shows that maximum number of projects were approved in the area of Biological Sciences. Out of the 1285 projects approved in the area of ‘Biological Sciences”, the maximum number of projects i.e. 566 were approved by the University Grants Commission (UGC) followed by 376 projects by the Department of Science & Technology and 195 projects by the Department of Biotechnology (DBT). However, funding-wise the respective order of these three agencies is different i.e. Rs. 91.77 crores sanctioned by the Department of Biotechnology (DBT) followed at Rs. 86.10 crores by the Department of Science & Technology and Rs. 29.79 crores by the University Grants Commission (UGC). The remaining 148 projects were approved by other agencies namely AICTE (3), AYUSH (2), CSIR (79), DAE (13), DRDO (6), DSIR (1), MOCIT (3) and MOEF (41). With regard to ‘Engineering & Technology’, as seen in the following Figure, the total projects approved were 975. Keeping in view the highest funding approved, 58 projects were approved by Ministry of Communications & Information Technology (MOCIT) at a total cost of Rs. 177.64 crores followed by 356 projects approved by the Department of Science & Technology at a cost of Rs. 137.16 crores. 30 projects were sanctioned at a cost of Rs. 82.51 crores by the Ministry of New & Renewable Energy (MNRE) followed by 61 projects approved by the Department of Atomic Energy (DAE) for Rs. 31.58 crores. The remaining 470 projects were approved by agencies namely, AICTE (104), CSIR (35), DOC (4), DRDO (112), DSIR (60), ISRO (16), MOEF (7), MOP (13), MOWR (9), PCRA (8) and UGC (102). Engineering & Technology area received maximum financial support of 36.36 per cent followed by Medical Sciences at 23.64 per cent. Biological Sciences area received financial support of 17.31 per cent followed by Chemical Sciences at 7.74 per cent. Projects in the area of Physical Sciences and Earth Sciences received financial support of 5.39 per cent and 4.90 per cent respectively. Agricultural Sciences area got financial support of 4.00 per cent and the least financial support of 0.66 per cent was received by Mathematics. V

It is interesting to mention that women participation as Principal Investigators of Extramural Projects is showing increasing trend during the last decade. In 2000-01, 13% of the PIs were female which increased to 19% in year 2005-06. During the year 2008-09 their participation was 24% and now in year 2009-10 it has further gone up to 28%. It is interesting to note that from 2000-01 to 2009-10, women participation in Extramural Research has increased and they are more actively getting involved in conducting research as Principal Investigators under the sponsored research programmes of various central S&T funding agencies. Figure 3 hereunder shows the percentage distribution of number of projects and its approved cost by types of institutions during the year 2009-10. The maximum number i.e. 58% of the projects were sanctioned to Universities/Colleges with financial support of 32%. Institute of National Importance received 16% of the projects with financial support of 30%. 13% of the total projects were given to National Laboratories and 11% to Others category with financial support of 20% and 16% respectively. 2% of the projects were given to Deemed Universities category with financial support of 2%. The total financial support to academic sector (A, B & C categories) was 64%. VII

It may be seen that the Department of Science & Technology (DST) accounted for the maximum support of Rs. 447.80 crores (32.97%). The next in order comes the support from the Department of Biotechnology i.e. Rs. 213.96 crores (15.76%) followed by the Ministry of Communications & Information Technology (MOCIT) at Rs. 179.02 crores (13.18%). The funding done by Indian Council of Medical Research (ICMR) is Rs. 151.59 crores (11.16%) followed by Ministry of New & Renewable Energy (MNRE) at Rs. 82.51 crores (6.08%). University Grants Commission funded to the extent of Rs.69.23 crores (5.10%) followed by Department of Atomic Energy (DAE) at Rs. 49.76 crores (3.66%). The funding done by Council of Scientific & Industrial Research was Rs. 47.33 crores (3.49%) followed by Defence Research and Development Organisation (DRDO) at Rs. 42.56 crores (3.13%). The lowest funding is of Rs.1.21 crores (0.09%) by the Petroleum Conservation Research Association (PCRA). VIII

There were1030 projects between the cost range of Rs. 5 to 10 lakhs followed by 741 projects in the cost range of Rs. 15 to 20 lakhs. 698 projects were in the cost range of Rs. 10 to 15 lakhs and 677 projects were in the cost range of Rs. 1 to 5 lakhs. There were 314 projects between the cost range of Rs. 20 to 25 lakhs followed by 243 projects costing less than Rs. 1 lakh.   • 15. Agency-wise distribution of 1125 large projects costing equal to and over Rs. 25 lakhs each is given in Figure-6. Out of this, maximum number of projects i.e. 689 were funded by two agencies namely 400 by the Department of Science & Technology (DST) followed by 289 by the Department of Biotechnology (DBT). 189 projects were sanctioned by the Indian Council of Medical Research (ICMR), followed by 59 projects sanctioned by the Defence Research & Development Organisation (DRDO). 54 projects each were funded by the Ministry of Communications & Information Technology (MOCIT) and the Department of Atomic Energy (DAE). The remaining 80 projects were approved by other agencies. The highest number of projects i.e. 773 are in the cost range of Rs. 25-50 lakhs, followed by 171 in the cost range of Rs. 50-75 lakhs. 77 projects are in the cost range of >= Rs. 2 crores followed by 57 projects between cost range of Rs. 75-100 lakhs. Majority of these projects i.e. 34(27.42%) were funded by the Department of Science & Technology (DST). 26 projects (29.97%) were funded by Ministry of Communications & Information Technology (MOCIT) followed by 18 (14.52%) by the Department of Biotechnology (DBT). 17 (13.71%) projects were funded by the Ministry of New & Renewable Energy (MNRE) followed by 13 (10.48%) projects by the Indian Council of Medical Research (ICMR).
