Copyright © 2017 Japan Network Information Center Confer: CONsensus FEedback in Realtime • An electronic system being proposed to replace the traditional “show of hands” • It seeks to make it easier for people to express opinions for proposals • It can be used by both onsite and online participants • Information required to register for Confer are: • email address, password, displayed name • Identity of participants are not made public, which is different from show of hands • Pilot launch since APNIC38 3 Can this be applied to SIG Chair/Co-Chair election as well?

Copyright © 2017 Japan Network Information Center Other RIR communities 4 RIR Community Practice AFRINIC l No formal process to remotely participate in Chair election l May accommodate per request basis ARIN l Registered voting contacts of ARIN members can vote for ARIN AC election LACNIC l Everyone votes online l Those registered in Policy ML can vote RIPE l Online participants can express opinions l In case of no consensus, secret ballots by onsite participants Thanks to Policy Managers from each RIR region who helped confirm the situation

Copyright © 2017 Japan Network Information Center General Observations on RIRs • Not all RIRs formally accommodates online participation of SIG/WG Chair/Co-Chair elections • In case of full online participation by all participants, additional information is requested (not only any email address and nickname) • If lightweight information is requested from online participants, and no consensus for Chair/Co-Chair election, decision by onsite participants is given the priority 5

C) Formally accommodate online participants for Chair/Co-Chair elections • How much verification do we want to go through for online participants? 7
