Service Transformation Programme
A masterclass for senior managers
The alternative to ‘slash and burn’
Our service transformation
programme is widely regarded as
the most advanced and effective
training programme within the
public sector.

Our five-day masterclass has been
specifically developed for senior
managers to build in-house
capability to deliver sustainable
service transformation. The focus
is on experiential learning using
business simulation
environments: it doesn’t do
‘death by PowerPoint’.

It is based on leading
improvement methodologies,
such as lean and systems
thinking, as well as relevant
insight from psychology and
management theory.
This is a training programme
that consulting firms in local
government buy to train their
people.

Why choose us?
We contacted over 400 participants from 32 local authorities who
undertook the training in 2011 and all who responded
recommended it. Six months after the training, the research shows
that:
99% of participants apply the training
61% use it as an integral part of their work on at least a weekly basis
70% of participants believe that the service transformation programme
provided more or much more value than other training programmes
they have done before

Why local authorities
rave about it:
Many local authorities now
regard the skills and
knowledge to drive sustainable
change as core and critical to build
internal capability and therefore
avoid excessive spending on
consultants and contractors.

1

We provide a real
alternative to slash and
burn approaches for reducing
costs. We demystify and provide
practical tools for making savings
without losing the core of public
service.

2

Participants practise the
skills and behaviours that
establish ‘whole systems’ change,
so that it is real and sustainable
(we don’t just focus on the
theory).

3

Feedback from past
attendees
Colin Whitehouse, Capital Ambition
led on the programme in which 286
participants from different London
Councils attended:
“This is a first class programme to
build the internal service
transformation skills of London local
government.

All the councils who participated
rated it highly, with feedback
including: ‘it was the most effective
training our people have been on’ and
‘it is one of the best and most
valuable programmes London
Councils has done’.
‘Through the use of intensive
simulated project environments, the
participants easily bridged the gap
between theory and the coalface of
transformation projects and have an
enjoyable time while learning all this.”
Our faculty
The service transformation five-day
masterclass has been designed and is
delivered by consultant trainers who
are expert practitioners in local
government transformation.

We run four different modules. These are all able to be taken as
independent modules in their own right. The full package can
either be run as:
i)
An intensive one week, comprised of five consecutive
training days; or
ii)
Over six weeks, comprised of four bite-size chunks
Days
Whole systems change
Simulation activity to analyse and recommend
organisational improvement

We have links to the University of Oxford’s change management
community, The Change Leaders, and use this to benchmark and
regularly assess course materials and training.

5

Facilitation and change management
How do you overcome organisational defensive behaviour

Dennis Vergne
Over the last twelve years, Dennis has worked as an organisational
change consultant for consulting organisations such as Accenture and
Agilisys. His main focus has been on working with UK local government,
helping councils to mobilise and deliver large change programmes and
to build internal capacity. He has completed an MSc in consulting and
coaching for change with HEC Paris and the University of Oxford.

Lorna Smalley
Lorna began her career in local government in 1990. Over the past six
years, she has been working in process improvement and change
management within local government and in recent years focusing on
culture change through organisational development interventions,
including coaching & mentoring.

Ben Taylor
Ben started on the front line in an advice centre before working with
politicians and senior management, and consulting extensively to local
and central government. He is a qualified Lean Six Sigma Black Belt with
PwC Europe and Power+Systems organisational workshop accredited
trainer.

As well as offering ‘open’ programmes, where participants from
different councils attend training and learn from each other, we
also design ‘in-house’ and ‘train the trainer’ programmes for
councils and companies who want to build significant capacity.

Upcoming masterclass
The next masterclass will be ‘Facilitation and change management’ on
Thursday 12th December in London.
Price: £275 per day with a £75 discount if you book before the 14th
November.
