Minapan High School through the Technology and Livelihood Education (TLE) is
anticipating the submission of a project proposal, entitled: MINAPAN HIGH SCHOOL
BIOLOGICAL FERTILIZER (VERMICULTURE) PROTOTYPE C to its prospected network
agencies in the government through the Regional Executive Director, Regional Office XII,
Department of Agriculture, Koronadal City.
The propose project is very much appropriate and timely in our school, if this be
realized soon. It is in line with the DepEd thrust to minimize school abundant waste materials
through proper segregation and recycling into reusable products, such as organic fertilizer. This
great project can be effectively process through the use of a technology and appropriate facility
as mentioned.

II. PROJECT BACKGROUND AND RATIONALE
Environment degradation is a major threat confronting the mother earth today and the
rampant use of chemical fertilizer contributes largely to the deterioration of the environment
through the depletion of fossil fuels, generation of the Carbon Dioxide (CO2) and the
contamination of water resources. It leads to loss of soil fertility due to unbalanced use of
fertilizers that has adversely impacted agricultural productivity and causes soil degradation.
Meanwhile, the mother Earth is the world we live in. It is changing and evolving in terms
of science and technology. Modern technologies improve the properties of materials. It is
expanding its horizon and the end product is beneficial and essential to the life of the people
especially in medicine, inventions, industries, agriculture and others.
The nature has its own cycle. It is disturbed sometimes by natural causes like typhoons
and earthquakes but the other cause is human activities. The things made and done are not all
helpful to the environment. The production of non-biodegradable materials, burning fuels,
pollution, slash and burn farming (kaingin system), and the deforestation are some of the human
activities that greatly cause damage to our eco-system.
Basing on the report of the Philippine Daily Inquirer (2013), the United Nations’ World
Food Program (WFP) admitted that it was maintaining a tight watch over the Philippines as the
country had become the third most disaster-prone country among the 173 countries. It had been
monitoring for possible disasters. It is because the Philippines is located in the tropical region
which is warm and humid. It is situated in the western part of the Pacific Ocean and of that we
are frequently visited by many typhoons that are becoming stronger and fiercer every year
caused by climate change. Climate change made happen by combined human activities and the
effect is so alarming. It caused abnormal rise of temperature in the environment and it needs to
be addressed immediately.
Tulunan, Cotabato is not exempted from the effect of climate change due to global
warming. Barangay Minapan, especially Minapan High School, experienced the effect of it. It
was flooded many times from the early start of June. The three rivers surrounding the school
pose a great deal of harm to the school and the community. Denuded mountainous areas
increased the rapid flow of water. More so; cellophanes, human and animal wastes, and garbage
thrown into the rivers escalated the effect.
The government never fails us as it strengthens to focus their attention to the impending
tragedy. According to Makabayan Student Herald (2010), the Philippine government is also
concerned of the environment, that is why President Gloria Macapagal-Arroyo signed the
Republic Act 9729 in which the government will make policies for a strong national Framework
Strategy and Programs for climate change. This program helps, monitors, assesses, and suits the
effects of it to our country.
President Aquino also newly signed the Republic Act (RA) 10587 or the environmental
planning law that mandates the professionals who practice environmental planning to undergo a
licensure examination that is supervised by the newly-created Professional Regulatory Board of
Environmental Planning.
In answer to R.A. 9729 and R.A. 10587, the local government unit (LGU) of Tulunan
with R.A. 7160 or the Local Government Code and the R.A. 9003 or Ecological Solid Waste
Management Act, the barangay, and Minapan HS work hand-in-hand to come up with the better
and sustainable answer. The school has initiated best practices to reduce the effect of climate
change. The best practices of the school to segregate biodegradable, non- biodegradable, and
recyclable materials; greening program; garden in the school; parents and community
involvement in backyard gardening with more than five vegetables planted in TLE subject; tree
planting program; planting of malunggay trees in the school; cleanliness and orderliness of the
school ground are some of the actions taken to respond to the call of our environment.
It is to further contribute in easing the said condition, although in little way this mandate
of the National Government, the municipality of Tulunan and even the Minapan High School are
also mandated to prepare an organic program as embodied in the RA 10068, known as the
Organic Agriculture Act of the Philippines. In particular, the thrust of the government is into
organic farming through the usage of organic fertilizer to lower the cost of synthetic inputs, the
LGU through the Municipal Agriculture Office and the Department of Education (DepEd)
through the respective School Technology and Livelihood Education (TLE) department shall
have the prerogative to initiate the establishment of the School Vermi-Composting Facility. As
an avenue of transferring technology, it is important that the students whose parents are mostly
farmers may be able to see actual practice to assess the technology.
Minapan High School has been advocating environment friendly activities by conserving
the school mini-forest, planting forest trees, fruits and initiating waste management program
through proper segregation. The SCHOOL claimed as a place conducive for learning with plenty
of bio-degradable organic material that can be process into fertilizer. In the locality, we know
very much that the Local Government of Tulunan and Kamanepla MPC engaged in activities
such as Vermi-Culture Production Project in the Municipality.
The Minapan High School would like to officially initiate this project to primarily
enhance the Gulayan sa Paaralan Project to support the Nutritional and Economic needs of the
students especially those who experience food Nutrition deficiency and other necessities in going
to school in order to reduce if not to eradicate the Students at Risk of Dropping Out (SARDO’s)
because of poverty. Secondarily, the project may extend to the farmers in the immediate
community by selling the organic fertilizer products as an alternative to the affected low crop
production due to high cost of farm inputs, such as chemical fertilizer and pesticide.
The said SCHOOL activities through its Technology and Livelihood Education (TLE)
aimed to lessen the burden of the high cost of chemical inputs through the introduction of
organic gardening and the use of organic fertilizer produced by the vermi-culture project.
In view of the foregoing, the Minapan High School signifies its great intention to avail of
the Biological Fertilizer (Vermi-culture Composting Facility) Plant Prototype C from your good
office, hopefully to enhance the School Gulayan sa Paaralan and bring changes that would help
improve the nutritional, economic and social well-being of our students.
The vermi-compost is an excellent soil conditioner, enhancer and bioactive fertilizer for
the school organic gardening (Gulayan sa Paaralan) and farming in the immediate community as
a whole. Vermi-composting turns “waste” organic materials, such as the huge school school
debris, food residuals and other bio-degradable materials, into a valuable product (vermi-
compost) that enhances soil by increasing its porosity, water-holding capacity, texture and
reduces erosion. Vermi-compost also helps vegetable plants and other crops grow bigger,
increase crop yield, and decreases plant diseases and pest attacks.
The proposed project is vermi-composting facilities to cater the increasing needs of
recycling school bio-degradable waste products, production of quality organic fertilizer for
demonstration, “Gulayan sa Paaralan” and farm use.
III. THE PROJECT PROPONENT
The Technology and Livelihood Education (TLE) is among the subject areas in the
Department of Education (DepEd) Secondary Academic Curriculum. The School TLE
department shall spearhead the implementation of the project: Minapan High School
BIOLOGICAL FERTILIZER (VERMICULTURE) PROTOTYPE C through the TLE teachers,
headed by Mr. Juanito M. Albarico.
Mr. Juanito M. Albarico, the project proponent is presently teaching in Minapan High
School handling subjects under Technology and Livelihood Education (TLE) from grade 7-8 and
third year to fourth year, based on agriculture. He has been assigned as the School TLE Head
since SY 2011-2012 up to the present.
He graduated with the degree of Bachelor of Science in Agricultural Engineering (BSAE)
in the University of Southern Mindanao, Kabacan, Cotabao in 1988. After his graduation he was
able to work in the different Social Development Agencies in various capabilities as head, to wit:
Agricultural Assistance Services (AAS); Cooperative Development Officer; and Demonstration
Farm on Organic Agriculture. He attended trainings and seminars related to agriculture, to
mention some: Para-Agriculturist Training in the University of the Philippines-Los Baňos,
Laguna (UPLB) sponsored by the “Appropriate Technology Center for Rural Development”
(ATCRD) and the host university; and “Rural Based Training Course on Soil Technical Aspect
and Integrated Pest Management” sponsored by the Department of Agriculture (DA) and the
Non-Government Organization (NGO’s) of Cotabato Province.
Aside from his current function as regular permanent secondary teacher of the
Department of Education (DepEd), he is also presently affiliated with Kamanepla Multi-Purpose
Cooperative (KMPC) based in Tulunan, Cotabato. He is an active officer being the Vice
Chairman of the Cooperative. The said Cooperative has a strong advocacy in Organic
Agriculture and Sustainable Farming System which is environment friendly and an effort to
combat “climate change”. The said cooperative has a thrust of the Department of Agriculture
Regional Office 12 as evident of the significant on-going projects in grant, such as the, Flatbed
Dryer worth P670, 000.00 and the Multi-Pass Ricemilling System for FAs worth P4,000,000.00
and the present project requested on BIOLOGICAL FERTILIZER (VERMICULTURE)
PROTOTYPE A. The Coop Chairman in the person of Mr. Cesar Gran and Manager Mr. Jorge
Mondia, have supported Minapan High School related undertakings including this proposed
School BIOLOGICAL FERTILIZER (VERMICULTURE) PROTOTYPE C.
It is the desire of the project proponent, TLE and school as a whole that this project will
be realized soon to offer real life alternatives in providing response to the ever increasing waste
products and materials in the school, in the barangay and the adjacent communities. Give
solution to the problem and provide advocacy and technology, primarily to the students and
secondarily to the parents in the community to produce vermiculture-fertilizer for vegetable and
crop farming purposes, hence increase production of quality and healthy agricultural crops for
the family and profit.
IV. THE BARANGAY AND SCHOOL DESCRIPTION
Barangay Minapan is situated at the Southeastern part of Tulunan, Cotabato, about seven
(7) kilometers from the town center. The strong desire of the residents in the area to access
higher education for their children after completing elementary in Minapan and adjacent
Barangay, was realized when Minapan High School was reopened last June 2005 with sixteen
(16) strong and dedicated: Magtutudlo sa Barangay” teachers and one school administrator.
Minapan Integrated School was administered with common school head to maintain and
implement DepED programs in both elementary and High School for more than three (3) years
period, then followed by two Teacher-In-charges, all with commendable and satisfactory
performances. It is highly considered the close and strong support of the different stakeholders,
ranging from the parents and community, DepED, Barangay Council, Municipal LGU,
Provincial LGU, USM and others. Various school facilities such as school buildings, Science
Laboratory, books, computers, home economics and industrial art tools and facilities, teacher’s
development seminars and training were granted to the school.
The school site for the setting up of High School facilities has been strongly supported by
the Head Teacher of Minapan Elementary School and their PTA officers, which was in fact
gained an approval by the former Schools Division Superintendent GLORIA M. MUDANZA,
CESO V, to be in the same site of Minapan Elementary School.
The early period of the High School operation has proven to be successful and beneficial
to the students and parents as well because Three Hundred Eighty One (381) students were
enrolled in June 2005 offering complete secondary curriculum year. The previous experience of
parents sending their sons and daughters to the next nearest high school was too costly and
expensive.
The enrolment population for School Year 2006-2007 of four hundred ninety nine (499)
students and four hundred ninety five (495) students for School Year 2010-2011 are great
accomplishments and have indicated strong support and trust of the parents and the community
within and the adjacent barangays.
Presently, this SY 2013-2014, the school population is 464 students, with 18 regular
teachers and 1 school head. The school campus area is 1.5 hectares, with fully-grown Mahogany
and rubber trees planted to middle section.
V. OBJECTIVES
General Objectives:
As a social responsibility and line with the Enhanced K to 12 Basic Education Program
of the Department of Education (DepEd), the Minapan High School through the Technology and
Livelihood Education (TLE) aim to engage in the production of vermi-fertilizer to respond in the
organic program of the government which technology shall be practice and transferred to the
students and the parents, which shall become a regular economic activity and as a component
program of the school on its climate change adaptation and mitigation.
This project Biological Fertilizer (Vermi-culture Composting Facility) Plant Prototype C
shall be established in Minapan High School which will cater to the following:
1. To Production of quality vermi-organic fertilizer for the use of the “Gulayan sa
Paaralan”.
2. Technology Transfer to the Student as source of other income for the family;
3. Recycle the vast biodegradable materials in school into vermi-fertilizer as Income
Generating Project (IGP);
4. Extend surplus vermi-fertilizer production to farmers in the immediate Community at
reasonable prize.
VI. EXPECTED OUTPUT
After the project is completed and become operational, the project will develop the
entrepreneurial capabilities of the students and cause the increase of family income while
learning and practicing the transferred skills and inculcate the importance of organic agriculture
to preserve, conserve the local environment, bio-diversity and human life.
The project shall help to the implementation of R.A. 9003 the Solid Waste Management
and R.A. 10068, the Organic Agriculture Act of the Philippines.
Further, the following expected outputs of the project are described specifically:
1. Established vermi-composting facilities
2. Vermi compost fertilizer production of approximately 120 bags per year.
3. The TLE students shall have practice the technology and transfer skills to their farmer-
parents.
4. “Gulayan sa Paaralan” production as show case in the school and the community people.
5. Recycle the vast biodegradable materials in school into a vermi fertilizer.
6. Targeted area in the school for the “Gulayan sa Paaralan” of not less than one Thousand
(1000) square meters.

VIII. BENEFICIARIES/ RECEPIENTS
The direct beneficiaries of the project are the students of Minapan High School,
especially those under the Minapan High School-Technology and Livelihood Education (TLE)
and the members of the TLE Club, the benefits are through the project transfer of technology and
income in terms of dividends or share. Thus, the school through the TLE as the project
management shall return the 70% of the net income to the beneficiaries as mentioned. ;
The secondary beneficiaries are the parent-farmers of the students currently enrolled in
the school and the other interested farmers in the community who are willing to adopt the
organic farming technology and interested to practice and use vermi-fertilizer in their respective
farm. They will benefit through the access of the technology transfer and the affordable organic
inputs.

X. ECONOMIC BENEFITS IMPACT
The establishment of this facility will sure bring significant benefits to the students,
School and the parent-farmers in the immediate community. The Students will avail of such
capacities, skills and knowledge through the transfer of technology, helpful in their day-to-day
life application through their parent-farmers.
The vermin-fertilizer production will be primarily use and applied in the School ‘Gulayan
sa Paaralan” project, hence, quality, organic vegetable crops will be produced and can be sold in
the market or directly to the consumers. Aside from these economic benefits. This vegetable
product will greatly contribute to the nutritional needs of the students, as a support also to the
Government Nutrition Month celebration 2013 theme. “Gutom at Malnutrisyon, Samasama
Nating Wakasan.
The economic benefits go hand in hand with the reduced usage of the inorganic inputs
and practice of eco-friendly approach in minimizing it not to eradicate school waste materials
and conserving the school mini forest.
XI. PROJECT SUSTAINABILITY
This project will serve as a demonstration and showcase on how the process in the
production of vermicompost, producing a quality organic fertilizer, an alternative to the costly
and environmentally hazard chemical or inorganic inputs. The methodology and technology of
the project will be transferred to the students through the Technology and the Livelihood
Education (TLE) hands-on instruction and special trainings that maybe conducted through the
Department of Agriculture (DA) and other institutions advocating the technology of the said
project.
The project as a showcase of demonstration facility may cater the need to facilitate
trainings to parent-farmers in the immediate community of service. The vermi-compost and
organic fertilizer production will spread out from the school to the nearby communities that are
generally engaged in crop farming, the skills and knowledge of the students and their trained
parent-farmers, who then adopted the technology, may be able to produce their own vermicast
and vermin fertilizer that can be readily uses in their respective farms.
XII. PROJECT MANAGEMENT
The project will be engaged directly through the Technology and Livelihood Education
(TLE) teachers, which will be under the direct supervision of the School Head. The (TLE)
Student, especially the TLE Club Officers, will be considered the direct arm in the project
operation. The teacher may handle the administrative work in the early stage of the project.
The TLE in-charge in consultation of the TLE Teachers, assign/ appoint permanent
project caretaker and laborer who will work for the operation of the project, to designed jobs as
the needs arise, such as the cashier and the bookkeeper to administer the financial transactions.
Any decision and action on this matter shall be subject to the review and approval of the School
Head.
XIII. PROJECT MONITORING AND EVALUATION
The TLE In-charge or the assigned TLE Teachers will accomplish regular report to the
School Head regarding the progress of the operation, accompanied by the financial indicators
stating the inventories, sales and product distribution.
On the other hand, the Project Staff together with the personnel may make quarterly
assessment from the Department of Agriculture, who will be invited to do regular inspection to
the project with project documentation.

PROJECT BACKGROUND AND RATIONALE Environment degradation is a major threat confronting the mother earth today and the rampant use of chemical fertilizer contributes largely to the deterioration of the environment through the depletion of fossil fuels, generation of the Carbon Dioxide (CO2) and the contamination of water resources. It leads to loss of soil fertility due to unbalanced use of fertilizers that has adversely impacted agricultural productivity and causes soil degradation.
  • 4. Meanwhile, the mother Earth is the world we live in. It is changing and evolving in terms of science and technology. Modern technologies improve the properties of materials. It is expanding its horizon and the end product is beneficial and essential to the life of the people especially in medicine, inventions, industries, agriculture and others. The nature has its own cycle. It is disturbed sometimes by natural causes like typhoons and earthquakes but the other cause is human activities. The things made and done are not all helpful to the environment. The production of non-biodegradable materials, burning fuels, pollution, slash and burn farming (kaingin system), and the deforestation are some of the human activities that greatly cause damage to our eco-system. Basing on the report of the Philippine Daily Inquirer (2013), the United Nations’ World Food Program (WFP) admitted that it was maintaining a tight watch over the Philippines as the country had become the third most disaster-prone country among the 173 countries. It had been monitoring for possible disasters. It is because the Philippines is located in the tropical region which is warm and humid. It is situated in the western part of the Pacific Ocean and of that we are frequently visited by many typhoons that are becoming stronger and fiercer every year caused by climate change. Climate change made happen by combined human activities and the effect is so alarming. It caused abnormal rise of temperature in the environment and it needs to be addressed immediately. Tulunan, Cotabato is not exempted from the effect of climate change due to global warming. Barangay Minapan, especially Minapan High School, experienced the effect of it. It was flooded many times from the early start of June. The three rivers surrounding the school pose a great deal of harm to the school and the community. Denuded mountainous areas increased the rapid flow of water. More so; cellophanes, human and animal wastes, and garbage thrown into the rivers escalated the effect. The government never fails us as it strengthens to focus their attention to the impending tragedy. According to Makabayan Student Herald (2010), the Philippine government is also concerned of the environment, that is why President Gloria Macapagal-Arroyo signed the Republic Act 9729 in which the government will make policies for a strong national Framework Strategy and Programs for climate change. This program helps, monitors, assesses, and suits the effects of it to our country. President Aquino also newly signed the Republic Act (RA) 10587 or the environmental planning law that mandates the professionals who practice environmental planning to undergo a
  • 5. licensure examination that is supervised by the newly-created Professional Regulatory Board of Environmental Planning. In answer to R.A. 9729 and R.A. 10587, the local government unit (LGU) of Tulunan with R.A. 7160 or the Local Government Code and the R.A. 9003 or Ecological Solid Waste Management Act, the barangay, and Minapan HS work hand-in-hand to come up with the better and sustainable answer. The school has initiated best practices to reduce the effect of climate change. The best practices of the school to segregate biodegradable, non- biodegradable, and recyclable materials; greening program; garden in the school; parents and community involvement in backyard gardening with more than five vegetables planted in TLE subject; tree planting program; planting of malunggay trees in the school; cleanliness and orderliness of the school ground are some of the actions taken to respond to the call of our environment. It is to further contribute in easing the said condition, although in little way this mandate of the National Government, the municipality of Tulunan and even the Minapan High School are also mandated to prepare an organic program as embodied in the RA 10068, known as the Organic Agriculture Act of the Philippines. In particular, the thrust of the government is into organic farming through the usage of organic fertilizer to lower the cost of synthetic inputs, the LGU through the Municipal Agriculture Office and the Department of Education (DepEd) through the respective School Technology and Livelihood Education (TLE) department shall have the prerogative to initiate the establishment of the School Vermi-Composting Facility. As an avenue of transferring technology, it is important that the students whose parents are mostly farmers may be able to see actual practice to assess the technology. Minapan High School has been advocating environment friendly activities by conserving the school mini-forest, planting forest trees, fruits and initiating waste management program through proper segregation. The SCHOOL claimed as a place conducive for learning with plenty of bio-degradable organic material that can be process into fertilizer. In the locality, we know very much that the Local Government of Tulunan and Kamanepla MPC engaged in activities such as Vermi-Culture Production Project in the Municipality. The Minapan High School would like to officially initiate this project to primarily enhance the Gulayan sa Paaralan Project to support the Nutritional and Economic needs of the students especially those who experience food Nutrition deficiency and other necessities in going to school in order to reduce if not to eradicate the Students at Risk of Dropping Out (SARDO’s) because of poverty. Secondarily, the project may extend to the farmers in the immediate
  • 6. community by selling the organic fertilizer products as an alternative to the affected low crop production due to high cost of farm inputs, such as chemical fertilizer and pesticide. The said SCHOOL activities through its Technology and Livelihood Education (TLE) aimed to lessen the burden of the high cost of chemical inputs through the introduction of organic gardening and the use of organic fertilizer produced by the vermi-culture project. In view of the foregoing, the Minapan High School signifies its great intention to avail of the Biological Fertilizer (Vermi-culture Composting Facility) Plant Prototype C from your good office, hopefully to enhance the School Gulayan sa Paaralan and bring changes that would help improve the nutritional, economic and social well-being of our students. The vermi-compost is an excellent soil conditioner, enhancer and bioactive fertilizer for the school organic gardening (Gulayan sa Paaralan) and farming in the immediate community as a whole. Vermi-composting turns “waste” organic materials, such as the huge school school debris, food residuals and other bio-degradable materials, into a valuable product (vermi- compost) that enhances soil by increasing its porosity, water-holding capacity, texture and reduces erosion. Vermi-compost also helps vegetable plants and other crops grow bigger, increase crop yield, and decreases plant diseases and pest attacks. The proposed project is vermi-composting facilities to cater the increasing needs of recycling school bio-degradable waste products, production of quality organic fertilizer for demonstration, “Gulayan sa Paaralan” and farm use. III. THE PROJECT PROPONENT The Technology and Livelihood Education (TLE) is among the subject areas in the Department of Education (DepEd) Secondary Academic Curriculum. The School TLE department shall spearhead the implementation of the project: Minapan High School BIOLOGICAL FERTILIZER (VERMICULTURE) PROTOTYPE C through the TLE teachers, headed by Mr. Juanito M. Albarico. Mr. Juanito M. Albarico, the project proponent is presently teaching in Minapan High School handling subjects under Technology and Livelihood Education (TLE) from grade 7-8 and third year to fourth year, based on agriculture. He has been assigned as the School TLE Head since SY 2011-2012 up to the present.
  • 7. He graduated with the degree of Bachelor of Science in Agricultural Engineering (BSAE) in the University of Southern Mindanao, Kabacan, Cotabao in 1988. After his graduation he was able to work in the different Social Development Agencies in various capabilities as head, to wit: Agricultural Assistance Services (AAS); Cooperative Development Officer; and Demonstration Farm on Organic Agriculture. He attended trainings and seminars related to agriculture, to mention some: Para-Agriculturist Training in the University of the Philippines-Los Baňos, Laguna (UPLB) sponsored by the “Appropriate Technology Center for Rural Development” (ATCRD) and the host university; and “Rural Based Training Course on Soil Technical Aspect and Integrated Pest Management” sponsored by the Department of Agriculture (DA) and the Non-Government Organization (NGO’s) of Cotabato Province. Aside from his current function as regular permanent secondary teacher of the Department of Education (DepEd), he is also presently affiliated with Kamanepla Multi-Purpose Cooperative (KMPC) based in Tulunan, Cotabato. He is an active officer being the Vice Chairman of the Cooperative. The said Cooperative has a strong advocacy in Organic Agriculture and Sustainable Farming System which is environment friendly and an effort to combat “climate change”. The said cooperative has a thrust of the Department of Agriculture Regional Office 12 as evident of the significant on-going projects in grant, such as the, Flatbed Dryer worth P670, 000.00 and the Multi-Pass Ricemilling System for FAs worth P4,000,000.00 and the present project requested on BIOLOGICAL FERTILIZER (VERMICULTURE) PROTOTYPE A. The Coop Chairman in the person of Mr. Cesar Gran and Manager Mr. Jorge Mondia, have supported Minapan High School related undertakings including this proposed School BIOLOGICAL FERTILIZER (VERMICULTURE) PROTOTYPE C. It is the desire of the project proponent, TLE and school as a whole that this project will be realized soon to offer real life alternatives in providing response to the ever increasing waste products and materials in the school, in the barangay and the adjacent communities. Give solution to the problem and provide advocacy and technology, primarily to the students and secondarily to the parents in the community to produce vermiculture-fertilizer for vegetable and crop farming purposes, hence increase production of quality and healthy agricultural crops for the family and profit.
  • 8. IV. THE BARANGAY AND SCHOOL DESCRIPTION Barangay Minapan is situated at the Southeastern part of Tulunan, Cotabato, about seven (7) kilometers from the town center. The strong desire of the residents in the area to access higher education for their children after completing elementary in Minapan and adjacent Barangay, was realized when Minapan High School was reopened last June 2005 with sixteen (16) strong and dedicated: Magtutudlo sa Barangay” teachers and one school administrator. Minapan Integrated School was administered with common school head to maintain and implement DepED programs in both elementary and High School for more than three (3) years period, then followed by two Teacher-In-charges, all with commendable and satisfactory performances. It is highly considered the close and strong support of the different stakeholders, ranging from the parents and community, DepED, Barangay Council, Municipal LGU, Provincial LGU, USM and others. Various school facilities such as school buildings, Science Laboratory, books, computers, home economics and industrial art tools and facilities, teacher’s development seminars and training were granted to the school. The school site for the setting up of High School facilities has been strongly supported by the Head Teacher of Minapan Elementary School and their PTA officers, which was in fact gained an approval by the former Schools Division Superintendent GLORIA M. MUDANZA, CESO V, to be in the same site of Minapan Elementary School. The early period of the High School operation has proven to be successful and beneficial to the students and parents as well because Three Hundred Eighty One (381) students were enrolled in June 2005 offering complete secondary curriculum year. The previous experience of parents sending their sons and daughters to the next nearest high school was too costly and expensive. The enrolment population for School Year 2006-2007 of four hundred ninety nine (499) students and four hundred ninety five (495) students for School Year 2010-2011 are great accomplishments and have indicated strong support and trust of the parents and the community within and the adjacent barangays.
  • 9. Presently, this SY 2013-2014, the school population is 464 students, with 18 regular teachers and 1 school head. The school campus area is 1.5 hectares, with fully-grown Mahogany and rubber trees planted to middle section. V. OBJECTIVES General Objectives: As a social responsibility and line with the Enhanced K to 12 Basic Education Program of the Department of Education (DepEd), the Minapan High School through the Technology and Livelihood Education (TLE) aim to engage in the production of vermi-fertilizer to respond in the organic program of the government which technology shall be practice and transferred to the students and the parents, which shall become a regular economic activity and as a component program of the school on its climate change adaptation and mitigation. This project Biological Fertilizer (Vermi-culture Composting Facility) Plant Prototype C shall be established in Minapan High School which will cater to the following: 1. To Production of quality vermi-organic fertilizer for the use of the “Gulayan sa Paaralan”. 2. Technology Transfer to the Student as source of other income for the family; 3. Recycle the vast biodegradable materials in school into vermi-fertilizer as Income Generating Project (IGP); 4. Extend surplus vermi-fertilizer production to farmers in the immediate Community at reasonable prize. VI. EXPECTED OUTPUT After the project is completed and become operational, the project will develop the entrepreneurial capabilities of the students and cause the increase of family income while learning and practicing the transferred skills and inculcate the importance of organic agriculture to preserve, conserve the local environment, bio-diversity and human life.
  • 10. The project shall help to the implementation of R.A. 9003 the Solid Waste Management and R.A. 10068, the Organic Agriculture Act of the Philippines. Further, the following expected outputs of the project are described specifically: 1. Established vermi-composting facilities 2. Vermi compost fertilizer production of approximately 120 bags per year. 3. The TLE students shall have practice the technology and transfer skills to their farmer- parents. 4. “Gulayan sa Paaralan” production as show case in the school and the community people. 5. Recycle the vast biodegradable materials in school into a vermi fertilizer. 6. Targeted area in the school for the “Gulayan sa Paaralan” of not less than one Thousand (1000) square meters. VII. The direct beneficiaries of the project are the students of Minapan High School, especially those under the Minapan High School-Technology and Livelihood Education (TLE) and the members of the TLE Club, the benefits are through the project transfer of technology and income in terms of dividends or share. Thus, the school through the TLE as the project management shall return the 70% of the net income to the beneficiaries as mentioned. ; The secondary beneficiaries are the parent-farmers of the students currently enrolled in the school and the other interested farmers in the community who are willing to adopt the organic farming technology and interested to practice and use vermi-fertilizer in their respective farm. They will benefit through the access of the technology transfer and the affordable organic inputs. VIII. The vermin-fertilizer production will be primarily use and applied in the School ‘Gulayan sa Paaralan” project, hence, quality, organic vegetable crops will be produced and can be sold in the market or directly to the consumers. Aside from these economic benefits. This vegetable product will greatly contribute to the nutritional needs of the students, as a support also to the Government Nutrition Month celebration 2013 theme. “Gutom at Malnutrisyon, Samasama Nating Wakasan. The economic benefits go hand in hand with the reduced usage of the inorganic inputs and practice of eco-friendly approach in minimizing it not to eradicate school waste materials and conserving the school mini forest.

PROJECT SUSTAINABILITY This project will serve as a demonstration and showcase on how the process in the production of vermicompost, producing a quality organic fertilizer, an alternative to the costly and environmentally hazard chemical or inorganic inputs. The methodology and technology of the project will be transferred to the students through the Technology and the Livelihood Education (TLE) hands-on instruction and special trainings that maybe conducted through the Department of Agriculture (DA) and other institutions advocating the technology of the said project. The project as a showcase of demonstration facility may cater the need to facilitate trainings to parent-farmers in the immediate community of service. The vermi-compost and organic fertilizer production will spread out from the school to the nearby communities that are generally engaged in crop farming, the skills and knowledge of the students and their trained parent-farmers, who then adopted the technology, may be able to produce their own vermicast and vermin fertilizer that can be readily uses in their respective farms. XII. PROJECT MANAGEMENT The project will be engaged directly through the Technology and Livelihood Education (TLE) teachers, which will be under the direct supervision of the School Head. The (TLE) Student, especially the TLE Club Officers, will be considered the direct arm in the project operation. The teacher may handle the administrative work in the early stage of the project. The TLE in-charge in consultation of the TLE Teachers, assign/ appoint permanent project caretaker and laborer who will work for the operation of the project, to designed jobs as the needs arise, such as the cashier and the bookkeeper to administer the financial transactions. Any decision and action on this matter shall be subject to the review and approval of the School Head.

PROJECT MONITORING AND EVALUATION The TLE In-charge or the assigned TLE Teachers will accomplish regular report to the School Head regarding the progress of the operation, accompanied by the financial indicators stating the inventories, sales and product distribution. On the other hand, the Project Staff together with the personnel may make quarterly assessment from the Department of Agriculture, who will be invited to do regular inspection to the project with project documentation.
