The KP Civil Society Coalition Standards and Guidelines
The tripartite spirit of the Kimberley Process (KP) is the foundation of its success. The contribution
of the Civil Society (the Coalition) is critical towards building a strong democratic platform for
supporting and deepening the KP. The KP gains in strength and effectiveness from an engaged
and organized civil society.
This document is intended to help the Coalition members continue to play a key role in the KP
through the enhancement of the involvement of its members, while encouraging a wider and
stronger coalition.
I. Standards and Guidelines for KP Civil Society Coalition Members
The Civil Society Coalition members participate in the KP and KPCS as one Observer. As such, all
members of the Coalition speak with one unified voice.
Observers and Participants follow the KP rules in terms of their participation in all KP activities
including the conditions on the use of internal KP information which must remain confidential. Only
KP information already in the public domain should be used or circulated to external actors (e.g.
final communiqué of any KP meetings and as posted on the public KP website forum). Please refer
to Section VI, paragraphs 15 and 16 of the KPCS core document (available on the KP public
website), along with Annex II, point 7 of the Administrative Decision on Peer Review – ADPR for
more information.
II. KP Civil Society Coalition Membership core values
Members of the Coalition are guided by the following core values:
1. Educate yourself and staff on the requirements of compliance with all elements of the
KPCS;
2. Ensure that your country’s NGO community and national governments understand and
implement the KPCS;
3. Support the mission of the KP Civil Society Coalition through engagement and
implementation of its decisions.
4. Demonstrate political and editorial independence in its work.
III. Criteria for NGO Participation in the KP Civil Society Coalition
An organization should have:
1. A track record of work activity relating to diamonds or natural resource governance;
2. A good reputation in its country’s NGO community;
3. An interest in the Kimberley Process and its work to halt and prevent conflict diamonds,
internationally and in their own country;
4. A willingness and ability to attend KP intersessional and plenary meetings;
5. A willingness and ability to serve on KP working groups;
6. Independence from its country’s government or private sector. Such independence shall be
determined by members of the Civil Society Coalition.
Applications for membership shall be made in writing and addressed to the coordinating secretariat
of the Coalition. An application from an NGO to join the Coalition shall be determined by a simple
no-objection arrangement. Current coalition members shall approve the participation of the
applying organization by consensus.

IV. Termination of Membership
Membership in the Coalition is terminated when:
1. the member organization is liquidated and dissolved;
2. the member organization acts contrary to the Coalition’s core values;
3. any member may withdraw from the Coalition by delivering to the coalition a written
resignation.
V. Working Methods
All Coalition activities are guided by a steering committee comprising three representatives
from Coalition members. The steering committee shall be elected for a non-renewable term of
one year, with the exception of Partnership Africa Canada (PAC) who coordinates the
secretariat.
The duties of the steering committee are:
1. Oversee the activities of the coalition;
2. Schedule and call meetings of the coalition.
Non-advocacy organizations, such as IPIS Research, may restrict their membership
participation in the Coalition to the provision of advice, research and capacity enhancement in
support of Coalition activities.
VI. Participation in the KP and its Working Groups
Coalition members need to fulfill the following minimum requirements:
1. Commitment to participate in specific Working Group (WG) activities throughout the year
and according to an agreed attribution within the Coalition;
2. Availability and ability to attend all the related Working Group calls consistently, and
Coalition members part of KP Working Groups are highly encouraged to take steps for the
following:
Inform other members of all scheduled WG teleconferences along with the
dissemination of the information provided by the chair prior to the teleconference.
Distribute the minutes or summary notes once the chair of the specific WG has
made them available, with possible comments from the Coalition member and to
encourage feedback from other members.
VII. Participation at KP meetings
All Coalition members are encouraged to participate at the KP Intersessional and Plenary
meetings as the funds permit. All coalition members attending KP Intersessional and Plenary
meetings are to participate in:
The teleconference/skype call prior to the KP Intersessional and Plenary meetings
where members will discuss the Coalition agenda for that particular meeting along
with the briefings provided in advance;

A strategy meeting to take place at least one day prior to the beginning of the KP
meetings and where the plan of action for the specified KP meeting will be
finalized;
The preparatory meetings each morning and any subsequent meetings throughout
the KP proceedings;
All general sessions and assigned working groups meetings.
VIII. Standards for KP Review Visits and Missions
In accordance with the KP tripartite nature, there should be one member of the Coalition on
each review visit and mission, where funds permit. In an effort to ensure that the selected
representative is well prepared for the visit, the following steps have been developed:
Once an individual has confirmed his or her participation in such review, PAC will
facilitate the introduction to the rest of the KP review team. From that point on, it is
the responsibility of the individual to communicate with the KP team leader and
other members of the team to help finalize the details of the review (content and
logistics).
The civil society review team member will need to coordinate with other Coalition
members to ensure all the necessary documents and information are available
(e.g. past review visit and annual reports, statistical analysis, national CSOs to
liaise with in order to organize a meeting with the review team, etc.).
Participate in the drafting of the report and represent the Coalition in all KP tele-
conferences, meetings and discussions related to the review visit/mission.
In the case when a review visit needs two civil society representatives, such visits
will be used to train and strengthen the capacity of the Coalition. Particular
consideration will also be given to having members with regional ties to the
Participant under review represent the Coalition. This will be conditional to the
availability of funds.
IX. Implementation of the KPCS at the local and national level.
Coalition members are encouraged to provide the other members with updates relating to
monitoring activities in their country, particularly ahead of the KP Intersessional and
Plenary meetings. In order to undertake effective monitoring of KPCS implementation, it
will be helpful to be familiar with the following:
The administrative structure of authorities responsible for KPCS implementation in
the country;
The laws governing KPCS implementation and other relevant information relating
to the KP at a national level;
The internal controls established in the country from mining site to point of export
(including buying offices and valuation offices);

Historical or emerging issues relating to artisanal mining, internal trade, or cross-
border relations that are relevant to the KP;
Legislative and policy decisions that have significance to KP compliance;
Commentaries on the issues of compliance and the national political landscape
related to diamonds;
