Particularly desk research was conducted
Secretariat instruction for present office procedures was
consulted
Field work involved visiting Libraries in different ministries and
Divisions
Reflects 31 years of practical experience in providing different
types of information services in Economic Relations Division
Analyzed other relevant public offices in Bangladesh
RTI implementation observed for last 5 years While it was
introduced 7 years back
Opinions from veteran library and information professionals
were collected in person
Related literature were consulted

Research findings (1)
Use of Information is not in time retrieval base due to Lack
of Knowledge Hub/central Information Resources Centre .
Right to information Act-2009 can be more effective
through a professionally handled information system.
Systematic arrangement of knowledge and information can
be made available for information retrieval in time to
accelerate desired decision making process and meet RTI
Information in time certainly safes money and time which
is absent in present information management activities.
An enormous flow of information resources to public
organizations need to process technically for easy , fast and
in time retrieval and to avoid wastage of money
7. Research findings-2
Knowledge Hub is an indispensible unit to be established to
hastening development activities
Development activities, e.g. Development project formulation, strategic
planning, Budget support for national budget are being done regularly
but information resources have to be collected manually in
disorganized manner that costs much buys time
Lack of subject wise information database consumes much time to
reach an information resource that also costs much.
To reduce uncertainty policy making process deserves an Information
Resource Centre or Knowledge Hub
Using knowledge Hub central sharing information resources can have
an organized shape to make an information system compatible.
Information professionals in public policy making offices have no
uniform staff pattern for building cumulative information resource
management

Conclusion
Every policy making office (Ministry/Division) must have a well
established Information Resource Centre-IRC, as knowledge Hub (
Library/ Documentation centre) as proposed.
All types of Publications should be received by the IRC direct from
generating sources and RTI compliance authentication control by a set
order .
Modern equipment and internet connectivity with suitable office
environment internationally standard information system and services
.
Each IRC must have a information/ library professional chief at high
position scale next to pay scale grade –I/immediate next scale to the
head modifying work pattern.
Other professional and non-professional staffs with logical hierarchy
compliance with mother organization.
Required separate budget proposed for IRC including local and foreign
training facilities
