1. This petition is filed with following prayers :
“ a. issue a writ, order or direction in the nature of
mandamus, or any other appropriate writ, order or
direction for a court appointed and court monitored
special investigation team comprising police officers
with a demonstrably impeccable record of professional
integrity, honesty and efficiency, to carry out time
bound investigation into the death of the petitioner's
grandson Navreet Singh;
b. issue a writ, order or direction in the nature of
mandamus, or any other appropriate writ, order or
direction to the court appointed sit to file periodic
status reports before this hon'ble court in order to
ensure a time bound court monitored investigation;”
2. This petition is filed by the grandfather of deceased Navreet Singh, a
young boy 25 years old, who died an untimely death on 26.01.2021 while
participating in the farmers’ protest in New Delhi. The petitioner herein

2. seeks enforcement of the petitioner’s right to fair investigation and justice,
as well as right to know the truth about his grandson’s death. It is submitted
though the police claimed deceased, Navreet Singh died an accidental death
but he died with a bullet injury at his head. It is submitted there are two eye
witnesses namely Harmanjeet Singh and Balvinder Singh who were
accompanying the deceased, who allege the deceased died of bullet injury
and she further agitated injuries no. 1 to 4 as stated in post martem report
could only be caused by bullet and not by an accident.
3. She submits there are many CCTV cameras installed near or at the
place of incident, especially at Andhra Education Society and though the
DVRs of such CCTV cameras have been seized by the Delhi Police but its
footages have not been shared. She also filed applications for sharing such
DVRs as also providing copy of FIR No.67; of X-ray report and of Video
coverage of post martem.
4. The learned standing counsel for the State appears on advance notice
submits on instruction from Insp.Ram Manohar, Crime Branch, that the
Delhi Police shall have no hesitation in sharing whatever
information/documents/electronic evidence they have collected till date but
he need to take specific instructions in this regard and would file a status
report.
5. He further submits FIR No.19/2021 has also been registered at PS
I.P.Estate in the present matter. As sought, status report be filed prior to the
next date of hearing with an advance copy to the learned counsel for the
petitioner and be placed on record as well. It is also submitted by the learned
standing counsel that documents/electronic evidence, if not preserved, shall
be preserved, in case is required to be shown and shared at relevant stages.
