3. OBJECTIVES
• Integrate the physically and mentally
handicapped children with the general
community as equal partners so that
their growth would be normal and could
face life with courage and confidence.
• Those children whose needs could not
be met in regular schools were to be
enrolled in special schools.

• Children who were already in special
schools could be integrated into regular
schools as soon as they acquired
reasonable levels of daily living,
communication and basic academic skills.
• Restructure primary teacher training
programmes to prepare teachers to deal
with the special difficulties of children
with special disabilities.

6. NPE created a positive paradigm shift in teachers,
non disabled children and the community as a
whole.
7. Programs did have problems……
• Heavily dependent on NGOs for
smooth running.
• Each teacher is allocated atleast three
schools , so they spend very little time
with the students.
• Problem with infra structure
8. • No. of IRTs are also lesser than what is
required to teach students with disabilities.
• In some schools Govt. teachers themselves
were handling the children but they have
undergone training for only 42 days as
compared to the year long course IRT has to
undergo ,which means that the ability to
teach children with special needs is
questionable.
9. SARVA SHIKSHA ABHIYAN
• For achievement of universalisation of
elementary education(UEE) in a time bound
manner.
• Free and compulsory education to the
children of 6-14 years-Fundamental right
• Started in 2001-02
10. SSA FOR CWSN
• 8 years of elementary schooling for all children
including children with disabilities in the age
group of 6-14 years.
• Children with disabilities in the age group of 15-
18 years are provided free education under
Integrated Education for Disabled Children(IEDC)
scheme.
• Ensures that every child with special needs,
irrespective of the kind, category and degree of
disability , is provided meaningful and quality
education.

having special needs should be deprived of
the right to education and taught in an envt.
