foodservice operators needed to pay attention to courteous service, increased knowledge about food as well as neat appearance. Law & Hui
(2004) found that waiting time was an area of service that could potentially increase the number of return visits during peak hours while also having a
significant impact on customer satisfaction in all time periods.
Price has been shown to affect not only a customer's ability to buy a product or service, but also the customer's expectations of what they are buying
which in turn affects customer satisfaction. Early research by Monroe (1989) suggests that consumers feel that price is an indicator of quality, which
has the power to attract or repel customers. Customers typically have an internal reference price – that is, a price in the buyer's mind that serves as a

Statement of Need or Problem to be Addressed The most recent survey of homeless individuals conducted January 29, 2014 revealed 958 homeless
adults with no dependants, 70 of which were completely unsheltered, and an additional 130 homeless adults who also had dependent children with
them. 208 of these homeless adults are chronically homeless (HUD's 2014 Continuum of Care Homeless Assistance Programs, Populations, and
Subpopulations, 2014).Wayside Christian Mission reaches approximately 7,000 homeless individuals annually (Wayside Christian Mission, 2007). In
the Journal of General Internal Medicine, a majority of homeless individuals surveyed stated that they felt discriminated against or that they received
lesser care because of their poverty or homelessness (Wen, Hudak, & Hwang, 2007). Homeless and impoverished individuals suffer from high
rates of depression, psychiatric illness, alcohol and or substance abuse, HIV/AIDS, TB, Trauma, preterm birth, COPD, low birth weight,
musculoskeletal problems, decreased access to care, foot problems, malnutrition, and high Emergency Room utilization (Stanhope & Lancaster,
2014). Not only do homeless persons have a high rate of illness, but they are also less able to appropriately treat health problems. Many homeless
individuals have limited access to care, cannot afford medications or nutritious food, and may have difficulty with managing a strict

We would propose a railway maintenance levy from the oil companies to assist in the restoration of the Railways. This would benefit our road network
by reducing traffic and over loading.
An improved railway system would increase trade within the East Africa region resulting in job preservation and increased government revenue.
3. Protection Of The Environment
In order to halt the chronic deforestation being experienced in the country (Kenya has only 1.7% forest cover and a country requires a minimum of
10% to be able to sustain its environment) Dalbit would like to see duty on Kerosene drastically reduced in order to encourage its use instead of
charcoal.

I request that you accept my topic for the Writing 465 final project. Hopefully, I will be able to use this project to help alleviate the current parking
problem at Winthrop University. Jack Allen, from Campus Police, and Walter Hardin, Associate Vice President for Facilities Management, have shown
interest in my project.
BACKGROUND
Winthrop University is a small public school with an enrollment of 5,065 undergraduate students (Fall 2002). Although there is a wonderful parking

After years more of complaining, they decided to add a parking garage to their campus. Although this garage eliminated 200 spaces, it added 613. The
price of this garage was $5.5 million. Arkansas State used the parking deck, as well as the reserved parking system to help alleviate their situation.
Many other campuses utilize the same systems, such as: University of Cincinnati, University of Iowa, University of Louisville, University of
Pittsburgh, University of South Florida, University of Tennessee, University of Wisconsin, and many more.
There are currently only a handful of reserved spaces on campus, and the ground has yet to be broken for the construction of the parking deck. In
fact, Winthrop University does not even have all the funds needed to build this parking deck. When I approached Jack Allen, of Campus Police, with
my idea of reserved parking spaces, he told me that he thought it was a good idea. Walter Hardin, when given the same idea, seemed to think that the
reserved parking system would not realistically work out but was open to the proposal.
PROPOSED PROJECT
I am planning to find the funding needed to establish reserved parking at Winthrop University through Campus Police and the current traffic and
parking system. Hopefully, Winthrop University and Campus Police will recognize the need and responsibility to fund these reserved parking spaces.
