2. INFORMATION SOCIETY
• On the eve of the 21st century, the Information
Society (IS) creates a new environment and new
opportunities for growth, prosperity and quality
of life.
• At the same time it creates a new, knowledge-
based economy and it upgrades the role of the
human resources. In order to promote IS in
Greece in a cohesive and comprehensive fashion,
a special Operational Program for IS (OPIS) has
been formed within the scope of the 3rd CSF.
The OPIS is innovative and horizontal in nature,
crossing different government services.
3. Strategic Objectives
• OPIS is the main level for implementing an
overall national strategy leading to the
Information Society. Major institutional actions
are being implemented in parallel with
supplementary measures under the operational
programme.
• In its progress toward the IS, Greece faces a
series of challenges. In order for the country to
be able to benefit from developments, it should
capitalize on new developments, and release
certain weaknesses that prevent investment and
the creation.
4. Strategy for the Information Society
Strategy is based on a number of fundamental
principles:
• Innovation and entrepreneurship: The IS is
developing on the basis of market mechanisms
and the regulatory framework must facilitate
new business initiatives and innovation.
• Democracy and personal freedoms: The IS must
extend the democratic process and protect
citizens’ rights.
• Equal opportunities and social cohesion: The IS
must provide all citizens with access to the
opportunities, knowledge and markets made
available by the new technologies.
5. Two general strategic objectives
The first general objective falls under the
heading of “Citizens and quality of life”
• This relates to improvement in the quality of life
for the average citizen by actions in a range of
critical sectors such as public administration,
health, transport and the environment.
• Intervention in these sectors is improve the
services offered through integrated information
and communications systems as well as through
the provision of Services in Public
Administration, in real time.
6. The second objective falls under the
heading of “Economic Development
and Human Resources”
• This relates to the creation of conditions appropriate
for supporting a process of economic and social
development in which technology and knowledge
are the main instruments for increasing productivity
and competitiveness, incomes, employment and the
skills of the labour force.
• It includes developing telecommunications
infrastructure, supporting economic mechanisms
and employment by making the most of new
technologies, creating an education and training
system adapted to the needs of the 21st century, and
promoting Greek culture.
7. Specific Objectives
In order to achieve its two general objectives
OPIS has set a series of specific objectives or
priorities.
These are as follows:
Action line 1 – Education and Culture, Action
line 2 – Citizens and Quality of Life, Action line
3 - The Digital Economy and
Employment, Action line 4 – Communications
and Action line 5 - Technical Assistance.
8. SCOPE
• The Information Society becomes a part of your
everyday life. It is about new skills, new services,
modern technologies which you use on a daily
basis to make your life more comfortable, more
productive and richer in knowledge and
experience.
• New technologies in more or less visible manner
change the way we live, we work, we have fun,
we learn and communicate. Information Society
utilizes technology to offer you more.
