These twoprojects totaled $24,000,000 in military constructionand the projectdelivery teams
had only six weeks to take these projects to inception to award before the fiscalyear. Both
teams succeeded.
Designedandbuiltthe Warriors in Transition campusatFt. Hood, TX. The projectincluded
one barracks building, twocompany operations facilities,one battalion headquarters, as soldier
assistance center, and appurtenant site development work. The original site development plan
was infeasible due to a floodway. The team had to develop a completely new plan without
extending the project schedule. The site was on the side of a steep hill and required relocation
of multiple major utilities.
Plannedoneofthe militaryfuels programs fortheArmyand AirForce. Their fuels group
was losing controlof their project execution due to staffing shortfalls and disorder. This loss of
controlled to unintended, expensive changes and disappointed customers. I worked with their
team, drew out their goals, specified their limitations and boundaries, and wrotea program
manage plan to deliver what was necessary while maintaining control.
Wrote qualitycontrol checklistsforminimumantiterrorismstandardsandanti-ram
vehiclebarriers forthe Army Corps of Engineers. Before these checklists, each engineer in the
Corps evaluating designs using their ownapproach. The checklists coversdesign analyses,
construction plans, constructionspecifications, and engineering considerations forthe field
officepersonnel. This checklist is based on a thorough study of the standards, experience of
other engineers, and every error discovered.
