Having more than 36 years of overall working experience (nearly 32+ years in Indianoil Corporation Ltd), a
leading Fortune 500 company of India. Major area of work experience includes, Project Management,
Materials Management, Contracts Management, Project Planning & Control, Production Planning & Control,
Logistics, Freight Forwarding, Liaison functions etc. Spearheaded as Executive Director and managed
Engineering, Procurement, Contracts etc of US $ 6 Billion grass root Refinery of 15 MMTPA capacity on
Eastern Coast of India, largest ever project of Indian Oil Corporation Ltd.

Last assignment with IOCL was construction and commissioning of 15 MMTPA capacity Oil Refinery at
Eastern Coast of India. A US$ 6 Billion project, largest ever by Indian Oil. Responsible for Design, Engineering,
Procurement, Contracts, Planning & Monitoring of the refinery project. Remained actively involved with the
consultants for procurement, engineering & design activities including FEED corrections necessitated due to
change in refinery configuration, 3D model reviews etc. for finalisation of design parameters. Also remained
actively associated in the process of devising tenders and award of BOO contaract for Hydrozen unit, BOOT
contracts for water line coming for a distance of 100 KM form Mahanadi in Odisha and tankages for storage
and distribution of intermediate and finished products. The BOO and BOOT contracts are pioneering in any

3. grass root refinery in India. Coordinated with consultants, engineers at Hq and at site and also with the
Managing PMC Foster Wheeler UK for all day to day engineering, procurement and construction related
activities for minimising the delays by finding alternatives and for overall progress of the project. Coordinated
6-Sigma activities as a pillar for bringing wold standards at work place.
Extensive analysis of information on critical and high value purchase requisitions for project requirements
was also carried out routinely in order to ensure that the material/equipments comply with the organization's
standards viz. purchase form vendors of repute having proper PTR, items conforming to highest quality
standard and at reasonable price. As regards operational items for meeting the production requirements,
always ensured adequate availability so that no sock-out situation arose leading to production
hindrances/stoppages or items remaining un-utilized/under-utilized due to improper procurement or
otherwise under any circustances. Conducted routine inspection & stock audits to ensure reconciliation of
physical stock in store for proper stacking, preservation and issue to the user when required. Segregation of
faulty/damaged items, identification of non-moving and surplus items arising due to
redundancy/obsolecence, declare the same as surplus/scrap as per policy and disposal of the same was also
an exercise which used to be carried out routinely for proper upkeep and maintenamce of stores facilities.
Assessd cost and pricing data of critical and high vale items from vendors and performed contract audits as
and when required. Through scientific inventory management techniques including standardization, variety
reduction, value analysis & vendors evaluation & rating, ensured maintaining appropriate inventory of right
quality & price, so that it fully met the operational requirement of the corporation and that inventory of
stores and spares neither overflowed nor did fall below the required level at any point of time.
Studied the then existing manual/semi automated Materials Management System and operational Manual
related to procedure and policies involving procurement, expediting, inventory control, storage, preservation,
distribution systems & techniques. Actively involved in the excercise for devising new policies, systems and
procedures for efficient and computerised fully on-line management system at organisational level. It involved
designing structure for common codification of stores and spares, development of integarted uniform system
necessary for implementation of SAP based system in the organisation for on-line operation of all business
activities. Further improvements in procurement cost, quality, timely availability and accountabilty were
brought through adopting efficient procurement strategies and methods that included negotations, extensive
followup/expediting, cancellation of orders wherever required due to delays/non performance of vendor,
retendering, reordering, providing tecninical & finincial support to the ailing vendors wherever required to
quickly bridge the gaps for meeting the targeted project schedules.
Spearheaded the entire gamut of activities related to materials planning, ordering, logistics, freight
forwarding, Insurance, warehousing both conventional and custom bonded, storing, preserving, issuing to the
users, inventory control, surplus identification & disposal etc. Lining up of CHA’s, Freight Forwarders,
Transporters, Insurance agencies, Custom clearance of imported operational & project cargo, forwarding to
respective refinery/pipeline/project locations etc were also some of the activites performed. Faster,
economical and efficient Ocean & Air freight movement of imports and timely despatch to respective locations
was ensured by lining up world renownend freight forwarders and liners such as Panalpina, Khune Nagel,
OPT, Schenkers, Balmer & Lawrie, SCI etc through coordination with Transchart (Chartering wing of Ministry
of Shipping). Warehouse to warehouse delivery concept was also brought in some of the areas as required
form time to time.
Lining up of charter vessels and barges for movement of ODC consignments and bulk chemicals was also done
form time to time for refinery project and other operational requirements of Indianoil refineries and
Pipelines. Hiring/lining up of Shore tanks & tankers was done whenever required for providing ullage and
transportation of bulk liquid chemicals form port to the refinery locations. Whenever and wherever regular
jetties/roads/other infrastructure were not available due to national security reasons or other local issues,
alternate temoprary jetties/roads etc were made for movement of important ODC consingements safely and
timely to the required locations/destinations.
Forest clearances and ministry approvals wrere coordinated and expedited through MoE&F, MoPNG and
other relevant ministries/departments/cells to speed up the projects by cutting down the delays.
4. Worked as Engineer-in-Charge for drum plants (anciliary unit of the company) responsible for sourcing
imported/indigenous CR Coils, distribution to the drum fabricators and ensuring manufacturing quality
bitumen drums as per IS specifications for filling and suppply of bitumen from refinery to Marketing
locations/customers. Handled all quality related issues of CR Coils with the manufacturers and ensured supply
of proper quantiy of drums as per decided yield from each category/quality of steel. Proper accounting of
drums /re-conciliation of steel supplied to the fabricator as free isssue material was also a part of the assigned
job as Engineer-in-Charge of drum plant. Changes/modifications in drum IS specifications as required from
time to time due to available quality of drum steel was also coordinated and expedited through relevant
departments/authorities to ensure un-interrupted supply of drums to the bitumen filling area/units.
Facilitating project registration with Customs/ providing essentiality certificates through ministry/ obtaining
EPCG Licenses for project execution/ project closure & reconciliation with Customs/availing duty draw
back/establising LC’s for imports by refinery units / lining up of freigt forwarders, CHA’s and transporters etc
were also some of the activities handled at Mumbai port office of the corporation as liaisoning functions.
Worked as Production Planning & Control engineer and as a Stores Officer in the beginning of my carrer in
Calcutta with a renowned company engaged in manufacturing textile machinery, engineering goods like sugar
plant machinery, rolling stock, hydraulic structurs of dams, road rollers, job order steel and CI foundary etc.
Texmaco Ltd of Birla group was a pioneering engineering company in eatstern region. The job involved was to
ensure proper machine laoding for manufacturing of machine parts of required quality standards, out
sourcing critical parts for meeting the tarrgetted production & supply schedule of the organization. Also
worked as Stores Officer responsible for receipts, storage and distribution of stores & spare, inventory
control, planning/scheduling and providing logistics support for movement of materials.
