regulatory obligations imposed upon this role by the Federal Energy Regulatory Commission
(FERC), the North American Electric Reliability Corporation (NERC) and the Midcontinent

Estimator for system overload and voltage contingences.
2. Other Duties:
Leads in transmission systemtroubleshooting. Determines trouble location and analyzes
cause, routes trouble report to appropriate unit for corrective action and advises all those
affected of corrective actions.
Writes, reviews, evaluates, coordinates and directs all switching operations to safely and
reliably take transmission facilities out of service for maintenance and safely and reliably
return those facilities to service.
Directs immediate actions by transmission operators, transmission owners, balancing
authorities, generator operators, load-serving entities, distribution operators and
purchasing-selling entities within the reliability coordinator area to preserve the integrity
and reliability of the bulk electric system.
Execute transmission switching, load shedding and generator loading to meet NERC
Operating policy requirements under normal and emergency conditions.
Responds to the transmission systemoutages and overloads directs generation dispatcher
to make adjustments to generation for Transmission Loading Relief (TLR), System Operating
Limit (SOL), Interconnected Reliability Operating Limit (IROL), directives, or curtailments
necessary to maintain system integrity, or as otherwise directed by the Midcontinent
Independent System Operator (MISO) Reliability Coordinator.
Performs and monitors Security Analysis, State Estimator for transmission system
contingencies at regular intervals during shift to identify situations that result in line,
transformer overloads or abnormal voltages.
Monitors all transmission systemalarms. Observes normal and emergency ratings.
Reconciles study voltages and observed voltages to identify telemetry errors. Initiates load
curtailment, line loading relief and island operation programs with generation and
distribution operating personnel.
Verifies, updates and balances interconnected meter readings with interconnect
companies.

that the company meets its Balancing Authority obligations; Ensures that the Balancing Area
maintains required level of operating reserves. Approves hourly, daily, monthly, and longer
energy schedules though Open Access Tariff Administration (OATI). Ensuring the reliability of
the bulk electric system within with in Xcel Energy North Transmission System and balancing
authority area (as defined by the North American Electric Reliability Corporation [NERC]) by
monitoring and controlling systemparameters such as frequency, line flows and transmission-
level voltage within prescribed limits. Responds promptly to loss of generation resources
NERC (DCS) to return the systemto steady state when voltage and/or frequency excursions
occur in accordance with established reliability standards and Xcel Energy policies and
procedures. Maintaining real-time compliance with reliability standards set by regulatory
authorities NERC, MISO, MRO.
Distribution Dispatcher 1996- 2001

On a continuous basis, monitors and evaluates Energy Management (EMS) via SCADA for
system conditions, anticipates problems and implements strategies to avoid problems and
react to system conditions. Insures proper staffing of department positions and call out
responsibility 24 hour/day, 7 day/week for distribution electric system during both normal
and emergency conditions. Plans and directs switching and tagging for office and field
personnel in the operation and restoration of the power delivery system. Records, logs, and
maintains accurate records of power system operation. Directs and supports Dispatch
personnel in performing customer restoration and service activities. Directs and supports
Dispatch personnel in validating Outage Management System (OMS) predictions and
maintains the OMS model to reflect real-time system conditions. Participate in the training
and development of regional operations systems personnel as assigned.
4. Distribution Troubleman 1993-1996

customer level outages, performing switching orders for Substation, Underground
Network, and Feeder level, residential and commercial outages, customer appointments,

Builds and maintains distribution level overhead and underground facilities such as poles,
cross arms, insulators, line hardware, guys and anchors, overhead ground wire, braces,
dampers, fuse cutouts, lightning arrestors, overhead transformers 3 phase banks, and other
auxiliary substation equipment. Underground distribution construction and maintenance
on primary cable, pad mounted equipment and transformers, commercial and residential
secondary cable termination. Switching and grounding to performing new construction,
maintenance or repair work of energized and de-energized overhead and underground
facilities Frequently works with energized high voltage systems requiring skill and care to
protect the lives of themselves and others.
String conductors from structure to structure, clamping or tying to insulators, with or
without armor rod, in such a manner as to maintain proper sag. Splice wire or conductor
when broken and reinstall. Operate and maintain all types of equipment common to the
utility trade including, but not limited to, multiple-drive vehicles, bull dozers, crane man
lifts, truck-mounted augers, compressors, winch trucks, and truck and trailer combinations.
Work on energized lines up to 69KV requiring the use of safety devices such as hot line
tools, rubber gloves, mats, etc. Does all other related work as required to complete the job.
