BATTLE AGAINST COVID-19
– HOW DO WE DO IT?
• On 16 March 2020, Prime Minister Muhyiddin Yassin made an official speech and officially
promulgated the Movement Control Order (MCO) under the Prevention and Control of
Infectious Diseases Act 1988 and the Police Act 1967.
• On 18 March 2020, Malaysia began the implementation the movement control order. On 25
March 2020, the prime minister through a live national broadcast announced the first extension
of the MCO to last until 14 April 2020.
• Goals: Containment of the pandemic
• Methods:
1. Prohibition of movement and mass assembly nationwide, including all religious, sports,
social and cultural activities
2. All religious activities in mosques are suspended, including Friday prayers
3. Malaysians barred from leaving the country and restrictions placed on the entry of non-
Malaysians into the country
4. All industries closed except for infrastructure services and supermarkets, wet markets,
grocery stores and multi-functional stores selling daily necessities
5. All nurseries, government and private schools, including boarding schools, international
schools, tahfiz centers, primary, secondary and pre-university education institutions, public
and private universities and vocational training centers are closed

– HOW DO WE DO IT?
• On 10 April 2020, the prime minister announced a second extension of the MCO by another fortnight
until 28 April 2020, noting that his decision was to give space to the healthcare personnel battling the
COVID-19 outbreak, apart from preventing the virus from spreading again and to avoid another
increase of cases if the MCO is lifted too early.
• On the night of 23 April 2020, prime minister announced a third extension of the MCO by two weeks
till 12 May 2020, with the possibility of further extensions.
Enhanced Movement Control Order (EMCO):
Joint inspection by the police and army during the enhanced movement control order on 15 April 2020
From 27 March, specific locations were subjected to a stricter order, dubbed the "Enhanced Movement
Control Order" (EMCO or Enhanced MCO), for 14 days if a large cluster was detected within the area in
order for the government to conduct a thorough COVID-19 test towards all residents, and to curb the
spread of the virus out of the areas.

The orders included:
1. All residents and visitors within the area are forbidden from exiting their homes during the
order;
2. Non-residents and visitors outside the area cannot enter into the area subjected to the order;
3. All businesses are shut down;
4. Adequate food supplies will be given by the authorities during the 14 day-order to all residents;
5. A medical base will be established within the area;
6. All roads into the area are blocked.
Semi Enhanced Movement Control Order (SEMCO)
From 14 May 2020, Pudu area in Kuala Lumpur comes under semi enhanced movement control
order (SEMCO). Soldiers and polices put up barbed wire fences at road exits. It is understood that
besides Jalan Pudu, the affected roads are Jalan Kancil, Jalan Pasar, Jalan Landak, Lorong Brunei 2
and Lorong Brunei 3. Several busy commercial districts in the Klang Valley have been put under
various lockdowns, including the enhanced movement control order (EMCO).

Relaxation of restrictions
• As the number of daily cases and active cases of COVID-19 reduced in Malaysia by mid-
April, the government had relaxed several measures of the MCO. Minister of Transport,
Dr. Wee Ka Siong confirmed that all public transportation services would resume on 4
May 2020 but would abide by social distancing measures.
• On 30 April 2020, the Government announced that two family members will be allowed to
buy food and other daily essentials as part of the relaxation of MCO restrictions.
• On 21 June 2020, Senior Minister, Ismail Sabri Yaakob announced that couples whose
marriage registration had been delayed as a result of the Movement Control Order could
not complete the process at all permitted NGOs in the country including clan
organizations, temples, churches, and religious bodies.

Conditional Movement Control Order (CMCO)
• Prime Minister in his Labour Day speech on 1 May announced a plan named the Conditional Movement
Control Order (CMCO or Conditional MCO), a relaxation of regulations regarding the MCO, with its main
goal was to reopen the national economy in a controlled manner.
• The CMCO was scheduled to start from 4 May.
• The regulations of the CMCO as stated in his speech included:
1. Most economic sectors and activities are allowed to operate while observing the business standard operation
procedures such as social distancing and recording the names and telephone numbers of customers and the
dates of their visit;
2. Sports activities involving large gatherings, body contact and other risks of infection are not allowed,
including all indoor and stadium sports events. Outdoor sports activities which do not involve body contact,
in small groups without an audience and involving not more than 10 persons are allowed on the condition
that social distancing is practiced;
3. Social, community and cultural events which involve large gatherings as well as all types of official events and
assemblies are not permitted. Religious activities and all congregational or assembly activities in houses of
worship are not allowed;
4. Interstate travel, including the balik kampung tradition for the oncoming Hari Raya Aidilfitri are not allowed
except for work purposes and to return home after being stranded in the hometowns or elsewhere.

Recovery Movement Control Order (RMCO)
• On 7 June 2020, Prime Minister announced that the Conditional Movement Control
Order would end on 9 June 2020, with the country entering into the Recovery Movement
Control Order (RMCO) phase between 10 June until 31 August 2020.
• The Prime Minister also announced that interstate travel would be allowed from 10 June
under the RMCO except in areas remaining under the Enhanced Movement Control
Order (EMCO).

Recovery Movement Control Order (RMCO)
• Raya-RMCO-Style
• The Recovery Movement Control Order (RMCO) is slated to run until 31 August 2020.
The implementation of RMCO will be based on protection of risk groups, community
responsibility empowerment, embracing the "New Normal", re-opening of all sectors of the
economy, border control, and enhanced public health.

WHAT YOU NEED TO KNOW ABOUT RMCO?
Interstate Travel
• Interstate traveling will be permitted except to and from red zones
• Domestic tourism can start again
• For international travelling, the country's borders are still shut
Businesses and Leisure
• During RMCO, almost all social, religious, business, and educational activities are allowed to resume in stages—
including hair and beauty salons and open markets (starting 15 June)
• In fact, operation hours for businesses are to resume as normal with adherence to strict standard operating
procedures (SOP). The SOP for visiting markets and bazaars are also available now
• Filming and indoor busking will be permitted as well as visiting museums and creative outlets
• Government has given the green light to Hari Raya Aidiladha celebrations and Qurban activities. However,
organizers are required to enforce and follow SOPs
• An announcement will be made regarding allowing more worshippers to join congregational prayers at mosques
and surau
• Some things that are barred during RMCO are large gatherings, reflexology centers, karaoke centers, theme parks,
and nightclubs
• During RMCO, shops (including restaurants, convenience stores, and mamaks) will be allowed to open until 12am

WHAT YOU NEED TO KNOW ABOUT RMCO?
Sports
• Recreational activities and sports are allowed during RMCO. But sports events, competitions and contact sports are
still prohibited - includes hockey, football, boxing, wrestling, and rugby
• Allowed to cycle and go for activities such as bowling, archery, and badminton
• Gyms, sports complexes, and badminton halls will be able to operate starting 15 June 2020
• When exercising, Malaysians need to practice social distancing of three to five meters
Schools
• The Education Ministry will make an announcement soon but schools will re-open in stages. Students have been on
an extended school holiday since 14 March 2020
• Education Minister Mohd Radzi Md Jidin said that only Form 5 & Form 6 students will be involved in the re-opening
of schools for now
Home Quarantine
• Malaysians returning from abroad no longer have to be quarantined at designated quarantine centers
• They will be given a swab test upon landing and those who test positive will be sent to the hospital. As for Malaysians
that test negative for COVID-19, they are required to quarantine at home for 14 days. The two-week period is
mandatory
• "they are required to download the MySejahtera application and wear the quarantine wristbands for identification
purposes. Their movements will be monitored through the MySejahtera application"

up to RM1000, jail up to 6 months or both

• CSR from multinational companies &
individuals – donate face mask, PPE, food etc
RISK MANAGEMENT
• Continue with MCO, social distancing, quarantine & isolation
to reduce imported cases, contact tracking used for tracking
infectious disease & updated news & reporting on COVID-
19
• Quarantine – those with symptoms are quarantined for
14days at MOH centers while others are self-isolated at
home
• Contact Tracking – Apps: MySejahtera, Gerak Malaysia,
COVCT etc
• Reporting – CONTINUOUS reporting to inform the public
proactive messaging on healthy behaviours
• Communication Provider – eg. Celcom, Maxis, DIGI
provide pop-up message on ‘Stay Home Stay Safe’
• MKN updates via messages

  • 6. BATTLE AGAINST COVID-19 – HOW DO WE DO IT? • On 16 March 2020, Prime Minister Muhyiddin Yassin made an official speech and officially promulgated the Movement Control Order (MCO) under the Prevention and Control of Infectious Diseases Act 1988 and the Police Act 1967. • On 18 March 2020, Malaysia began the implementation the movement control order. On 25 March 2020, the prime minister through a live national broadcast announced the first extension of the MCO to last until 14 April 2020. • Goals: Containment of the pandemic • Methods: 1. Prohibition of movement and mass assembly nationwide, including all religious, sports, social and cultural activities 2. All religious activities in mosques are suspended, including Friday prayers 3. Malaysians barred from leaving the country and restrictions placed on the entry of non- Malaysians into the country 4. All industries closed except for infrastructure services and supermarkets, wet markets, grocery stores and multi-functional stores selling daily necessities 5. All nurseries, government and private schools, including boarding schools, international schools, tahfiz centers, primary, secondary and pre-university education institutions, public and private universities and vocational training centers are closed
  • 7. BATTLE AGAINST COVID-19 – HOW DO WE DO IT? • On 10 April 2020, the prime minister announced a second extension of the MCO by another fortnight until 28 April 2020, noting that his decision was to give space to the healthcare personnel battling the COVID-19 outbreak, apart from preventing the virus from spreading again and to avoid another increase of cases if the MCO is lifted too early. • On the night of 23 April 2020, prime minister announced a third extension of the MCO by two weeks till 12 May 2020, with the possibility of further extensions. Enhanced Movement Control Order (EMCO): Joint inspection by the police and army during the enhanced movement control order on 15 April 2020 From 27 March, specific locations were subjected to a stricter order, dubbed the "Enhanced Movement Control Order" (EMCO or Enhanced MCO), for 14 days if a large cluster was detected within the area in order for the government to conduct a thorough COVID-19 test towards all residents, and to curb the spread of the virus out of the areas.
  • 8. BATTLE AGAINST COVID-19 – HOW DO WE DO IT? The orders included: 1. All residents and visitors within the area are forbidden from exiting their homes during the order; 2. Non-residents and visitors outside the area cannot enter into the area subjected to the order; 3. All businesses are shut down; 4. Adequate food supplies will be given by the authorities during the 14 day-order to all residents; 5. A medical base will be established within the area; 6. All roads into the area are blocked. Semi Enhanced Movement Control Order (SEMCO) From 14 May 2020, Pudu area in Kuala Lumpur comes under semi enhanced movement control order (SEMCO). Soldiers and polices put up barbed wire fences at road exits. It is understood that besides Jalan Pudu, the affected roads are Jalan Kancil, Jalan Pasar, Jalan Landak, Lorong Brunei 2 and Lorong Brunei 3. Several busy commercial districts in the Klang Valley have been put under various lockdowns, including the enhanced movement control order (EMCO).
  • 9. BATTLE AGAINST COVID-19 – HOW DO WE DO IT? Relaxation of restrictions • As the number of daily cases and active cases of COVID-19 reduced in Malaysia by mid- April, the government had relaxed several measures of the MCO. Minister of Transport, Dr. Wee Ka Siong confirmed that all public transportation services would resume on 4 May 2020 but would abide by social distancing measures. • On 30 April 2020, the Government announced that two family members will be allowed to buy food and other daily essentials as part of the relaxation of MCO restrictions. • On 21 June 2020, Senior Minister, Ismail Sabri Yaakob announced that couples whose marriage registration had been delayed as a result of the Movement Control Order could not complete the process at all permitted NGOs in the country including clan organizations, temples, churches, and religious bodies.
  • 10. BATTLE AGAINST COVID-19 – HOW DO WE DO IT? Conditional Movement Control Order (CMCO) • Prime Minister in his Labour Day speech on 1 May announced a plan named the Conditional Movement Control Order (CMCO or Conditional MCO), a relaxation of regulations regarding the MCO, with its main goal was to reopen the national economy in a controlled manner. • The CMCO was scheduled to start from 4 May. • The regulations of the CMCO as stated in his speech included: 1. Most economic sectors and activities are allowed to operate while observing the business standard operation procedures such as social distancing and recording the names and telephone numbers of customers and the dates of their visit; 2. Sports activities involving large gatherings, body contact and other risks of infection are not allowed, including all indoor and stadium sports events. Outdoor sports activities which do not involve body contact, in small groups without an audience and involving not more than 10 persons are allowed on the condition that social distancing is practiced; 3. Social, community and cultural events which involve large gatherings as well as all types of official events and assemblies are not permitted. Religious activities and all congregational or assembly activities in houses of worship are not allowed; 4. Interstate travel, including the balik kampung tradition for the oncoming Hari Raya Aidilfitri are not allowed except for work purposes and to return home after being stranded in the hometowns or elsewhere.
  • 11. BATTLE AGAINST COVID-19 – HOW DO WE DO IT? Recovery Movement Control Order (RMCO) • On 7 June 2020, Prime Minister announced that the Conditional Movement Control Order would end on 9 June 2020, with the country entering into the Recovery Movement Control Order (RMCO) phase between 10 June until 31 August 2020. • The Prime Minister also announced that interstate travel would be allowed from 10 June under the RMCO except in areas remaining under the Enhanced Movement Control Order (EMCO). • The summary of the MCO: Phase 4 : 29 April - 12 Mei 2020 Phase 5 (CMCO) : 13 Mei - 9 Jun 2020 Phase (RMCO) : 10 Jun - 31 Ogos 2020 Phase 1 : 18 Mac - 31 Mac 2020 Phase 2 : 1 April - 14 April 2020 Phase 3 : 15 April - 28 April 2020
  • 12. BATTLE AGAINST COVID- 19 – HOW DO WE DO IT? Recovery Movement Control Order (RMCO) • Raya-RMCO-Style • The Recovery Movement Control Order (RMCO) is slated to run until 31 August 2020. The implementation of RMCO will be based on protection of risk groups, community responsibility empowerment, embracing the "New Normal", re-opening of all sectors of the economy, border control, and enhanced public health.
  • 13. BATTLE AGAINST COVID- 19 – HOW DO WE DO IT? WHAT YOU NEED TO KNOW ABOUT RMCO? Interstate Travel • Interstate traveling will be permitted except to and from red zones • Domestic tourism can start again • For international travelling, the country's borders are still shut Businesses and Leisure • During RMCO, almost all social, religious, business, and educational activities are allowed to resume in stages— including hair and beauty salons and open markets (starting 15 June) • In fact, operation hours for businesses are to resume as normal with adherence to strict standard operating procedures (SOP). The SOP for visiting markets and bazaars are also available now • Filming and indoor busking will be permitted as well as visiting museums and creative outlets • Government has given the green light to Hari Raya Aidiladha celebrations and Qurban activities.
