Green House Gases (GHG) emissions to maritime means of transportation,
specificaly CO2
, considered the most hazardous gas among them.
Its target obligates shipowners to monitor, report and verify CO2
emissions,

Nevertheless there are ships exempted from MRV
Warships;
Naval auxiliaries;
Fish-catching or fish-processing ships:
Wooden ships of a primitive build;
Ships not propelled by mechanical means;
Government ships used for non-commercial purpose;
Dredging;

Pipe laying;
Offshore installation activities.

The type of voyage is also a condition
to take into consideration.
Voyages from ships that come from the last port
of call outside of the EU to the first EU port of call;
Voyages within EU ports of call;
Voyages from EU ports of call to the first port of
call outside the EU.

voyage” is considered when at least one of the ports of call is in the EU.
A “Port of call” is defined as a port where a ship stops to load/unload
cargo or embark/ disembark passengers.

...the resulting CO2
emissions from maritime transportation increased 48%.
Due to this fact it was urgent to take measures and, therefore, the best
possible option was to set up a system for monitoring, reporting and
verification (MRV system) of CO2
emissions based on the fuel consumption of
ships as a first step of a staged approach.
Between 1990 and 2007...

12. MRV - DEFINITION & BACKGROUND
MRV is directed to maritime transportation...
...because it was the only means of transportation, which didn’t have a
restriction on CO2
emissions. In order to overcome this gap, MRV came up with
a few goals:
Reducing 40% of the GHG emission values comparing to the ones from 1990;
Reducing net costs in 1200 million Euros;
Collecting an international data system that covered all significant voyages;
Creating awarness of individual ships parameters such as GHG emissions and energy efficiency.

17. MRV - SIPOWNERS OBLIGATIONS
Develop a monitoring plan (per voyage and annual) which must be submitted to an independent
accredited verifier (until 31st August 2017 for assessment and completed before 31st December 2017);
Provide to the verifiers emissions data (fuel consumption, GHG, energy efficiency) and ships activity
data (distance, cargo, time spent at sea);
Provide certifications of flowmeters and emissions source;
Provide procedures and calculations;
Provide monitoring methodologies for each emission source;
Have its Emissions Report independently verified;
Carry on board a Document of Compliance (DOC).

18. Penalties
MRV - PENALTIES
Since MRV Regulation is to be carried out with necessary attention, there are
strict penalties in case of non-compliance.
Those penalties should be effective, proportionate and dissuasive. The penalties
are defined by each Member State.
It is appropriate to provide the possibility of expulsion for ships that failed to
comply for two or more consecutive reporting periods with monitoring and
reporting requirements.

19. Verifiers Role
MRV - VERIFIERS ROLE
In order to fulfil MRV’s obligations and avoid penalties shipowners should
require the assistance of an independent accredited entity – the verifier, which
has the following responsibilities:
Check the client’s monitoring plan, assuring its content and requirements according to regulations;
Define sampling plan, the nature and extension of its activities;
Assess the emissions report, verify data credibility and compare estimations based on the ship
location data and its features on-board;
The verifier must be impartial, independent, capable and accredited;
Identify and evaluate the risks related to the monitoring activity (inherent, calculations, control and
detections ).
