Definition:The politicalsystem is taken from Quran and
Sunnah.
The Basis of System
An Islamic government is based on these beliefs: Unity of Allah,
Risalat, Khilafat. The first constitutionknown as Constitutionof
Madinahwas came by the mutual agreement between Prophet
MuhammadPBUH and the Muslims, Christian,Jews and
Pagans. The purpose of this was bringing all communities
together as-the Ummah. Shortly after the Hijra, this system

. The main purpose of constitution was, women
securities, peace, religiousfreedom, strong relationsin tribes
and tax system to support the community in rainy days. Other
main factors were good relationshipwith other states, a judicial
system to solve the disputes.
The Structure of System
The organizationwhich takes the decisionis known as Council
of Ummah, the head of council is known as Caliph(The
Successor of Prophet PBUH). The Caliphwas assisted by
Delegationassisted. The Caliphwas the seeker of Judiciary, the

treasury, the provinces, executive assistants and different
departments. There were five major sub councilto run the
states, namely: Council of Information, Council of Military,
Council of Industry, Council of Internal Securities, Council of
foreign affairs.
The Caliph:
In the Islam, the caliph is head of state (Caliphate).
Choosing a Caliph:
There are two way in which a caliph can be appointedin Islam.
Which are described below:
1) Chosen by Decision Maker(ahl al-hallwa’l-‘aqd):Here Sahaba
(RA) choose a person and rest accept him as their Caliph.For

Example: Abu Bakr al-Siddeeqwas chosed by decision maker
and other swore their allegianceto him. Later this was done by
shoora; the council of six members like as National Assembly.
2) Current Caliph’sDecision: Another, way of selecting the
caliphwas the appointmentof a person by Current Caliph.For
Example: Hazrat Abubakar(RA) appointedHazart Umar(RA) as
his successor.
The Five Conditions for becoming Caliph:
1) There shouldn’tbe any caliphat time.
2) Acceptance of nomination
3) Person should be selected without any force.
4) Allegianceof Councilto Caliph
5) Allegianceof People
Councils Under Caliph
There are five councils that work under the Caliphfor
betterment of government. As one caliphis not enough to run
whole state, so he needs the councils. Following are the name
of Councils:
1) DepartmentalExecutive Assistant: The assistant is
responsible in for the educational,health,transport and
agriculturalmatters of caliphate.
2) JihadExecutive Assistant: Duties which fallsunder this post
are defense, offense and internal as well external matters.

3) Economic Affairs Executive Assistant: The all monetary
problems of the state come under this assistant.
4) RegionalAffairs Executive Assistant: These assistants are
responsible for the ruling different regions.
5) Ummah’s Executive Assistant: Thiscouncil is responsible for
media and Ummah’s Matters.
Duties of Caliph:
1) His all decision should be based upon Islam. He must explain
if someone is misguided.
2) He must preserve justice and fairness between disputing
parties.
3) The protection, safety and security of publicmust be
guaranteed by him.
4) He must punish criminalaccording to hadd.
5) He must fight in Jahad against those who had rejected the
Islam
6) The Zakat and Charity shouldn’tcause fear.
Three Believes of Islamic Political System
Three Main prospects where the caliphatebelieves, and rules
are:

1) Tawhid:The first foremost thing is believeing that Allah is
only God, Who is Sustainer, Creator and Master of the universe.
He has power to forgive or punish unconditionally.His Hakam
are the Law.
2) Risalat:It’s the source by which we receive the laws and
regulation of Allahby prophets. Though now it had ended. In
Islam we have Quran Majidand Ahadisfor the living our life
and seeking solution of every problem in it.
3) Khilafat: It means the representation, Prophet(PBUH) was
the representative of Allah.
