I
ndustries in Odisha are
growing at a tremendous
rate with excellent infras-
tructure, enabling policies
and presence of national
and international companies. In
last 10 years, the state has wit-
nessed an industrial revolution
due to the support of the Odisha
government. Today several
multi-national companies and
major corporate names are
lining up to invest in Odisha.
Under the effective leader-
ship of Chief Minister Shri
Naveen Patnaik, the state has
transformed itself as an investor
destination. Shri Patnaik
brought in several fundamental
changes in administration and
made government more
accountable and cut the red-
tape for businesses. The state
has created an enabling envi-
ronment for industrial invest-
ment which is second to none.
It's the reason Odisha has
emerged as the number one
state in project implementation
and figured among the top three
states in investment. The state
is amongst the top ten states
accounting for the highest num-
ber of medium, small and micro
enterprises.
Odisha alone attributes 7.8
percent of the total 10 percent
investment in the country is the
testament to the effectiveness of
the state government. The state
has received 124 proposals
worth Rs. 1.19 lakh crore in the
investors' meet held in Mumbai,
Bangalore and Bhubaneswar.
Sectors like mining, petrochemi-
cal, manufacturing and tourism
were top attractions and
received most of the investment
proposals. Areas such as
healthcare, textile and food pro-
cessing also attracted investors'
eyes in 2017. So far, 76 propos-
als are in various stages of
completion. Several multination-
al companies are also queuing
up to invest in Odisha. The state
government is also chalking up
plans to invite several countries
to participate in the next
investors' meet.
In the last decade, the state
has been centre of attraction for
domestic and international
investors. According to
Department of Industrial
Promotion and Policy (DIPP), it
attracted maximum numbers of
investors among all states dur-
ing last fiscal with more than Rs.
15 lakh crore worth of agree-
ments for investments. In fact,
the state has over 17 percent -
the highest - in the total live
investments worth about Rs. 33
lakh crore in the country, much
ahead of the states like Gujarat
and Karnataka.
Investor services also
played an important role in
bringing the corporate sector to
Odisha. The state is also a pio-
neer in the Single Window
clearance system in India. To
ensure timely and quick
approval of projects, the state
government has launched first
of its kind single window system
"GO-SWIFT" in November. The
portal would bring transparency,
improve efficiency and assure
time-bound clearances to
investors during entire invest-
ment cycle of their projects. As
of today, the portal provides 33
services of 15 departments. It
has seen tremendous response
and more than 3,600 industrial
units have already come under
"GO-SWIFT" within 30 days of
its launch.
One of the biggest advan-
tages for investing in Odisha is
the fact that the investor gets a
direct access to ASEAN region
and South East Asia. With a
network of highways connecting
the hinterland of resource- rich
regions and mother plants to
largest ports on the east coast,
the state provides easy access
to the international markets,
especially of ASEAN region.
The state also houses
Paradeep port - the largest in
India in terms of cargo handling
capacity - and ensures timely
services through other ports at
Dhamra and Gopalpur.
ODISHA: On the doorsteps of a new

states for investors.
Alongside with the
industrial develop-
ment, the state government has
major strides in the social sec-
tor. Odisha has taken several
decisions for the welfare of the
people of Odisha. People have
been at the centre of all the ini-
tiatives of the state government.
Chief Minister Shri Naveen
Patnaik brought in several fun-
damental changes in administra-
tion and made government
more accountable to the people.
Chief Minister ensured that all
the benefits must go to the peo-
ple at grassroots. These
changes also ushered in bal-
anced socio-economic progress
that hinges on sustainable
development with strong funda-
mentals of industrial growth. As
a result the state has seen
remarkable development on var-
ious fronts including economy,
social sector and welfare mea-
sures. Odisha's growth rate has
constantly been higher than the
national average.
Shri Patnaik took several
pro-people policies with focus
on the poverty alleviation, which
resulted in fast reduction of
poverty in Odisha. The state
was premier in the food security
with its "Rice at Re 1 per kg"
scheme. State government also
kicked off a number of schemes
to boost agriculture productivity.
These steps, in turn, resulted in
doubling the farmers' income of
Odisha. The progress can be
understood with a simple fact
that from being a rice deficit
state, Odisha is now the third
largest contributor in the public
distribution system (PDS).
The state government also
launched two flagship schemes
for welfare of the women -
Mission Shakti and Mamta
Yojna. "Mission Shakti",
launched in 2001, is a scheme
for women self help groups to
supply identical guidelines, train-
ing materials and training for
economic empowerment to
women. Due to the constant
efforts of the state government,
the total number of women
SHGs has risen to 6 lakh with
an active membership of 50
lakh. The state government has
plans to double the credit link-
age to Rs. 1,000 crore with an
interest of just 1 percent per
annum.
On the other hand, "Mamta
Yojna" is a maternity benefit
scheme. Launched in 2011, a
total of Rs. 6,000 is transferred
in four installments to every reg-
istered pregnant woman and
lactating mother in the state.
More than 25 lakh women have
so far been benefited by this
scheme. It not only improves the
utilisation of antenatal care and
postnatal care among the
women, but also played a
significant role in increase in
immunisation.
