Convener I work for the RWG since the stimulus package was introduced in Mauritius following the aftermath of the
2008 global economic crisis. Our main objective is to financially assist service and manufacturing enterprises
having difficulty to get further credit facilities from financial institutions thus avoiding closure and job
losses for those having a viable future. My duties involve devising along with my co-chairs (one from
private sector and one from Government) dedicated financial schemes and enhancement programs as a joint
public/ private sector initiative in consultation with industry associations namely Mauritius Bankers
Association, Association of Leasing Companies, Mauritius Export Association, Mauritius Chamber of
Commerce and Industry, Joint Economic Council among others before any implementation as a consensual
approach. These Schemes include short term working capital loans, equity participation, import loan
guarantees, micro financing, export credit insurance, credit financing under factoring and finance leases
complemented with those provided by banks, leasing companies and other institutions. My teamconstitute
of 8 professional who are economists, graduates in either banking or accountancy. We carry on-site visits to
the manufacturing/service enterprise applying for financial assistance whatever their size to understand their
needs. We adopt a holistic approach by looking at their Organisational Structure, understand their vision
and mission statement, how they are perceived, carry out a SWOT analysis on their set up, HR, production
capacity, marketing strategy, ability to deliver, financial requirements and capacity to meet financial
commitments. Our preliminary analysis is tabled to our RWG Board for validation before appointment of an
Independent Financial Analysts (IFA) to further investigate in collaboration with us and submit their views
and independent recommendations. The IFA full report is then discussed at a stakeholders’ meeting
comprising of RWG, lending institutions and applicant. Once validated, a termsheet is signed by all parties
before implementation. Post monitoring is done by us in collaboration with the IFA.
In certain cases where despite a complete financial re-engineering, companies fail, we use the Insolvency
Act 2009 to either put company into Administration or try winding up/receivership route as a last resort.

application of the Indian Model of Micro Credit Facilities in the Mauritian Context with objective

alleviating poverty and in rural development in Mauritius”.
