 Report- Memorandum-signed by parties-Steps Taken-Reason for failure
 No power to pass final order
Board of Conciliation- A two or four members, as government thinks fit,
appoint as board of conciliation. Sec 5
 Settle disputes more complicated nature.
 Compelling attendance of any person.
 Examining oath.
 Compelling production of documents and material objects.
 Issuing commissions for the examination of witness.
