Important provisions related to eway bill under GST based on notification no 27/2017 dated 30th August, 2017.

EWAY BILL PROVISIONS UNDER GST
सरकार ने 30th अगèत 2017 को Notification No 27/2017 issue ͩकया िजसका उɮदेæय CGST Rules,
2017 को संशोͬधत (Amend) करना है।
1. सव[Ĥथम Rule No. 138 को èथाͪपत ͩकया गया िजसके अंतग[त सामान िजसका मूãय पचास हज़ार
Ǿपए से अͬधक है के moment शुǾ होने से पहले सूचना Ĥदान करनी होगी :
(i ) यǑद माल ͩकसी supply के Ǿप मे भेजा जा रहा हो।
(ii ) यǑद माल supply के अलावा ͩकसी अÛय Ǿप मे भेजा जा रहा हो।
(iii ) यǑद माल ͩकसी unregistered person ɮवारा supply ͩकया जा रहा हो।
ये सूचना GST Portal पर Form GST EWB -01 के Part A मे देनी होगी। Part B मे Transportation के समय
Vehicle Number ͧलखा जायेगा।
* यǑद सामान का मूãय पचास हज़ार Ǿपए से कम भी हो तो भी Eway Bill Generate ͩकया जा सकता है।
*Unregistered Person और Transporter भी Eway Bill Generate कर सकते हɇ।
*यǑद सामान same state/UT मɅ Transporter के पास पहुँचाया जा रहा हो (within range of 10 KM), आगे
transport करने के ͧलए, तो Part B of GST EWB -01 भरना अǓनवाय[ नहȣं है।
* Eway Bill Generate होने पर एक unique e-way bill number (EBN) supplier, recipient and
transporter को issue ͩकया जायेगा।
* यǑद राèते मɅ सामान ले जाते समय Vehicle change कȧ जाती है, तो इसके ͧलए GST EWB -01 को
update करना होगा।
* यǑद Transporter के Place (जहाँ से moment of goods शुǾ हो) से जहाँ सामान कȧ delivery होनी है, वो
जगह माğ 10 KM या उसे कम है, तो Conveyance कȧ सूचना देना अǓनवाय[ नहȣं है।
* जहाँ GST EWB -01जारȣ ͩकया हो, पर Transporter एक हȣ Vehicle मे एक से अͬधक consignments
carry कर रहा हो, तो ऐसे मे Transporter को सभी GST EWB -01 कȧ जानकारȣ GST Portal मे देनी होगी

और एक consolidated GST EWB -02 Generate करना होगा।
* यǑद consignor या consignee GST EWB -01Generate नहȣं करते, तो Transporter invoice or bill of
supply or delivery challan के आधार पर èवम GST EWB -01 Generate कर सकता है।
*यǑद GST EWB -01 Generate तो कर Ǒदया जाता है, पर ͩकसी कारणवश माल कȧ delivery नहȣ हो पाती
तो ऐसे मे 24 Hours मे GST EWB -01 को cancel कर देना चाǑहए।
* GST EWB -01 कȧ Validity 100 KM ĤǓतǑदन होगी। Exceptional Cases मे Transporter को Part B of
GST EWB -01 update करना होगा।
* Eway Bill कȧ आवæयकता नहȣं होगी यǑद छू ट ĤाÜत सामान हो, ǒबना मोटर कȧ गाड़ी से सामान भेजा जा
रहा हो।
* Registered Person GST Portal पर Tax Invoice को FORM GST INV-1 मे upload कर सकता है, ऐसे मे
Part A of FORM GST EWB-01 मे दȣ जाने वालȣ सूचना auto-populated हो जाएगी।
2. Rule No 138 (A) : Vehicle मे carry ͩकये जाने वाले Documents and Devices :
(a) The invoice or bill of supply or delivery challan, as the case may be; and
(b) A copy of the e-way bill or the e-way bill number, either physically or mapped to a Radio
Frequency Identification Device embedded on to the conveyance in such manner as may be
notified by the Commissioner.
3. Rule No 138 (B) : Proper officer as authorised by the Commissioner or an officer empowered
by him in this behalf may conduct Verification of documents and conveyances.
4. Rule No 138 (C) : Inspection and verification of goods के case मɅ officer 24 hours मे अपनी
report Part A of FORM GST EWB-03 मे और 3 Ǒदनɉ के भीतर final report in Part B of FORM GST
EWB-03 मे submit करेगा।
5. Rule No 138 (D) : यǑद ͩकसी गाड़ी को 30 ͧमनट से अͬधक के ͧलए जाँच के ͧलए राèते मɅ रोका जाता है
तो Transporter इसकȧ information FORM GST EWB-04 मे upload कर सकता है।
