2. P3O Model Elements
What is P3O? – Portfolio Programme and Project Offices are a decision-enabling
and support business model for all business change. It can exist
in any or all of the below forms within an organization
• Organizational Portfolio Office - A permanent office set up to support the definition
and delivery of the organization’s enterprise-wide change portfolio
• Hub Portfolio/Programme Office - A permanent office set up to support the
definition and delivery of the change portfolio of a particular division, department,
geographical region, or business unit
• Programme Office - A temporary office set up to support the delivery of a specific
change initiative being delivered as a Programme
• Project Office - A temporary office set up to support the delivery of a specific change
initiative being delivered as a Project
• Centre of Excellence (CoE) - Portfolio, Programme, and Project Management standard
unit, that defines standards (processes, templates, and tools), skills and training, manages
knowledge and may provide independent assurance.
