EXECUTIVE SUMMARY
An accomplished professional with over 25 years of diverse experience in the areas of Civil
Engineering, Geotechnical Engineering, Program and Project Management for Public Works
Infrastructure Projects and Land Development. I have provided leadership and direction to
senior-level engineers, consultants, and contractors. I have planned, developed and directed all
aspects of complex public works projects by reviewing, scheduling, and directing the scope of
work; and developing design and construction documents, resource management and cost
control on capital improvement projects for large municipalities. I established the goals and
criteria by which public works projects are planned and designed and constructed. As
Program/Project Manager, I managed all phases of design-build and highly complex projects
such as Water Treatment Plants, Transportation campuses and public infrastructure. I designed
and conducted total program and construction management for all geotechnical work on 24
public branch libraries and four of the largest police stations for the City of Los Angeles. I am a
credentialed sustainability professional.
As the founder and principal of Spiros Lazaris Engineered Solutions L.L.C., and the Congo
Revival Initiative, I provide specialized consulting services for public infrastructure used for the
conveyance of people, vehicles, basic energy and commerce in areas of the sub-Saharan
African region. Additionally, I provide mentorship to engineering students and professionals
globally.

I. HARD INFRASTRUCTURE IMPROVEMENTS: Evaluation, Assessment and Advisor
Assess existing conditions of public infrastructure capital assets and develop feasibility studies
for improvement and recovery for Hard Infrastructure projects such as road networks, water
management, sewage collection and disposal of waste water, and flood control systems in
China and remote, complex, challenging environments such as the sub-Saharan African region.

D. CONGO REVIVAL INITIATIVE
The project Congo Revival Initiative (DRCR) is an ambitious and pragmatic plan that
evaluates and offer's options to sustainably enhance the physical urban infrastructure and
human infrastructure of planned locations in the Democratic Republic of the Congo by
revitalizing townships and local economies to create centers for international peace. It fully
supports the initiatives of the Bumuntu Peace Institute (BPI) established in 2010 with the
support Dialogue Institute, a 501(c) (3) organization, to promote the ideals of peace,
education, dialogue and sustainable development in Central Africa, by dealing with the root-
causes of conflicts and poverty in Africa that can be resolved and create a harmonious
environment.

CHARNOCK WELL FIELD RESTORATION PROJECT - WATER TREATMENT PLANT
[Design-Build]
[10/07 – December 31, 2010]
Design-Built national award-winning project involved with the implementation of a water
treatment facility to remove MtBE contamination from the Charnock groundwater sub-basin and
restore this resource as a water supply for the City of Santa Monica.
 Responsible for the design and development of a new drinking water treatment facility. Due
to the multiple complexities of the project, the responsibilities included the management for
all project components from concept to completion, project scope, schedule and budget. In
that capacity, with the support of ad hoc committees I developed the structure that lead to
the construction of the Charnock Well Field Restoration Project.
 Responsible for the entire design consultant selection process for the Charnock Well Field
Restoration Project which included preparation of the RFQ/RFP, interviews, consultant
selection process, staff reports, contract negotiations, contract execution and notices to
proceed
 Provided full project management and administrative support to multiple contracts assisting
in the delivery of the Charnock project:
o Black and Veatch Corporation (Design-Build)
o Black and Veatch Corporation (Professional Service Agreements)
o RINCON Consultants Inc. (Environmental Process)
o Environ Corporation (Ground Water monitoring)
o WorleyParsons Komex (TOSS -Technical Oversight and Support Services)
 Developed with the cooperative effort of the Project Committee (EPWM Director, City
Engineer, Water Manager and various City staff) the MASTER schedule for the Charnock
Well Field Restoration Project. This complex schedule was based on evaluation of critical
information collected from a variety of sources- Consultants (Technical experts); Divisions
(CEA, Water Resources)
 Developed the Project Budget Report that assigned an account number to every major
component of the project. The Project Budget Report tracks the project budget and is
developed with the cooperative effort of the Finance Department
 Developed the Project Risk Register that details the project management risks; probability of
occurrence; consequence of occurrence and the corresponding risk management strategy
for the Charnock Well Field Restoration Project
 Developed the Critical Path Schedule of the project that identifies tasks on the critical path.
A delay in any task on the critical path can have a significant impact on the project deadline
 Developed the Staff Management Plan to make certain that the Charnock Well Field
Restoration Project has sufficient staff that possess the correct skill sets and experience to
ensure a successful project completion
 Created ad hoc committees with key staff to provide solutions to critical issues that needed
policy and direction on the Charnock Well Field Restoration project:

As a Project Manager trained specifically in Strong Project Management, I was the focal point
for the delivery of individual capital improvement projects detailed in the City’s Five-Year Plan
within the Street Improvement Budgetary Program.
 Managed major and complex capital improvement projects from start to finish. The projects
constituted all street improvement and geotechnical related projects
 Ensured from the onset that expectations, roles and responsibilities were established
through formalized specific agreements in which all stakeholders and service providers
committed to project scope, budgets, and schedules for the various components of project
delivery
 Developed the Memorandum of Understanding for each project and defined the Scope,
Budget and Schedule along with the objectives of the Client Agency
 Oversaw the project budget and schedule on behalf of the project team which included
people in numerous Functional/Technical Teams: engineers/ architects/ geologists/
designers who prepared project plans; environmental staff; estimators; bid and award
specialists who determined that the lowest responsive, responsible bidder was awarded the
contract; personnel who performed construction management services; and staff who
estimated and negotiated change orders during construction
 Set the Project Budget by planning Realistic Time Frames through thorough knowledge of
the Scope, Hard and Soft Costs and Cost Templates and identify sources of funding (FEMA,
FHWA, Local Transportation Funds and Gas Tax)

I have planned, developed and directed all aspects of complex public works projects by reviewing, scheduling, and directing the scope of work; and developing design and construction documents, resource management and cost control on capital improvement projects for large municipalities. I established the goals and criteria by which public works projects are planned and designed and constructed. As Program/Project Manager, I managed all phases of design-build and highly complex projects such as Water Treatment Plants, Transportation campuses and public infrastructure. I designed and conducted total program and construction management for all geotechnical work on 24 public branch libraries and four of the largest police stations for the City of Los Angeles. I am a credentialed sustainability professional. As the founder and principal of Spiros Lazaris Engineered Solutions L.L.C., and the Congo Revival Initiative, I provide specialized consulting services for public infrastructure used for the conveyance of people, vehicles, basic energy and commerce in areas of the sub-Saharan African region. HARD INFRASTRUCTURE IMPROVEMENTS: Evaluation, Assessment and Advisor Assess existing conditions of public infrastructure capital assets and develop feasibility studies for improvement and recovery for Hard Infrastructure projects such as road networks, water management, sewage collection and disposal of waste water, and flood control systems in China and remote, complex, challenging environments such as the sub-Saharan African region. CONGO REVIVAL INITIATIVE The project Congo Revival Initiative (DRCR) is an ambitious and pragmatic plan that evaluates and offer's options to sustainably enhance the physical urban infrastructure and human infrastructure of planned locations in the Democratic Republic of the Congo by revitalizing townships and local economies to create centers for international peace. It fully supports the initiatives of the Bumuntu Peace Institute (BPI) established in 2010 with the support Dialogue Institute, a 501(c) (3) organization, to promote the ideals of peace, education, dialogue and sustainable development in Central Africa, by dealing with the root- causes of conflicts and poverty in Africa that can be resolved and create a harmonious environment. LAZARIS, PE GLOBAL INFRASTRUCTURE CONSULTANT 6 of 9 Spiros Lazaris Engineered Solutions LLC www.thermal-flect.com | www.congorevival.com CHARNOCK WELL FIELD RESTORATION PROJECT - WATER TREATMENT PLANT [Design-Build] [10/07 – December 31, 2010] Design-Built national award-winning project involved with the implementation of a water treatment facility to remove MtBE contamination from the Charnock groundwater sub-basin and restore this resource as a water supply for the City of Santa Monica.  Responsible for the design and development of a new drinking water treatment facility. Due to the multiple complexities of the project, the responsibilities included the management for all project components from concept to completion, project scope, schedule and budget. In that capacity, with the support of ad hoc committees I developed the structure that lead to the construction of the Charnock Well Field Restoration Project.  Responsible for the entire design consultant selection process for the Charnock Well Field Restoration Project which included preparation of the RFQ/RFP, interviews, consultant selection process, staff reports, contract negotiations, contract execution and notices to proceed  Provided full project management and administrative support to multiple contracts assisting in the delivery of the Charnock project: o Black and Veatch Corporation (Design-Build) o Black and Veatch Corporation (Professional Service Agreements) o RINCON Consultants Inc. This complex schedule was based on evaluation of critical information collected from a variety of sources- Consultants (Technical experts); Divisions (CEA, Water Resources)  Developed the Project Budget Report that assigned an account number to every major component of the project. The Project Budget Report tracks the project budget and is developed with the cooperative effort of the Finance Department  Developed the Project Risk Register that details the project management risks; probability of occurrence; consequence of occurrence and the corresponding risk management strategy for the Charnock Well Field Restoration Project  Developed the Critical Path Schedule of the project that identifies tasks on the critical path.
