4. The Regulations define telemedicine as a remote
medical practice using information and communication
technology,

5. The Telemedicine Regulations
(‘Regulations’) have been published and set
out the specifications and requirements for
telemedicine practice within KSA. The
Regulations state that telemedicine is
available for screening, triage, consultation,
diagnostics, obtaining a medical opinion
from an HCP, treatment support, and the
monitoring of medical condition
6. • The regulations provide for the establishment of a
government body to oversee and track telemedicine and
the appointment of a Saudi Telemedicine Unit of
Excellence to work under the Saudi Health Council's
National Health Information Centre.
• Now The Ministry of Health (‘MOH’) provides a
telemedicine facility for its citizens. All legal
requirements and protocols that are applied to an HCP in
physical practice in KSA apply equally to the practice of
telemedicine.
7. • Telemedicine activities must comply with the KSA's health
information sharing policies, such is
applicable data protection and patient privacy provisions,
and must also comply with interoperability mechanisms.
8. • In practising telemedicine, HCPs should have sufficient
evidence to identify the patient who is seeking a
consultation and should have access to all relevant
patient health and medical information of the patient
where available.
• All patients seeking a teleconsultation must sign a
consent form in relation to the consultation (preferably
prior to undertaking a teleconsultation).
9. All telemedicine activities should be formally recorded
within the patient’s medical records and should include:
1- information relating to the telemedicine service provider
2- the location of the consultation the activities undertaken
3-the date and time of the consultation, and details of any
prescriptions and/or medical investigation provided
together with all observations made during the
consultation.
10. Telemedicine Centres are classified as Support Health
Services Centres (‘SHSC’) and all SHSC must have a
Managing Director who is a Saudi national responsible for
supervision of the Telemedicine Centre and a technical
supervisor who is a telemedicine specialist.

12. The E-Appointment «Mawid» App enables patients to book their
appointments in primary healthcare centers in coordination with
the concerned department. Hence, patients can book, amend or
cancel their appointments at any hospital where they were
referred through a seamless channel offered by this App.
13. The E-Health «Seha» App is designed to provide online medical
consultation services. The App. Allows users to get medical
consultations from MOH’s accredited doctors in all specialties.
14. Rest Assured «Tataman» is one of MOH’s apps, designed to
provide protection and health care for citizens and residents
referred to domestic isolation or quarantine; to maintain their
safety and enhance their recovery procedures. This application
is for those who have symptoms of Covid 19
15. Tabaud» App is one of technical solutions, developed to track
Covid 19 spread. The App allows its users to know if they had
contact with people confirmed to be infected with Coronavirus.
Also, it sends proactive notifications to users, if any confirmed
cases is detected through the App. during the past fourteen days,
while maintaining data confidentiality.
16. The full implementation of the eHealth Vision will directly
impact the lives of Patients of MOH facilities and services.
Patients will be able to:
• Access credible health information from any preferred
channel (web, SMS, telephone, booklets).
• Easily find health services that are needed, at a
convenient location, via Web services.
• Reduce time
• Receive a faster diagnosis when medical care is needed,
reducing waiting for services and unnecessary tests and
procedures.
With Health, Healthcare professionals (doctors, nurses,
and other professionals) will have ready access to…
• Their patients data at any time, in any place, when there
is a need to know.
17. • Infrastructure in telecommunications in some countries,
especially remote areas
• The exorbitant prices and costs of wired and wireless
communication networks, as well as medical equipment
• Loss of human interaction between doctor and patient

when loss of communication or lack of clarity of x-rays
