Institutional Framework
• National Steering Committee - Chaired by Special Assistant to
the Prime Minister on Climate Change
• Two committees
• Mitigation Working Group by Ministry of Energy and chaired by
National Energy Efficiency and Conservation Authority (NEECA)
• Adaptation Working Group by Ministry of Water Resources and
Chaired by Federal Flood Commission
• Adaptation working group is supported by 15 sectoral working
groups comprising of federal and provincial level policy-makers,
scientists, experts, and other stakeholders

Revision of NDC
• In line with commitment to Paris Agreement, Pakistan revised its
NDC in 2021 according to these guiding principles:
1. High Ambition
• Initiatives from limited national resources
• Stabilize global temperatures
• Enhancing resilience and adaptation capacity of people
2. Deep Contribution
• Prioritize climate actions in adaptation and mitigation
• Including additional sectors to the GHG inventory
3. Inclusion
• Institutional arrangements and governance
• Whole of government approach
5. PAKISTAN AND CLIMATE FINANCE:
Overview of Key Projects
• Financing for Water Sanitation and Hygiene (WASH)
• Government has allocated Rs 225 billion for 2021-22 for WASH
services in Provincial and Federal budgets
• REDD+ Readiness and Preparation Project
• Project with financial grant of $7.81 million
• Received under the Forest Carbon Partnership Facility (FCPF) of
the World Bank
6. PAKISTAN AND CLIMATE FINANCE:
Overview of Key Projects
• Ten Billion Tree Tsunami Program (TBTTP)
• Total cost of PKR 125.1843 billion for four years (2019-2023)
• Funded by Federal Government through PSDP
• Goal is to regenerate 3.296 billion plants across the country
• The program has met a target of 1586.18 million plants as of March
2022
• KP’s forest area increased from 20.3% to 26.6%

Overview of Key Projects
• Protected Areas Initiative
• Launched in 23 protected areas
• Estimated cost of PKR 3.89 billion to preserve fauna / flora and promote
tourism
• Billion Tree Honey Initiative
• Forest resource will increase to about 5.5 million hectares
• There is potential to enhanced to produce 70,000 metric tons of honey
• Generate an income of about PKR 20-25 billion in the national
economy
8. PAKISTAN AND CLIMATE FINANCE:
Overview of Key Projects
• Capacity Building on Water Quality Monitoring under the KOICA
Grant
• Project will support water quality infrastructure and equipment of
Punjab and 8 divisional labs of KP
• Project cost is PKR 1289.206 million (PKR 102.006 and PKR 1187.2 to
be provided by Federal Government and KOICA respectively)
• Climate Resilient WASH
• Ministry of Climate Change conducted a national study to determine the
impact of climate change for different regions of Pakistan, cost of
climate change in Pakistan from $1.3 billion to $1.9 billion

International Cooperation
• Pakistan has participated actively at international forums with respect
to the signed Conventions and Protocols
• Following landmarks during 2021-22:
• Funds were approved for Pakistan amounting $2.87 million for Phase-
XI of the Institutional Strengthening Project for the Implementation of
Montreal Protocol
• MoU signed with the Uzbekistan Government on Cooperation in the
field of Environment and Climate Change
