coordination, and production of US Government products from Interactive
Multimedia/Interactive Courseware (IMI/ICW) to Video production.
• As a US Government Employee for the US Coast Guard, she was the Project
Lead and Instructional Systems Designer for numerous training products for
which she was directly responsible to recruit, train and direct professional actors
and company personnel to meet video project deliverables on time and within
budget. She was also the Project Lead for a number of Interactive Courseware
and Video projects using her course development expertise to manage the
development of lesson objectives, storyboards, scene development, and
work/shoot schedules
• As a Contractor Project Manager and Instructional Systems Designer she has
more than 20 years experience managing, planning, directing, staging and
editing numerous Interactive Courseware and Video projects for US Government
and Commercial clients.
• She has more than 35 years experience as a teacher/actor/director for drama
and musical productions, as well as national television commercials and drama
presentations. Stage credits include: Auntie Mame, Come Blow Your Horn,
Sound of Music, Christmas Carol, Bye Bye Birdie, Star Motel, Story Lines and
One Amazing Night. Television credits include many acting projects with the
Christian Broadcasting Network, and acting with M2 Productions on both TV

US Coast Guard: Instructional Systems Specialist
As the Performance Technology Center Project Manager and liaison for CG-132 and
Maritime Law Enforcement Academy, Ms Kukich planned and managed an aggressive
2. project schedule and provided Instructional Systems Design expertise and oversight for
60 hours of Interactive Multimedia/Interactive Courseware (IM/ICW) for the US Coast
Guard Maritime Law Enforcement Boarding Officer Course. As Project Manager she
was responsible for the coordination of schedules to include scenes and scenarios;
supervised instructional designers in the creation of story boards and scene plans;
oversaw the selection and contracting of voice and on-screen talent; developed and
managed the work/shoot schedules; coordinated with contractors and SMEs in the
identification of appropriate materials, props, supplies, and attire for production; directed
the work of the Editing Director; and approved draft edits for final video production.
Result: 60 Hours of courseware were developed on time and on budget to meet the
increased certification and training requirements necessary for CG boarding officer
personnel.
As Lead Instructional Systems Designer she used her experience in course design to
design, produce and implement a web-based training program for the Resource
Conservation and Recovery Act Hazardous Waste Coordinator Course. The course
included a Job Aid, and Electronic Human Performance Support System. Result: 60 %
reduction in costs for training Hazardous Waste Coordinators. As a result she was
called upon to represent the Training Center Yorktown and the Performance Technology
Center as a guest speaker at MLC Atlantic’s Annual Environmental Seminar. She and
her team received the Coast Guard Environmental Award for compliance education and
outreach.
As the Project Manager for USCGC Bertholf Virtual Video Tour she designed and
developed that the virtual tour approach, developed milestones, arranged travel,
selected talent, used her knowledge of lighting and visual effects in directing talent to
achieve desired results, and submitted schedules and reports on time to the COTR and
Government client with successful results for the National Security Cutter Virtual Tour
(NSCVT) for both online and CD-ROM based portal. Result: NSC crews can see and
learn about their ship prior to their arrival significantly reducing the number of contracted
training hours for ship familiarization. The NSCVT will serve as a component of the NSC
public affairs and media plan. A scaled back version was deployed for Congressional
and general public education and familiarization
USCG FORCECOM Modeling and Simulation (M&S) Liaison: As Project Lead for the
CG M&S Council, led the development and design and development of training
documents and products such as M&S Training Master Plan, Mission and Vision
Statement, Policies and Procedures. She provided Verification, Validation and
Accreditation job aids and check lists for ongoing programs. And as a Contracting
Officer’s Technical Representative, she managed numerous Modeling and Simulation
contracts and projects.
Independent Consultant and Contractor Experience
Program Manager for the AN/SQQ89-A(V)15 Training to include the following sub
courses: Maintenance Sensor Course, Operator Sensor Course, Sonar Supervisor
Course and UWCO Courses. Stage 1 and Stage 2 deliverables for Analysis and Design
included the Instructional Performance Requirements Analysis to identify training
requirements supporting all categories of personnel including maintenance technicians,
sensor operators, sonar supervisors and fire control operators for both replacement and
conversion training on the AN/SQQ89-A(V)15 System.
3. Program Manager: Managed the analysis, design, development, implementation and
evaluation of training development projects – delivered on-time and within budget for:
Combat Engineer Course, US Military Entrance Processing Command Centrally Billed
Accounts Process, US Army Food Service Courses, US Army Military Police Computer
Literacy Module and the TRADOC Army Distance Learning Courseware Design Sampler
Course.
For numerous courses she managed and directed personnel in the design and
development of courseware; interacted with subject matter experts to ensure technical
accuracy and appropriateness; and met with customers to resolve conflicts and discuss
instruction, SCORM and validation issues. She recruited and hired personnel, created
and managed milestone requirements, developed and maintained project budgets, and
supervised acquisition of hardware, software and related equipment.
She facilitated an Internal Revenue Service (IRS) Live Interactive Video Training session
to address customer service and communication skills required of IRS employees;
represented CSC on camera for the Customer Service IRS Information Systems
Organization during a live national presentation on April 11, 2000
As a Project Manager she led a team to conduct a workforce analysis and planning
initiative for the National Credit Union Administrations Office of Human Resources.
Developed a Succession Planning Survey in conjunction with 17 Core Qualifications for
the purpose of analyzing current and future needs of the workforce to support the
development of future managers for the Office of Human Resources.
Managed a project for the United States Agency for International Development (USAID)
to facilitate the change of core values. Traveled overseas (Peru, Mozambique, South
Africa) to several regional offices and conducted interviews with subject matter experts
with many diverse cultural backgrounds; job shadowed target positions; developed flow
diagrams; wrote task statements; captured knowledge, skills, and attitudes (KSAs) and
metacognitive information; prepared reports and status briefings for the customer;
established standards and conventions for the analysis efforts; managed a diverse and
talented team of instructors and consultants at USAID Missions in Peru, Mozambique,
South Africa and the US.
Evaluated organizational dynamics; consulted to improve professional relationships;
managed for results in action planning; developed and led communication and diversity
workshops for the Boeing Corporation, the Virginia Peninsula Chamber of Commerce
and developed leadership training material for the General Motors Corporation and the
National Association of Manufactures.
Consultant to a major international corporation, performing job analyses to
accommodate organizational changes and to meet stringent external inspection
requirements by OSHA. Consulted local community civic and private groups to improve
efficiency and effectiveness. As an independent process consultant to commercial and
public organizations, and as an administrator and educator in public and private schools
from elementary to the university level, provided a wide array of services.
4. Special Assignment with Joint Forces Command, J7: As Project Manager, led a
team of Instructional Systems Designer in the conduct of a Front End Analysis (FEA to
identify and evaluate Theater Specific Individual Requirements Training for Common
Combat Skills assigned to the US Central Command (USCENTCOM) Area of
Operations (AOR). Coordinated visits to various Service training sites throughout the
USA for the Army, Navy, Air Force and Marine training units, ranges and centers and
briefed the principals at those sites on the mission the team was executing. Actively
participated in the conduct of training (wearing of the combat uniform and carrying
individual weapons) to soldiers, sailors and airmen. In the process she qualified on a
number of individual weapons, completed obstacle courses and totally imbedded herself
into the training. The data gathered from the visits was used to conduct an initial side-
by-side analysis that was briefed and well-received at the USJFCOM JWFC Training
Commanders’ Conference.
US Army: Assistant Chief of Staff for Intelligence, with duty at (1) Pentagon -
