• Managed an international program with more than 100 projects in 16 countries:
• Managed projects across a range of areas including legal and regulatory reform, emergency
procedures, web design, equipment delivery, training, and curriculum development
• Managed every stage of projects, including defining requirements, designing a project to
meet those requirements, drafting funding proposals, creating and maintaining the project
schedule, integrating projects with organizational strategic planning, creating and tracking
metrics, and reporting across various levels of a highly matrixed organization
• Managed multiple project budgets from $25,000 - $35 mil, tracking spend-down rates,
projecting costs, and making adjustments as needed
• Tripled the number of countries in which we operated in five years
• Negotiated 12 formal agreements and more than 100 informal understandings with foreign
government representatives. This required building consensus around a common solution
among dozens of internal and external stakeholders and building effective relationships with our
partners and customers. My role ranged from leading multi-agency delegations to negotiate with
foreign partners, leading the process to secure consensus among the U.S. agencies on a common
negotiating position, serving as a subject matter expert, negotiating one-on-one with our partners,
and training my staff on how to exercise influence without authority.

• Developed a training program that improved performance of staff and doubled retention:
• Standardized the process for preparing for international workshops
• Created a series of positions descriptions to define the progression from analyst to
manager to address concerns about limited room for advancement
