foreign partners, leading the process to secure consensus among the U.S. agencies on a common
negotiating position, serving as a subject matter expert, negotiating one-on-one with our partners,

• Developed a training program that improved performance of staff and doubled retention:
• Standardized the process for preparing for international workshops
• Created a series of positions descriptions to define the progression from analyst to
manager to address concerns about limited room for advancement
• Integrated documents developed above into a comprehensive orientation binder and
training program for new analysts
• Earned team superior honor awards in 2009, 2010, 2011, 2012, and 2013
