absolute rather a guideline.
• Norms have three components:
– Need norm – population driven
– Area norm – based on service requirements, HT
– Cost norm – area*rate/m²
• Cost norms are linked to time and programme for
planning and construction will influence norm
cost for a specific project – therefore linked to a
base date.
• Planning units are the common denominator for

5. How did we determine cost norms?
• Analysis of cost of a number of hospitals into locations
or departments and into building elements linked to
base dates determined the rate per m²
• JS Elemental breakdown .xlsx
• Determine norms bottom up. Currently rate/m² was
determined by analysis of recently built hospitals.

• Next phase: Design of ideal hospital departments
which will then be measured and costed. Ongoing
analysis of new hospital projects to inform norms.
