Santosh has experience of over 4 years in multiple domains. Post-MBA he led couple of large e-
governance projects in Bihar. For last two years he is working as Project Manager for setting
up/revamping IT based system for execution of flagship schemes (MGNREGA, UID) of various
companies and departments of state government.
Santosh has managed large cross-functional & multi-location operational set-ups, while
directly/ indirectly managing large teams. He possesses a reasonable level of numeracy with a
high standard of personal integrity and decisiveness, in addition to problem-solving and

In his current assignment, Santosh is helping State Finance Commission, in preparing

Since June’14: 5th State Finance Commission, Bihar as Research Associate
Presently working on Digital Bihar: Digital Bihar is an umbrella programme of the government
comprising various projects to transform the country into a knowledge economy. The programme
includesprojects that aim to ensure easy access to technology infrastructure and government
services are to citizens.
e-Panchayat Project: E-Panchayat has been launched by Ministry of Panchayati Raj,
Government of India to provide G2C coverage for better delivery of citizen services in the village
through computerization of the functions of the Gram Panchayat.

Providing strategy to Ministry of Panchayati Raj through the 5th Sate Finance Commission Bihar:

Proposed a new centralised IT architecture to facilitate integration of various applications being
used in schemes.
Prepared the detailed functional specifications for the proposed application.
Preparing different documents for revamped e-Panchayat, which includes monitoring of e-
Panchayat applications, writing process guidelines, operational manual & Project Plan.
Designed various MIS reports to be incorporated in new system.
Since March’13 - February’14: iBow Solutions Pvt. Ltd., as Project Manager of IT &
Operations UID & MGNREGA project
An ambitious project of Government of Bihar to create a biometrically de-duplicated data base of
rural resident of state and to issue a smart card to all enrolled residents which can be use d for
implementation of all biometric authentication based service system, To start with, system is
being used for implementation of MGNREGA and providing various financial services under
Financial Inclusion drive.

activities like collection of data, identification of Customer Service Point (CSPs) in every
Panchayat of Patna District, capacity building of stakeholders, application development and
