2. Republic Act No. 8435 (Agriculture and Fisheries
Modernization Act of 1997”)
Sec. 65. The State shall give priority to education and
training on science and technology in order to accelerate
social progress and promote total human liberation and
development.
3. Sec. 66. National Agriculture and Fisheries Education System
(NAFES). OBJECTIVES:
a. To establish, maintain and support a complete and integrated
system of agriculture and fisheries education (AFE) relevant to
the needs of the economy, the community and society.
b. To modernize and rationalize agriculture and fisheries
education from the elementary to the tertiary levels;
c. To unify, coordinate and improve the system of
implementation of academic programs that are geared toward
achieving agriculture and fisheries development in the
country; and
d. To upgrade the quality, ensure sustainability and promote the
global competitiveness, at all levels, of agriculture and
fisheries education.
4. Sec. 67. Education Program for Elementary and Secondary Levels.
OBJECTIVES:
a. To develop appropriate values that form the foundation for sustained growth in
agriculture and fisheries modernization.
b. To increase the attractiveness of agriculture and fisheries education, so that more
young and talented person will look at agriculture and fisheries as an acceptable
option for career and livelihood;
c. To promote appreciation of science in agriculture and fisheries development;
d. To develop among students, positive attitudes towards entrepreneurship and
global competition in the agriculture and fisheries business;
e. To improve the present curriculum in the elementary and secondary levels by
emphasizing the core values necessary for agriculture and fisheries
modernization; and
f. To develop an outreach program where students, parents and schools become
instruments in effecting positive changes in the pupil's home and community.
5. Sec. 68. Post-Secondary Education Program. - The program shall
include the following:
a. A mechanism for a flexible process of curriculum development;
b. Integration of the dual training system in the various agricultural
curricula and training programs;
c. Integration of entrepreneurship and global competitiveness in the
agro-fisheries curricula;
d. Institutionalizing agriculture and fisheries skills standards and
technical testing and certification;
e. Regular upgrading of learning/training facilities, school building ,
laboratory equipment; and
f. Development of a system for the strict enforcement of school
regulations regarding standards and requirements.
6. Section 76. Continuing Agriculture and Fisheries Education Program. -
The Commission on Higher Education, the Department of Education,
Culture and Sports and Technical Education and Skills Development
Authority, in coordination with the Department and the public and
private universities and colleges, shall formulate and develop a
National and Integrated Continuing Agriculture and Fisheries
Education Program, which shall address the current education and
training requirements of teachers, professors and educators in
agriculture and fisheries.
7. Republic Act 7796 (TESDA)
Sec. 2 The State shall encourage active participation of various concerned sectors,
particularly private enterprises, being direct participants in and immediate
beneficiaries of a trained and skilled work force, in providing technical education
and skills development opportunities.
Section 3. TESDA Objectives
a) Promote and strengthen the quality of technical education and skills
development programs to attain international competitiveness.
b) Focus technical education and skills development on meeting the changing
demands for quality middle-level manpower;
c) Encourage critical and creative thinking by disseminating the scientific and
technical knowledge base of middle-level manpower development programs;
d) Recognize and encourage the complementary roles of public and private
institutions in technical education and skills development and training systems;

Art. III, Section 3a. the program shall have the following objectives:
The BSA program aims to educate students in the scientific habit of
thought, entrepreneurial skills and prepare them to become
professionals with entry level competencies in technical agriculture. It
emphasizes the processes and techniques of identifying, diagnosing
and analyzing problems and in designing, packaging and applying
technologies needed in the development and conservation of the
agriculture and food system resources.
10. CHED MEMORANDUM ORDER No. 37 Series 2007 (Revised Policies
and Standards for Bachelor of Science in Agricultural Engineering
(BSAE) Program)
Art. III, Section 3.1 the program shall have the following objectives:
1. Train students in the application of engineering principles
particularly in the solution of problems related to Agro-industrial
development;
2. Prepare them to become professionals with entry-level
competencies;
3. Develop appreciation in the students, of the potentials of an
agricultural engineering business enterprise;
4. Instill the students a concern for the preservation and protection
of the natural environment; and
5. Prepare students for advanced studies.
11. CHED MEMORANDUM ORDER 43, s 2006 (Policies, standard for BS Fishery
Program)
Art. III, Section 3.1 the program shall have the following objectives:
1. Educate students in the field of fisheries who can contribute to the
country’s need for sustainable/ responsible fisheries and proper concepts
of fishery management, Environmental Management and multi – sectoral

13. ROLE OF AGRICULTURIST
1.Provide information or recommendations to farmers or other
landowners regarding ways in which they can best use land, promote plant
growth, or avoid or correct problems such as erosion.
2.Develop new or improved methods or products for controlling or
eliminating weeds, crop diseases, or insect pests.
3.Study soil characteristics to classify soils on the basis of factors such as
geographic location, landscape position, or soil properties and develop
ways of altering soils to suit different types of plants.
5.Plan and supervise land conservation and reclamation programs for
industrial development projects, and waste management programs for
composting and farming.

16. ROLE OF FORESTER
1.Establish short and long term plans for management of forest
lands and forest resources.
2.Choose and prepare sites for new trees, using controlled burning,
bulldozers, or herbicides to clear weeds, brush, and logging debris.
3.Plan and supervise forestry projects, such as determining the type,
number and placement of trees to be planted, managing tree
nurseries, thinning forest and monitoring growth of new seedlings.
4.Negotiate terms and conditions of agreements and contracts for

19. ROLE OF FISHERIES TECHNOLOGIST
1.Confer with biologists, fish pathologists and other fishery personnel to
obtain data concerning fish habits, diseases, food, and environmental

3.Monitor environments to ensure maintenance of optimum conditions
for aquatic life.
