1. THE EU IN ZAMBIA
The Delegation of the European Union to the Republic of
Zambia and COMESA is responsible for managing official
relations between the European Union (EU) and Zambia,
and with the Common Market for East and Southern
Africa (COMESA).
The EU Delegation’s mandate covers a wide range
of political and economic relations. One of its most
important roles is to manage and promote development
co-operation in accordance with the Cotonou Agreement,
the aid effectiveness agenda, the internationally-agreed
Millennium Development Goals, and the European
Commission’s new policy framework, the ‘Agenda for
Change’.

PROJECT APPROACH
The project team consists of experienced consultants,
sourced internationally and in Zambia. Housed within the
offices of the MMEWD, the team members work closely
together with officers of the Ministry. On-the-job training and
coaching of these officers is essential to ensure sustainable
growth and improvement within the MMEWD.
The various project team members are selected on the
basis of their relevant experience, both in Zambia and
from other mining countries, so that they can bring to bear
modern and innovative techniques of mineral production
monitoring.
Rather than merely doing a once-off analysis of mineral
production in Zambia, the intention is to create increased
capacity within the MMEWD to fulfil this role in future,
without further external assistance.
Given the fact that other government departments also
have responsibilities related to mineral production and that
other technical assistance projects are also active in this
area, the project team is taking a collaborative approach,
cooperating closely with other projects where this is
relevant, but bearing in mind this project’s overall objective
to support the MMEWD as the key ministry in the sector.
PROJECT MANAGEMENT
The project is supervised by the Director of Mines and the
day-to-day management of the project is in the hands of the
Team Leader and the second Key Expert who are spending
the majority of their time in Zambia. They alternate and
overlap to ensure that at least one of them is in country
most of the time. Strategic guidance is provided by a
Project Steering Committee, chaired by the Permanent
Secretary for Mines and comprising senior officials in the
MMEWD, the National Authorising Office of the European
Development Fund (Ministry of Finance) and the EU
Delegation. The project is also subject to regular oversight
by the ASI Project Director and Project Manager in London,
as well as by the Consortium Management Board.

2. THE PROJECT IN BRIEF
This project forms part of a broader €13 million EU
programme supporting Public Finance Management
Accountability, with the goal to enhance economic
governance in Zambia.
The Mineral Production Monitoring Support Project is being
carried out under supervision of the Ministry of Mines,
Energy and Water Development (MMEWD). The objective
is to strengthen the ability of the MMEWD to fulfil its
mandate as mining authority to effectively monitor mining
activities and mineral production in Zambia, and to share
this information with other relevant GRZ agencies, in order
to facilitate the mobilisation of the appropriate levels of
domestic revenue.
A consortium was formed to support the MMEWD in the
execution the project, under the leadership of Adam Smith
International. Other consortium members are Ecorys
UK, PMTC (Zambia) and the Revenue Development
Foundation, each of which bring complementing strengths
and experiences to the project.
The kick-off date was in mid-January, 2015, and the project
will extend into January, 2018. With an overall budget of
approximately €4,7million, the project will address the
following areas:
• Capacity building within the MMEWD, including the
Mines Development Department, the Geological Survey
Department and the Regional Mining Bureaus;
• Improving the ability of the MMEWD to receive mineral
production data from producing companies and to verify
the completeness and accuracy, prior to sharing the
information with other relevant government departments
and agencies;
• Enhancing the capacity of the MMEWD to monitor
production appropriately, including the conduct of
various types of inspections;
• Enhancing the organisational, budgeting and planning
capacity of the MMEWD, so that the Ministry can play
its rightful role as the backbone of effective governance
over the sector.
With these overall objectives in mind, a number of different
interventions are planned, including:
• Procurement of selected sampling and analytical
equipment for the Geological Survey Department and
the regional Mining Bureaus;
• Procurement of vehicles to assist with monitoring
activities;
• Capacity building within the MMEWD, including the
training of MMEWD officers;
• Assisting with the integration of production data
captured and verified within MMEWD, into ZRA and
other government systems;
• Elaborating a plan for sustainable staffing of the
MMEWD;
• Assessment of the overall legislative framework
of the mining industry in Zambia, and suggesting
improvements or additions that would facilitate
improved governance by the MMEWD for the benefit
of Zambia.
