AOC Project Background
• New “Going Green” initiative sponsored and approved
from the Supreme Court and the Executive Management
Leadership team
• Politicians and Legislators are on board with the Green
Initiative
• Judicial branch is following the Executive branch’s lead
in migration from on premise data centers to managed
subscriptions of Software as a Service (SaaS) cloud
based services
• AOC to become an Managed Service Provider for the
Judicial Information System (JIS) by providing cloud
based solutions to all court systems

Why This Direction?
• Vendors are moving away from on premise solutions
and going to cloud based SaaS subscription based
services. “Judicial Branch Going Green” motto
• On premise solutions are being retired by vendors
Support and staff costs are increasing
• Flexible, scalable, and will allow AOC to utilize new
features and other cloud-based services as they
become available to fulfill the needs of new business
requirements
• Staff recruitment and retention is a growing problem.
Younger staff want to work in modern IT systems such
as SaaS advanced cloud services

- This team continues to support legacy applications
and systems
- Containment of existing systems leading to
retirement
• Green Team:
- This team will develop plans and implement new
cloud technology solutions
- Enhanced advanced cloud features will be brought
online as business requirements change

Technical Details
• The Microsoft Azure Platform along with other cloud
services will form the basis for the technical solutions
needed to meet the business requirements. The
shrinking of the technology sprawl to contain costs, risks
and support will be the Number 1 priority
• Microsoft 365 is a complete computing ‘ecosystem’ that
is a Software as a Service (SaaS) cloud solution
• Moving Tyler Technologies from on-premise data center
to a cloud based solution
• These cloud services will provide the computing platform
to move the agency into the future

• Project architecture direction was approved by
Executive Management and is on the Priority List
• Decision Package for the project was approved by the
Executive Management Team and is to be presented to
the Legislation Branch January 2023 for the 2023-2025
funding cycle
• Strategic Architecture planning continues across the
agency
• Effort sets the tone for all future cloud based services

Next Steps
• Pre-project planning activities
• Begin development of a Request For Proposal
(RFP)
• Conduct staff training, management shifting the
narrative from ‘Servers’ to ‘Services’
• Once funding is approved by the Legislature, first
Phase project execution would begin July 1st, 2023
• Continue to expand message, gain executive
sponsorship with stakeholders to ‘tilt AOC on it’s
axis’. Migrate entire data center to cloud over a
period of time. Model Executive branch migration to
the cloud as the example case study
