How the Army and
our Brigade are Changing

Purpose of this Town Hall
Purpose: To communicate to Soldiers and Families the 2d Engineer Brigade’s role in our
Army’s restructuring strategy and the associated impacts of the decision to
accelerate that strategy.
Key Tasks:
• Briefly explain the Army’s larger plan and why it was accelerated.
• Describe the 2d Engineer Brigade’s role in supporting and managing the Army’s
strategy (2d EN BDE HQ, S-1 Overview of Personnel Actions, 793rd MP BN, 6th EN BN,
and 17th CSSB).
• Listen to your questions/concerns; provide answers to those questions we understand;
research answers to those questions we can’t answer; and share your input/concerns
with U.S. Army Alaska’s Senior Leadership.
End State: a positive initial step to gaining shared understanding to this challenging
problem and charting a way forward to facilitate future communications.
What the Army is
Doing and Why
• As required by the Budget Control Act (2011), the Army must reduce its Active
Duty end-strength by 80,000 Soldiers from a FY2010 peak of 570,000 and was
on a glide path to reach the goal by 2017.
• The likelihood of continued budget pressure makes it prudent for the Army to
accelerate the reduction and reorganization to achieve the optimal balance of
end strength, readiness and modernization.
• Completing the reductions and reorganizations by FY2015 allows the Army to
optimize remaining resources. We will maximize readiness and reduce the risk
that we might be called upon to deploy Soldiers who are not fully trained or
optimally equipped.
• The Army will manage these reductions carefully in order to take care of our
Soldiers and Families, meet our contingency requirements, and balance
readiness and modernization.

 288 Military Police positions eliminated in Alaska
 191 Engineer positions eliminated
 182 support MOS’s eligible to fill other positions in Alaska; positions not necessarily
available
Category 1: DEROS prior to October 2014
 You will PCS as normal
Category 2: If you have a DEROS beyond October 2014
 You are eligible to PCS
 Military Policemen will PCS (90 of 380 will remain)
 Plumbers, Electrician or Carpentry Masonry personnel will PCS
 Support personnel will be considered to fill vacancies in other units
 If vacancies do not exist, curtailment request will be submitted
 Names will be submitted to Human Resources Command (HRC) with choice of
assignment (no guarantees)
If You’ve been in Alaska
Less than 1 Year
Category 1: Your MOS is no longer available in Alaska
 Command is requesting for Human Resources Command (HRC) to consider
curtailments
 Names will be submitted to HRC with choice of assignment (no guarantees)
Category 2: A support MOS which is no longer required in the brigade
 Move personnel into vacant positions on JBER or FWA
 Ask HRC to move excess personnel based on date of arrival to Alaska

1. Our goal is to PCS Soldiers with Families during summer
months…this will reduce impact on school age children.
2. Have EFMP prepare and update your screening as early as
possible… this can delay orders being cut if not current.
3. Identify any special circumstances (example High School Senior,
Married Army Couples Program, etc.) now to your company
chain of command.
4. Goal Support Personnel (Mechanics, Cooks, Communication,
etc…) remaining will transfer to positions in USARAK that will
assist with career progression.
5. Battalion and company FRG meetings will discuss inactivation
concerns and latest information monthly…stay plugged in and
active in your FRG!

Purpose of this Town Hall Purpose: To communicate to Soldiers and Families the 2d Engineer Brigade’s role in our Army’s restructuring strategy and the associated impacts of the decision to accelerate that strategy. Key Tasks: • Briefly explain the Army’s larger plan and why it was accelerated. • Describe the 2d Engineer Brigade’s role in supporting and managing the Army’s strategy (2d EN BDE HQ, S-1 Overview of Personnel Actions, 793rd MP BN, 6th EN BN, and 17th CSSB). • Listen to your questions/concerns; provide answers to those questions we understand; research answers to those questions we can’t answer; and share your input/concerns with U.S. Army Alaska’s Senior Leadership. End State: a positive initial step to gaining shared understanding to this challenging problem and charting a way forward to facilitate future communications.

What the Army is Doing and Why • As required by the Budget Control Act (2011), the Army must reduce its Active Duty end-strength by 80,000 Soldiers from a FY2010 peak of 570,000 and was on a glide path to reach the goal by 2017. • The likelihood of continued budget pressure makes it prudent for the Army to accelerate the reduction and reorganization to achieve the optimal balance of end strength, readiness and modernization. • Completing the reductions and reorganizations by FY2015 allows the Army to optimize remaining resources. We will maximize readiness and reduce the risk that we might be called upon to deploy Soldiers who are not fully trained or optimally equipped. • The Army will manage these reductions carefully in order to take care of our Soldiers and Families, meet our contingency requirements, and balance readiness and modernization.

If You’ve been in Alaska for 1 - 3 yearsFacts:  288 Military Police positions eliminated in Alaska  191 Engineer positions eliminated  182 support MOS’s eligible to fill other positions in Alaska; positions not necessarily available Category 1: DEROS prior to October 2014  You will PCS as normal Category 2: If you have a DEROS beyond October 2014  You are eligible to PCS  Military Policemen will PCS (90 of 380 will remain)  Plumbers, Electrician or Carpentry Masonry personnel will PCS  Support personnel will be considered to fill vacancies in other units  If vacancies do not exist, curtailment request will be submitted  Names will be submitted to Human Resources Command (HRC) with choice of assignment (no guarantees)

Have EFMP prepare and update your screening as early as possible… this can delay orders being cut if not current. 3. Identify any special circumstances (example High School Senior, Married Army Couples Program, etc.) now to your company chain of command. 4. Goal Support Personnel (Mechanics, Cooks, Communication, etc…) remaining will transfer to positions in USARAK that will assist with career progression. 5. Editor's Notes

  1. The Army plans to accelerate the reductions and reorganizations it announced last year and complete in FY15 instead of FY17. At the end of FY15, the Army will have an endstrength of 490K and 32 active component brigade combat teams. Because of the Army’s directive to decrease, consolidate and divest missions, organizations and functions, 2d Engineer Brigade will be inactivated. Many of the brigade’s units, equipment and Soldiers will move to other USARAK organizations. The rest will leave Alaska.
  2. Alaska is being effected much less than most other duty stations. The Army recognizes the strategic importance of Alaska and has kept two brigade combat teams and an aviation task force in our state.
  3. With the brigade inactivating, everyone will be moving to another organization. This transition may be minimal for some as entire unit’s move organically to another command. Others will move individually to new units within USARAK. The rest will leave Alaska to serve elsewhere in our Army.
  4. This slide will be used to communicate events associated with the unit’s ARSTRUC timeline. The rows depicted on the left hand side are organized in order of importance keeping family events first demonstrating that we understand its soldiers and their families that are absorbing the most impact from this process.

  6. This is what USARAK’s force structure will look like in 2015. Most of those who stay in Alaska will be in one of these units.

Talking Points: We are x9 months from inactivating the HHD, 60 personnel, the 472nd 168 personnel, and the 164th MP CO 168 personnel We are x10 months from Converting the 545th MP CO to a Law and Order Detachment that is 168 Soldier Company converting to 45 personnel Big picture this BN will convert from 630 Soldiers to roughly 90 split between FWA and JBER with 45 at each.
  8. Glide Path is based on Requested DEROS/Curtailment Worksheet submitted to BDE.
