2. OBJECTIVE OF THE ACT
1. To prevent exploitation of contract labour and also to introduce
better conditions of work.
2. To do away with the abuses of the system of employment of contract
APPLICABILITY
1. To every establishment in which twenty or more workmen are
employed or were employed on any day of the preceding twelve
months as contract labour.
2. To every contractor who employees or who employed on any day of
the preceding twelve months twenty or more workmen.
3. ACT NOT APPLICABLE TO:-
1. Work of intermittent nature.
2. Work not performed for more than 120 days.
3. Seasonal nature of work
4. Establishment situated in SEZ.
DEFINITIONS IN THE ACT
1. Contractor:
“contractor" in relation to an establishment, means a
person who Undertakes to produce a given result for the establishment,
other than a mere supply of goods or articles of manufacture to such
establishment, through contract labour or who supplies contract labour
for any work of the establishment and includes a sub-contractor.
4. 2. Contract Labour:
“contract labour” in or in connection with
the work of an establishment when he is hired in or in
connection with such work by or through a contractor, with
or without the knowledge of the principal employer.
3. Principal Employer:
“principal employer” in relation to any
office or department of the government or a local authority,
the head of that office or department or such other officer as
the government or the local authority as the case may be, may
specify in this behalf.

OBTAINING REGISTRATION & LICENSE
1. Apply in form I for registration in triplicate copy along with
prescribed fees.
2. Apply in form IV for license in triplicate copy along with license &
security fees.
3. For license, form V is given by Principal employer to contractor.
6. ADMINISTRATION OF CONTRACT
LABOUR
1. Work Order is given by the concerned department to the Contractor.
2. Contractors fill in an application Form for engaging contract labour
every month /new entry.
3. Concerned department recommends the no. of labourers.
4. Safety department imparts training to the labourers.
5. Personnel department gives its approval only after being assured
about no. of the workers in the license of the contractor & workman
compensation Insurance.
6. Employment Card/Gate pass is issued by the Security department.
7. Gate pass is issued only for a month.
8. Workmen who have gate pass can enter in the premises.
7. PAYMENT OF WAGES
1. Bills of the contractor of L/S is passed on the basis of the entry in
SAP.
2. Payment to the contract labour is disbursed in Contractor Yard.
3. Payment to the contract labour is disbursed before the management
representative
4. Representative stamps the register & signs on it.

1. Gate Pass register.
2. Comparison Register.
3. Daily entry of the contractor report.
4. Register having no. of contract labor.

8. APPLICABILITY OF OTHER ACT
