Issues with quality
Some resources may not be relevant and / or accurate
Extra efforts
Additional work on the part of faculty, instructional designers, editors,
digital rights specialists, and others to find the OERs,
adapt/modify them, check them for accessibility, verify any copyright
issues, publish the resources in the institution’s LMS, etc.
Language and / or cultural barriers
Global audience may lack resources in other languages. Cultural
relevance to non-English audience may be limited

Technological issues
Internet and power availability may be limited in some
countries and rural areas
Intellectual property / copyright concerns
All contents must be checked to ensure that they do not
violate copyright laws
Sustainability issues
Without compensation for creating OER, there may be little
incentive for them to create OER and / or continue to update
content
