1. Trillium Review Rosemary N. De Caires Associate Abstract Rosemary DeCaires is associate at law with a private law firm in Toronto, Ontario. Rosemary is experienced in civil litigation, recognized nationally and internationally as a leading trial, appellate advocate. Rosemary is recognized by Canadian Mental Health Association and Ontario Trillium Foundation as well as various Commissioning offices in Canada specializing in Civil Litigation. She was a research fellow for C.D. Howe Institute associated with Fraser Institute both Think Tanks specializing in public policy and public administration in Canada and Europe. Rosemary obtained an Honours Bachelor of Arts from the University of Toronto Ontario in 1999 and a post-graduate degree from the University of Toronto in 2002. She specialized in Political Science and Sociology in 1999 and Legal History in 2002. She was admitted to Graduate school in 2004. She served 4 years in a row since 2007, 2008, 2009, 2010 as associate at law. Rosemary appeared as an intern in courts throughout Ontario Court System on legal issues including, civil litigation, criminal appeal, administrative reviews, class action, commercial disputes, and competition law, and she has served in mediations and arbitrations in Ontario. She also appeared at case conferences involving the Trillium Inquiry, and before the Divisional Courts of Ontario on matters related to Judicial review. Rosemary has also been an adjunct faculty member for over 5 years at vocational language schools. She has lessoned broadly in English as a Second Language courses at various schools. She has published a case series and numerous articles as well about the media and police in Trillium and public policy in terms of Judicial review.
