4. Monitoring of Cross Compliance Scheme
What is the Cross Compliance Scheme?
CCS is the EU policy tool integrating environmental requirement into the CAP, linking direct payments
to compliance by farmers to specific standards.
Monitoring of the CCS
Performed by the National control Bodies – Paying agencies, throughout a control system under
which a sample of farmers (at least 1%) is checked with the view of non compliance (field and
administrative checks). Non compliance of farmers may lead to reduction or cancellation of theiradministrative checks). Non compliance of farmers may lead to reduction or cancellation of their
payments.
Shortcomings in the CCS monitoring
– High administrative cost; Time consuming inspections for the PAs; Effectiveness of controls;
etc
– High private cost to the farmers; Administrative burden; Complexity of CCS – not easily
understood by farmers leading to potential non-compliance; etc

Cloud Software as a service Platform:
Access to large volumes of publicly available (satellite remote sensing)
and user-generated data (PA/Farmers/Agr. Consultants);
Increased efficiency for performing risk analysis for the selection of
farms to be inspected;
Increased transparency of the compliance monitoring;
Optimization of resources and reduction of cost for field inspections andOptimization of resources and reduction of cost for field inspections and

- use of remote monitoring, more targeted inspections;
- mobile/tablet checklists and workflows for inspection.

Online accounts personal farmers’ profile – RECAP platform allowing to
to store data, records, documents they need to obtain, keep and
present to inspectors;
Easy to use mobile and web interface providing checklists andEasy to use mobile and web interface providing checklists and
workflows based on each farmers profile;
Early alerts for (non) conformity;
Active participation of farmers in the monitoring procedure.

Added value services to agricultural consultants
Data availability and accessibility – RECAP platform;
Data re-use for the creation and delivery of added value services to
farmers, building on the RECAP components;
– Application Programming Interface (API) to access the data available in the platform
