4. Monitoring of Cross Compliance Scheme
What is the Cross Compliance Scheme?
CCS is the EU policy tool integrating environmental requirement into the CAP, linking direct payments
to compliance by farmers to specific standards.
Monitoring of the CCS
Performed by the National control Bodies – Paying agencies, throughout a control system under
which a sample of farmers (at least 1%) is checked with the view of non compliance (field and
administrative checks). Non compliance of farmers may lead to reduction or cancellation of theiradministrative checks). Non compliance of farmers may lead to reduction or cancellation of their
payments.
Shortcomings in the CCS monitoring
– High administrative cost; Time consuming inspections for the PAs; Effectiveness of controls;
etc
– High private cost to the farmers; Administrative burden; Complexity of CCS – not easily
understood by farmers leading to potential non-compliance; etc

Added value services to agricultural consultants
Data availability and accessibility – RECAP platform;

farmers, building on the RECAP components;
– Application Programming Interface (API) to access the data available in the platform
