5. Introduction-:
The statutory control over narcotic drugs was being
exercised under the opium Act, 1857 ,
The opium act, 1878 & the dangerous drugs Act,1930.
India had no legislation regarding narcotics until 1985.
Cannabis smoking in India has been known since
at least 2000 BC & is first mentioned in the
Atharvaveda, which dates back a few 100 years BC

The narcotic drugs & psychotropic substances
bill, 1985 was introduced in the lok sabha on 23th
Aug 1985....
Under one of the provision of the act, the narcotic
control below was setup with effect from March
1986

7. Objective
To consolidate & amend the existing law relating to narcotic drug
To make stringent provision for control and regulation of
operation relating to narcotic drugs and psychotropic
substances
To considerably enhance penalties particularly for trafficking
offences
To make provisions for implementations of international
convention relating to narcotic drug and psychotropic
substances to which India is party
8. Definition
• Narcotic drugs :- An addictive drug that reduces pain , alters
mood & behavior & usually induces sleep
• E .g Morphine
• Heroin
• Codeine
• Oxycodone
9. Offences & Penalties
• Punishment for contravention in relation to-:
Poppy straw
Coca plant and leaves
Prepared opium
Opium ,poppy and opium
Manufacture drug and preparation
Psychotropic substances
Cannabis plant and cannabis
10. Psychotropic Drug
• This drug capable of affecting the mind , emotion &
behavior
E.g:- Lithium [ treatment in bipolar disorder ]
Cocaine
11. OFFENCES PENALTIES
1. Illegal import and export 1. Fine between 1-2 lacks
2.Allowing use vehicles for commission
of offence
2.Fine between 1-2 lacks
3.Failure to keep account 3.5 year Jail and fine also
4. Illegal possession for personal consumption 4. 6 months Jail and Fine also
